Assigned forces and assets of the Armed Forces within Integrated Rescue System of the Czech Republic

Title: Assigned forces and assets of the Armed Forces within Integrated Rescue System of the Czech Republic. Objectives of work: - to describe the past development and current status of the Armed Forces of the Czech Republic over specific periods since establishment of independent Czechoslovakia until the year 2005; - to briefly specify the development and role of Civilian Protection Force (equivalent of National Guard) within the period of 1918 until 2008; - to point out the most significant milestones of Integrated Rescue System (IRS) development and to introduce a legal framework, core tasks and main bodies of Czech Republic IRS; - to explain mutual relationship and cooperation between IRS and the Armed Forces of the Czech Republic in relation to legal aspects; - to describe principles and procedures for requesting and deployment of Armed Forces assets assigned to rescue assistance and disaster relief operations; - to briefly summerize Armed Forces rescue battalions, respectively their specific units allocated to overall Integrated Rescue System; Method: collection of data using subject literature and IRS database with follow up analysis and selection. Germany as a civilian power after its engagement in Operation Enduring Freedom

The main subject of this thesis is the status of Germany as a civilian power after its engagement in the war against terrorism, most importantly its engagement in the Operation Enduring Freedom. It is based on the theory of civilian power, mainly on the publications of Hanns Maull and other authors, that worked with this theory later. The following empirical analysis describes particular engagement of Germany in Operation Enduring Freedom. Thesis further discusses political discourse, the discussion in the media and process of the approval of German mandate in the operation. The thesis also mentions German engagement in ISAF, as these two operations were happening simultaneously and it can help the reader understand the difference between them, as well as the controversy of Enduring Freedom, which is the main subject of this thesis. Historical context of Germany as a civilian power and its shift from civilian politics in the 90s helps to establish final arguments. As per theoretical and empirical analysis I point out, that Germany definitely shifted itself from civilian politics, however not entirely. I also take into account the fact that international position of Germany changed rapidly compared to previous century. Therefore the shift from civilian politics is natural development.

Thesis PhDr. Radek Buben Deconsolidation of Venezuelan Democracy: Erosion of the Party System, Neo-Populism, and Repoliticization of the Armed Forces The thesis Deconsolidation of Venezuelan Democracy: Erosion of the Party System, Neo- Populism, and Repoliticization of the Armed Forces addresses the process of deconsolidation of democracy in Venezuela between 1973 and 1993. The analysis is based on both theoretical and comparative approach embedded notably in institutional comparative political science (analysis of systemic and institutional conditions of the analyzed process), historical sociology and political theory (phenomena of populism and neo-populism) and approaches of traditional historical analysis of political process in a particular period of time. The theoretical part of the text is focused on the issue of democracy in Latin America in general. More concretely, it concerns with typologies of political regimes, institutionalization of party systems, civil-military relations and the so-called resources curse theory. The work analyses the problems with the mobilization system of the Czech armed forces as one of the main elements in the rescue system of the Czech Republic. It is taken as a collective part of the rescue system of the European nation. Author presents hypothesis that somehow the rescue system still has not over come the division of the past when the world was divided geopolitically and the war danger was immediate. On the other side there may be some kind of inability to find the suitable way how to effectively use the professional forces committed to action out of the state. On the base of the historical point of view this work analyses the meaning of the rescue and mobilization system in the optional war conflict. Also it contemplates the changes in the geopolitics system after the year 1989. The first place takes the question whether the Czech rescue system really reflex to the geopolitical changes, whether the activity is effective - the ratio between the danger and economical and human resources. The Impacts of Artificial Intelligence and Robotic Systems on the Revolution in Military Affairs in the Armed Forces of Israel and the Russian Federation

