Corruption and public contracts in the field of ICT

The bachelor thesis deals with the problem of corruption and public contracts in the field of ICT. The work focuses on the corruption situation in the Czech Republic, generally on corruption and laws relating to public contracts. The goal of this project was to unify the information on public procurement and to demonstrate the corruption situation in the Czech Republic on particular examples. The work presents to the analysis of the individual contracts uncovering of corruption in these cases and making proposals to improve the situation in the form of amendments to the Public Procurement Act. Meeting these goals required the search for information on suspect contracts on the Internet, browse closely the Public Procurement Act and the knowledge of the author's own experience. In the introductory part the author defines the concepts of law in the field of public procurement, laws and regulations dealing with public contracts, the authority supervising the Public Procurement Act, procurement processes in various types of contracts and the work of anti-corruption police departments. In the following section of the theoretical part, the author discusses the general problem of corruption and corrupt practices in the field of ICT .The analysis of Public Procurement Act is the last chapter of the theoretical part of the work. In the following practical part, the author discusses several examples of contracts that have been or have not been proven corrupt or illegal and compares expenses of the ICT projects in the private and public spheres. In the last chapter, after obtaining all available information, the author proposes several ideas for improving The Public Procurement Act The author's contribution of the work lies in a clear summary of information, referring to the errors in the procurement processes and then in the analysis of the situation of the "suspicious" cases and detection of illegal conduct, in these cases. The author came to the knowledge that allow the conclusion to summarize in a few paragraphs incentives for the development of amendments to applicable laws of the relevant authorities.

The Economic Crisis of Newborns

The thesis examines the determinants of decision making of child conception. The estimation of fixed effect model of panel data from 14 districts of the Czech Republic shows pro-cyclical development of the count of born children. According to the model, in the economic recession the demand for children declines, because the decision making is influenced by uncertainty that emerges from the labor market instability. The results are in consent with contemporary scientific literature which have shown the pro-cyclical development of fertility in developed countries since the 1980s. The model's dependent variable is the modified birth rate which allows to examine the impact of change in unemployment and other control variables on the decision making of child conception. The empirical results show that economic insecurity in the shape of unemployment have a significant negative impact on birth rate. Apart from the main outcome the paper presents other interesting results, the impact of changes in economic and demographic variables on the modified birth rate of boys and girls, marital status and education of mother and father.

The Application of the financial - economic system of the evaluation of a situation in a specific company

Financial analysis refers to an assessment of the viability, stability and profitability of a business, sub-business or project. It is performed by professionals who prepare reports using ratios that make use of information taken from financial statements and other reports. These reports are usually presented to top management as one of their basis in making business decisions. Based on these reports, management may: - continue or discontinue its main operation or part of its business; - acquire or rent/lease certain machineries and equipments in the production of its goods; - issue stocks or negotiate for a bank loan to increase its working capital; - do other decisions that allow management to make an informed selection on various alternatives in the conduct of its business. Financial analysts often assess the firm's: 1) Profitability- its ability to earn income and sustain growth in both short-term and long-term. 2) Solvency- its ability to pay its obligation to debtors and other third parties in the long-term; 3) Liquidity- its ability to maintain positive cash flow, while satisfying immediate obligations; 4) Stability- the firm's ability to remain in business in the long run, without having to sustain significant losses in the conduct of its business.

Framework for Data quality assessment

The goal of this thesis is to produce a tool that allow fast, conclusively calculate impacts of problems caused by poor data quality. Before making the tool is necessary to be familiarize with problems related to data quality like what is data quality, how to manage data quality, how to evaluate data quality and finaly how to choose right solution. First chapter is about Data Quality and shows it in different views. There is an explanation of the Data Quality meaning there, its state in companies is shown on research done by specialized organizations. The way how to solve Data Quality mananagement through the whole company is described in chapter two, which deals with Data Governance. The third chapter explains what is a Business Case and why should a Business Case be written. Otherwise shows key elements of a Business Case and provide approach how to calculate costs and benefits of the project. The fourth chapter describes potential threat which is related with decisions and how to minimize them. The fifth chapter shows examples of problems of Data Quality in an organization. There is an attempt to find evaluation of the problem and its causes. Suggestions of potential solutions towards disponsible finacial sources is made at the end. Comparison of the quality of solutions is also done.

