Analysis and Recommendations to amend the Methodology for Public Procurement Issued by the HREOP

The aim of this diploma thesis is to formulate recommendations to amend the guideline issued by the Operational Programme Human Resources and Employment. Their subject matter is based on the analysis of decision situations which must be handled by contracting entities in order to successfully find the right contractor. The paper explains the methods of multi criteria decision making which are suitable for use in public procurement. First part describes requirements which are a prerequisite to creating the rational set of evaluation criteria. Theoretical part continues with description of the Public Procurement Act and its recent changes made by amendments. The practical part contains the survey conducted among contracting entities which were supported by operational programme. It is aimed on their approach to organizing competitions and information management. The last part describes the authors proposed changes.

Multi-criteria Optimization in Project Management

Multi-criteria decision making is a common issue in everyday life. If the decision doesn't have a significant impact on the future of the company, it is possible to decide intuitively. However, if they do have such an impact, it is sensible to use decision methods. A company implementing changes via projects might find itself in a situation, where it doesn't have enough resources to execute all projects at once and therefore the company has to decide which projects shall be executed, when and in which order. The choice of an appropriate method also depends on other factors. If the company has strictly defined restrictions it is possible to use multi-criteria programming methods; if the company wants to know the order in which to execute the projects, it will use one of the methods of multicriteria evaluation of options. If there are multiple decision-makers, whose decisions might vary, it is possible to use team expert choice methods. The next important task after choosing the project selection method is to prepare project plans, also based on appropriate methodology.

This work paies that, dilemmas of the work a client and problems of social workers. Through studies available resources and fulfilment qualitative research has been that social workers must most often decide under the pressure of circumstances and importance of the situation; must prioritize either the quality of services or the number of clients; must be able to select the correct variant in the event of intervention or non-intervention in a client{\crq}s situation; know how much help they can give so that they do not control the client; and be able to manage moral conflicts. Social workers most often rely on their knowledge and experience, professional judgment and conscientiousness. . It is also important that a social worker can confide in a senior worker and have an opportunity to discuss with them all required matters. Gained experience provides workers with a dispassionate point of view for decision-making.

Simulation methods and risk management

Project management is a field in which risk management can be applied. There must be a business case for any project to recognize its benefits for the company. A business case generally uses point estimation of input parameters and evaluates financial criteria for individual variants such as the net present value, pay-back period or internal rate of return. A simulation enables to design a model for the business case analysis while making use of the probability distribution. The model then turns from a deterministic into a stochastic one. The Monte Carlo simulation method, calculating a large number of variants, is employed in projects. The simulation can identify major risk factors, assess their probability and the significance of the impact on the evaluated financial criterion. The analysis outputs suggested by the simulation are the fundamentals of proper risk management. The Crystal Ball simulation software was employed for the calculation in this thesis.

Foreign direct investments are very vital for all modern economies, making the world economy move and develop. Every country, that is trying to increase its potential and achieve economic growth, must make an important effort to attract inward investments and of course invest in other countries, archiving even more profit. Greatest receivers and supplier of FDI are USA, Western European countries, China and Japan in Asia. My final thesis is focusing on the Russian Federation as a receiver and also as an investor. Even though Russia`s economy is one of the biggest, investments to this country are not too crucial as in developed market economies. In my thesis I am making an overview of Russian economy and history, finishing with the analysis of inward and outward streams of FDI in Russia, policies of investment projects in Russia, investment potential of Russian regions.

The Impact of Entering of the Czech Republic into EU on Czech Steel Industry: Case of Třinecké železárny, a.s

The following paper assesses the impact of EU accession on the competitiveness of the Czech steel making companies, the position of the Czech steel industry in the European and global context . Case of ironworks Třinecké železárny shows obligations of membership, which the Czech steelworks must meet. The paper is divided into four parts, the first deals with the characteristics of the environment in which the Czech steel industry is currently found. In the next chapter I examine the steel industry in the following geographic units: the world, the European Union and the Czech Republic. The final chapter is devoted to importance of the accession to the EU for Třinecké železárny, a.s., including the environmental measures, which Trinecké železárny, a.s. had to take.

Clearing the airway by an emergency care provider in the prehospital emergency care

Clearing an obstructed airway to facilitate breathing is a critical element of airway management. It is the emergency care provider who administers first aid and he/she has to master the technique of opening the airway as well as the aspiration prevention. The right airway management may avert the life-threatening condition of an injured person. The thesis is focused on the possibilities of clearing the airway by the emergency care provider in the Central Bohemian region. Techniques of opening and clearing the airway both without or with aids, which are at the emergency care provider´s disposal in prehospital care, are mentioned. The research set was formed by emergency care providers in transit first-aid stations providing emergency care in the Central Bohemian region. The research was conducted by the quantitative method. To collect data, the questionnaire method was used. I handed out 100 questionnaires in transit first-aid stations in the Central Bohemian region. The research was anonymous. The rate of return was 76%, it means I was given back 76 anonymously filled in questionnaires. The objective of the research was to survey possibilities of clearing the airway by the emergency care provider in the Central Bohemian region {--} and the objective was accomplished. The hypothesis I {--} on the part of an emergency care provider the most effective way how to clear the airway is endotracheal intubation {--} was confirmed {--} as well as the hypothesis II - emergency care providers do not use the {\clqq}LMA- Fastrach`` to clear the airways.The conclusions of the thesis may be used in making up standardized methods and techniques of clearing the airway in the prehospital emergency care. They may also be used for further education of university students of nursing and medical care.

Sander Roberto Maurano Filho Producing and Consuming the Nation: Ethnography of a Czech National Memorial Abstract Following a research agenda stimulated by Billig (1995), Palmer (1998) and Fox (2008) towards the study of aspects of everyday life through which nations are reproduced, this work approaches the National Memorial on Vítkov Hill, part of the Czech National Museum in Prague. In order to investigate to what extend national cultural productions constrain people's practices and understandings, this research offers an ethnographic study of the production and consumption of the monument, considering practices of consumption and occupation that reproduce, subvert or negotiate its national content and colossal planning. The National Memorial on Vítkov Hill combines memorial, museum, statue and park, which had their meanings re-negotiated by different political regimes during the 20th century. Re-opened in 2009 aiming to 'make sense' of national history, identity and memory in the context of a new, democratic and European Czech Republic, the monument combines official ceremonies, such as military parades and presidential rituals, with permanent and temporary exhibitions with national functions. Pay per click advertising has been a buzz word for some time now and this type of internet marketing has found an unshakable position in the advertising market. The internet company Google with its AdWords system speaks for all and is clear proof of the success of this advertising model. The biggest advantage of this type of advertising is that you can without problems monitor its results and therefore the return on investment can be easily monitored. Yet many companies, who use this form of promotion, do not actually use this advantage and just spend recklessly money in it. The aim of this work is to describe how to properly make such a campaign and then manage it so it brings the best possible results. This paper is divided into a general entry into this issue and then a practical component. In the chapters of the practical part the reader will learn how to prepare the campaign, measure its success and what conditions must be satisfied for making such campaign.
