Hamouz, Ondřej ; Jandoš, Jaroslav (advisor) ; Voříšek, Jiří (referee)
In my thesis I focus on description of the Information system of the public administration in the Czech Republic and his two, so far fully launched, subsystems -- Czech POINT and Data boxes. Further I focus on description of the concepts, development, technical processing and mainly on the use of this systems. Next I present information about the future development plans of the Information system of the public administration and its both mentioned subsystems. Information system of public administration is nowadays still in the phase of development despite the fact that some of its components have been already launched. The goal of its development is to introduce greater use of information and communication technologies into functioning of the public administration as well as greater use of these technologies in communication with citizens and offices among them. System Czech POINT, that has been launched in 2008, is nowadays fully functional. This system si so called contact place of the public administration that citizens can turn to in the case of need of authorized printouts from several evidences and registers, that are maintained by the public administration, authorised conversion of documents or handling data boxes. In my thesis i mainly focus on the practical use of this system. Data boxes the example of tool of the straight communication with the public administration. Communication through this system is the full substitute to missive.
Data Boxes in the Theory and Practice
Trnka, Eduard ; Přibil, Jiří (advisor) ; Kincl, Tomáš (referee)
The Data box institute was authorized into the Czech legal order by the Act No. 300/2009 Coll., about "Electronic acts and authorized conversion of documents" three years ago. The aim of the thesis is to introduce data boxes in the context of the Czech e-Government and, based on the case study, to assess their real merit to citizens communicating with public authorities. In the opening part the reader is familiarized with the legislative possibilities of the information system of the data boxes and with other tools related to the e-Government. There are also described the particularities of operation and use of the data boxes and a summary of their development since the launching of the system in 2009 up to the present is made here. In the second part I point out primarily the case study, which depicts the reality of use of the databoxes in the Czech offices. According to this I evaluate the success rate of the performance of the aims defined by the Ministry of the Interior of the Czech Republic during their implementation.
Development of e-government in the Czech Republic
Jirsák, Filip ; Basl, Josef (advisor) ; Pour, Jan (referee)
This dissertation describes and evaluates the gradual development of e-government in the Czech Republic, especially the part that affects communication and interaction between public administration and private sector (citizens and firms). The introduction describes why an e-government was perceived as a separate discipline and how does it affect the development of IT and the Internet. The next section deals with the basic division of the government approach to an e-government -- whether the government pays attention only to legislation and standardization, and operation of IT services is left to the private sector, or whether the government itself guarantees the operation of some basic IT services. The largest part is devoted to the gradual development of e-government in the Czech Republic, its critical milestones (such as new laws) and starts (or ends) of important information systems. It also describes the successes and the failures of these milestones and their impact on both public administration and private sector. The final section describes the currently known vision of e-government in the Czech Republic (actually the absence of such a vision). In conclusion, it summarizes findings from previous chapters and it describes both the positive and the negative aspects of existing projects. Finally, it proposes how to mimic the successful ones and how to avoid the unsuccessful ones.

Loderer, Petr ; Kunstová, Renáta (advisor) ; Fiala, Stanislav (referee)
Data boxes were implemented within the E-Government of Czech republic to communicate with members of public authority. E-boxes maximize the substitution of standard communication at office counter with comfort communication from the home and personal computer. This thesis summaries some security deficiency I have met as a user with criticism. At the same time it sets out threat analysis by third person to user, with different point of view to their minimization or elimination, than described within E-boxes information system.