Leaves F1 from Europe because of tobacco regulation or it will leave as well?

Bernie Ecclestone (main person of F1 ) said that because of the ban on tobacco advertising F1 leaves from Europe. In today's globalized world is generally survival of World series in Europe unlikely. This thesis investigates how Bernie Ecclestone's statement aboves other economic reasons for leaving Europe. The role of tobacco was critical for F1 in terms of team's sponsorship and F1 itself. In both areas was the tobacco an important element for decades. Describing relations existing in the world of F1 which includes criteria that allow insight into the decisions about the allocation of F1 circuits and there will be a breakdown of the model into two parts. F1's promoter who as head of the body decides on the allocation of circuits direct and F1's teams that has an indirect influence on promoter's decision that derives from their status -- complements of F1's championship. Analysis of decision making model indicates that teams didn't have an effect on a decision of the promoter. The result is that the F1 promoter's decision was not influenced by tobacco advertising but rather revenues from television rights and race sanction fees.

Wages Accounting

The output of this work is making a survey of calculating various types of wages, wage allowances, deductions, etc. In a separate chapter describes how to calculate wages in a particular company.

Allocation model of Miss Sport project

The goal of the diploma thesis is to create allocation model for Miss Sport project. This project is a platform, which allows effective association of sponsors and female athletes, who are members of the project. It results in decision tree, whose biggest advantage is in transparency and rate of decision making. One of the objectives is to analyze most important criteria, which are necessary to segment female athletes. One part is a list of aspects, which are important to sponsorship, but they are not included in allocation model directly. Research target is focused on evaluation of attractiveness of female athletes as one of the criteria, which are important for potential sponsors.

Entrepreneur´s decision making: accounting or tax records

The Bachelor thesis describes all possibilities of a depiction of a business activity of an entrepreneur, which is allowed by the Czech legal legislation. If a sole proprietor chose options at the beginning of his (her) entrepreneurship and he (she) would recognize in the process of the entrepreneurship that option does not suit to him (her), the Bachelor thesis depicts, which way enables to pass to a tax records from an accounting and vice versa. A synthesis of the information and examples facilitates determining which kind of evidence is appropriate for a small and a middle enterprise.

The aim of this bachelor's thesis is to find out information about the financial situation of the company Pivovary Staropramen, a.s. and subsequently to sum it up. Financial analysis helps the decision-making process of the company, it allows to regulate the development successfully. It also informs about current and future situation of the company, it monitors the development and offers a solution in case of financial collapse.

Protection of inhabitants and areas located below waterworks

The Czech Republic has a very dense network of waterways and a lot of lakes and small ponds. Floods belong to the most frequent natural disasters in the CR. Small water reservoirs in the flood protection system are of great importance. The retention capacity of those water reservoirs and feasibility to control water outflow are used. The aim of this study is to determine the state of preparedness to manage consequences of a possible failure and an accident on one of such water-works of category II, the pond Hvězda. Vulnerability of the area is assessed in terms of preparedness of state and local government authorities responsible for special flood consequences management. Meeting this objective is possible through compliance with the methodological procedure. The procedure implies studying legislation and normatives applied to the area, flood protection, population protection and crisis management. And it also involves evaluation of responsible institutions and the status of their documents concerning planning, and making comparisons with legislation requirements. Another objective is a proposal of my own solutions to the identified failures management. This is a project of planning documents completion, to be specific, a plan for the area below the water-works protection. The plan is a general conception and allows itself to be used for any water-work. The thesis also includes a brief elaboration of educational material in the form of a presentation, designed for involved authorities that are supposed to compile the plan, or to participate in its compilation. The objective, content and the method of the plan preparation are outlined. It is useful to inform the entities involved in the special flood management such as the Fire Prevention Unit, the Integrated Rescue System components about this issue. This thesis offers a solution to a specific problem, which is protection of inhabitants and areas located below water-works against a special flood impact. It also suggests the future view of an area vulnerability assessment, which consists in a comprehensive hazard mapping and its evaluation according to a unified methodology in the CR territory and assuring its compatibility within the EU.
