Prohibition vs. decriminalization - two different approaches to the drug abuse problem

The main subject of this study is a comparation of two different policies which are used to cope with the drug abuse problem - prohibition and decriminalization. Example is set on the U.S. and the Netherlands. First, each policy is described in detail. Subsequently, both policies are compared according to criteria of the drug use prevalence and the direct costs related with them. The Netherlands, which applies decriminalization, has maintained lower drug use prevalence than the U.S for long time and in almost all kinds of drugs and age groups. Moreover, Netherlands it achieves at the same or lower relative costs. Yet, the higher drug use prevalence does not prove ineffectiveness of policy prohibition. It seems that the U.S. is more likely to have higher prevalence due to more general tendency of using drugs in population. The study also shows that the decriminalization can be linked to increase of drug use that followed its introduction in Netherlands.

The Evaluation of Spasticity in Lower Extremities Three Years after the Selective Dorsal Rhizotomy

ABSTRAKT Název práce: Hodnocení spasticity na dolních končetinách tři roky po selektivní dorzální rhizotomii Cíle práce: Zhodnotit spasticitu na dolních končetinách u probandů s diagnózou spastická forma dětské mozkové obrny tři roky po provedení selektivní dorzální rhizotomie. Metody řešení: Případová studie dvou probandů s diagnózou spastická forma DMO ve věku 17 a 21 let. Vyšetření spasticity svalových skupin dolních končetin: abduktory, adduktory a flexory kyčelruno kloubu, flexory a extenzory kolenního kloubu, plantámí a dorzální flexory hlezenního kloubu. Testování spasticity proběhlo na základě přiřazení odporu během pasivně prováděného pohybu v kloubu k určitému stupni Ashworthovy škály a modifikované Ashworthovy škály. Výsledky: U probanda č. 1 došlo ke zvýšení spasticity plantámích a dorzálních flexorů hlezenních kloubů ze skóre 2 na skóre 5 Ashworthovy škály; spasticita ostatních svalových skupin zůstala na skóre 2. Při hodnocení spasticity dle modifikované Ashworthovy škály nastalo zvýšení u flexorů a extenzorů kolenních kloubů ze skóre 1 na skóre 1+, u plantámích a dorzálních flexorů hlezenních kloubů se spasticita zvýšila se skóre 1+ na skóre 4, spasticita ostatních svalových skupin přetrvala na skóre 1+. IT GOVERNANACE AT THE MINISTRY OF FOREIGN AFFAIRES OF THE CZECH REPUBLIC: SYSTEMIC APPROACH AND FIELD IMPLEMENTATION

The diploma thesis reacts on the interest of the Czech foreign ministry IT department to get an overview of ITIL 2 and COBIT 4.1 world-wide acknowledged IS/IT management best practice libraries. Both libraries are put in the framework of IT Governance theory and practice. COBIT is presented as world ITG standard, meaning the alignment of organization's strategic goals and IT goals. It is focused on organizations, where the shift of IT perception towards a strategic partnership with the business is driven by top-down board initiative. On the other hand, the ITIL core texts Service Support and Service Delivery are treated as a standard of IT service management, suitable as a framework to establish processes within the foreign ministry's IT department. Three alternative implementations of the two libraries are shown, in a situation of non-existent process management and information architecture. Moreover, the IT Governance initiative has a bottom-up character. The first variant connects ITIL and COBIT process models to the goals and projects outlaid in the 2008-2010 IT Strategy draft (IT BSC was used in the strategy to set up goals). The COBIT processes are aligned to the IT BSC domains and projects; further on, more detailed ITIL tools are assigned to the COBIT processes using the toolbox [IT GOVERNANCE INSTITUTE; OFFICE OF GOVERNMENT COMMERCE. Aligning COBIT, ITIL and ISO 17799 for Business Benefit]. As the projects formulated in the IT Strategy don't focus on the fundaments of process management, a stepwise approach to document the current processes using the ITIL: Service Support and Service Delivery framework is suggested. The second variant came into reality in mid 2008: COBIT has been used without success to estimate users' preferences. The reasons of the failure are discussed. Czech translation of COBIT 4.1 maturity models by the author intended to use as one of the tools in the opinion poll is attached as Annex 2. The last variant is not directly aligned to the problems of foreign ministry's IT/IS, but it is the most pragmatic guide to the implementation of the libraries. As an external help desk has been already launched, I suggest the establishment of ITIL Incident Management and Problem Management processes, supported with a CMDB configuration database.

Implementation of Business Intelligence in building industry

Diploma thesis is focused on the strategic performance management and Business Intelligence domain. Main objectives of the thesis are to define strategic goals of building enterprise by help of the Balanced Scorecard (BSC) concept and to assign specific metrics to these strategic goals. Another objective of this work is to design Business Intelligence (BI) implementation which means building a data warehouse upon company data, multidimensional cubes and user-defined reports. Initial theoretical principles are described in the first part of this work in which main issues of strategic performance management, BSC concept and BI domain are specified. In the practical part the strategic goals and specific metrics of building enterprise are defined. The output of this chapter is an overall strategic map containing strategic goals with assigned metrics and also comments describing mutual relationships of these goals. Next chapter deals with building a data warehouse upon company data, multidimensional cubes and user-defined reports with measured values interpretation. Contribution of the thesis consists in the enterprise management model upon BSC concept which helps specify strategic goals and also the design of BI implementation which should simplify monitoring of these strategic goals by the help of the metrics specified. Another contribution for building industry enterprise management can be an overview of main BI technologies and the ways and means of its practical application.