Every revolution in military affairs was always, to a large extent, driven by the appearance of new types of modern technologies. Many examples from the past revolutions reflect this fact, including the recent one between the 1970s and 1990s of the 20th century. This most recent revolution in military affairs had its roots in a Soviet concept of "military-technical revolution," which, as its name already indicates, gave the technology a great significance. Both above-mentioned theoretical concepts had a practical impact on how the battle operations were conducted, on changes in military doctrines and organization of forces, and the integration of new technologies into existing weapon systems. In the last revolution in military affairs from the 1980s and 1990s, the central role was played by precision-guided munitions, command and control systems, and also communication systems. Today there is an ongoing discussion about the potential new revolution in military affairs, which main drivers are expected to be artificial intelligence and robotic systems. Military Conscription in contemporary Europe - how and why states still use it?

This thesis addresses issues regarding military conscription within the European geographic area. It reflects lengthy and complicated evolution of military conscription, as well as its use case and eventual suspension or abolishment as a military recruitment tool in a post- Cold war Europe up until this day. Thesis also addresses academic and non-academic debate related to conscription and its development, typology, use-cases while it tries to uncover and summarize principal reasons, why was the concept of military conscription abandoned. Furthermore, it tries to evaluate those reasons against the current state of security environment in Europe, compare them and based on that, answer the question whether the relevance of those reasons is still valid or not. Especially in relation to the fact, that some of the countries that abolished conscription in the past, are bringing it back in form of mandatory military or civilian service, contrary to above mentioned reasons. Thesis comes to conclusion, that the relevancy of the issues with conscription from the past are less relevant in current European security environment.
Autonomous Weapon Systems as the next revolution in warfare and implications of technology deployment for global security

This thesis addresses developments in Artificial Intelligence and the increasing trend of robotization and autonomization of military forces in the context of Revolution in Military Affairs. It examines and categorizes different approaches to concepts of AI, autonomy and RMA in the public debate and academic and military literature. It further explores potential impacts and challenges of AI and its weaponized subset - Autonomous Weapon Systems on civil-military relations, legal and ethical norms, arms control regime and general security domain. Building upon findings from previous chapters, AI and AWSs are analyzed in a context of RMA and broader socio-economic context. Specifically, AI-enabled autonomy is compared with aspects of existing remotely controlled systems. The thesis comes to a conclusion that AWSs are harbingers of the next RMA and AI has the potential to match the importance of Neolithic, Industrial and Information revolution.
Legal and internal regulations in Czech armed forces

This work entitled "Legal and internal regulations in Czech armed forces" endeavours to tackle the relation between legal and internal regulations in public administration focusing on their hierarchy, quantity, liability in specific area of armed forces. At first sight military service is independent on legal code, because there is wide range and amount of relatively autonomous service regulations and official channels. Career soldiers and civil employees have to obey not only the texts of legislation composed of laws, govermental directions etc., but also must maintain discipline and work rules founded on internal orders, guidelines and advices. All commanders and managers as military superiors are obliged to enforce their authority through this regulations. Relation between legal and internal level is not clear. There are many doubts and questions based on facts regarding for instance these features and issues of any internal system of rules: delegation of authority to creation and publishing; verification of compatibility and harmony with legal framework; persistence, integrity, perpetual modifications and amendments.

The investigation of political delinquency of Czechoslovakian military personnel in the years 1948 - 1989 Abstract The primary objective of this dissertation is to reconstruct the investigation of political delinquency in the environment of military forces. The text is focused on the persecution of military personnel in the years 1948 - 1989. The key issue is described in the broader context of the socialistic legal system and contemporary structure of power and political development of the Czechoslovakian state. The author used methods of legal history, the roots of which are interdisciplinary and lie on the boundary of legal and historical science. The text is integrating the recent material and procedural criminal law, which is considered to be a part of public law. Moreover, this theses draws out of archival sources and files created by military investigating organs and organs of military prosecution. The author also used rare historical sources, which are typical for contemporary history. We are talking about film documents and memories of participant. Basic stated algorithm is bet in the context of Czechoslovakian political progress after events in February 1948.