Static verification and variant design of roof structure of winter sport stadium in Jihlava city

Object of this master thesis is the static verification and variant desing of roof structure of winter sport stadium in Jihlava city. The ground plan dimensions are 60 x 84 m The current structure is composite of truss main girders with parabolic lower chords, and purlins. Axial distances of main girders are 12m. Concrete columns are a support to main girders. The variant desing of roof uses truss girders and truss purlins. They are supported on existing concrete columns. All load bearing members of existing and new design structure have been evaluated according to actual normative rules. The static assessment of the existing structure is not satisfied from viewpoint of ultimate and serviceability limit states (in some elements). The static assessment of the new structure is satisfied from the viewpoint of both limit states.

Marketing of e-Government in Czech Republic

The subject of this thesis is the possibility of an application of marketing tools in the public administration, particularly in the field of a gradual computerization of the public administration, called e-government. In the Part I, a suitability of the use of manager methods within the public sector is discussed and, a development of these implementations is outlined. An emphasis is then put on the marketing tools and methods of communication between the public authorities and the population. The communication issue is followed by a partial survey, which observes an openness of websites of selected national authorities. Finally, the main analysis of the thesis is to evaluate the public awareness of the possibilities of using the e-government services in our country. The questionnaire-based survey disproved an initial hypothesis, that the lower utilization of some tools is a result of a lack of information provided to the citizens.

Effectiveness of active labour policy focused to training programs in Czech republic during the years 2005 - 2011

The aim of the thesis is to analyse rate of effectiveness of retraining programs in Czech republic during the years from 2005 to 2015. For measuring of efficiency is used method of gross effects of retraining programs, which are getting information about success rate of engagement in labour market. Part of thesis is an evaluation of focus of retraining programs on individual groups of applicants according to whereas socialdemografic criteriors in dependence on danger of rise of unemployment. The results of the analysis show that retraining programs are effective tool of active labour market policy to reduce unemployment. 60 to 70 % of job applicants succesfully find an employment within 12 months of entering the evidence of the employment. Analysis of targeting point out dificiencies of the courses targeted towards disadvantages groups, which achieve lower gross effects. The thesis concludes that training programs seem to be efficient labor police measure to eliminate unemployment.

The thesis follows up the interpretation of the administrative proceedings pursuant to Act no. 500/2004 Coll., Administrative Procedure. It begins with the history and development of the administrative proceedings in the Czech Republic. The aim is to further clarify the basic principles of administrative bodies. The main part explains the general provisions on administrative proceedings, for example what administrative bodies exist, what is a participant in the proceeding and which tasks it makes. Further follows its own course of the proceedings at first instance. This is the initiation of the procedure, its progress and the possibility of an appeal. The last part deals with administrative proceedings under special laws. This is the procedure for non-payment of social security contributions and state employment policy. The thesis describes the methods of execution order from the social security against debtors

Anti-oxidative stress response in Drosophila melanogaster - The role of adipokinetic hormone and adenosine

In this thesis, the phenomena of the oxidative stress (OS) and anti oxidative stress responses in insects are described in a comprehensive review, and the outcomes of the experimental work are presented. The focus of the work was on defence reactions and their putative control by the adipokinetic hormone (AKH) and adenosine in the Drosophila melanogaster model. For this purpose, we studied the effect of the paraquat (oxidative stressor) treatment on adult flies and larvae carrying mutations in Akh (Akh1) and adenosine receptor (AdoR1) genes, and in both these genes together (Akh1 AdoR1 double mutant). The initial mortality tests revealed the double mutant Akh1 AdoR1 was more sensitive to OS than either of the single mutants. The AKH synthesis under the OS condition seems to be out of the gene expression control, since the increase of an AKH amount in CNS was not linked with the stimulation of Akh gene expression after a paraquat treatment. Further, the gene expression of the antioxidant enzyme glutathione S transferase D1 (GstD1) increased rapidly with OS, though the enzyme activity increased negligibly regardless of both the OS and mutations. Interestingly, the relative expression of GstD1 gene was minimal in the double Akh1 AdoR1 mutant; thus, it was concluded that both AKH and adenosine are employed in the GstD1 gene expression control. Similarly, AKH and adenosine seem to act in tandem in glutathione (GSH) regeneration, since the GSH level was significantly lower in all untreated deficient flies with the maximal effect in the Akh1 AdoR1 double mutant; accordingly, the reduction in the GSH level was enhanced by paraquat treatment. Altogether, the important roles of both AKH and adenosine in the anti oxidative stress response in D. melanogaster were demonstrated.

Prologue

In film, the term “prologue” nowadays denotes almost everything that appears before the opening credits. The meaning of this word is not fixed. This thesis does not define the “prologue” phenomenon and does not wish to describe it in the historical context of art spheres. It deals with the opening scenes at the beginning of a film before the onset of the actual composition of the main story and addresses their functions in the entire dramaturgic structure of the work. To facilitate the apprehension and description of “prologue”, the thesis attempts to generalise the term and classify it into several groups according to defined criteria. It does not set itself the objective of forming a definition but of analysing the dramaturgic structure of a conventionally understood term “prologue” and initiating a discussion on all fronts of the film-making profession about this tool that can do more than just touching up the first few minutes of a film.
