NATO - Russia Relations in the New Millenium

The subject of the dissertation thesis focuses on relations between the North Atlantic Treaty Organization (NATO) and Russia in their post-9/11/2001 phase. The theoretical framework is provided by the realist school of thought with a special focus on the "defensive" strand of that school. The thesis has two main goals: the primary goal tests a validity of a statement "Confrontational aspects of the NATO -- Russia relations prohibit any significant mutually beneficial cooperation between the NATO and Russia", the secondary goal aims to create a robust body of primary-source information (with 31 December 2007 deadline). Confrontational aspects of the NATO -- Russia relations have been analyzed in the basic conceptual documents of both Russia and the NATO with following conclusions: (1.) Russia does not accept certain characteristics of NATO, (2.) NATO is not prepared to change these characteristics to meet Russia's objections. But as shown in the thesis, these conclusions do not prevent either side to state a conceptual preparedness to an interest-based cooperation. The other important aspect -- conventional and nuclear weapons balance -- has been analyzed in depth from both the static and dynamic point of view. The positive impetus generated through a rhetorical action immediately after the 11 September 2001 resulted in the creation of the NATO -- Russia Council (NRC). In comparison to the previous phase of the NATO -- Russia relations, the NRC comprises both evolution (prioritization of the content) and revolution (rejection of the previous form). But the positive impetus seems to be failing to generate concrete joint political or practical cooperative actions. Nevertheless, examples can be found of mutually beneficial cooperation between the NATO and Russia: operation Active Endeavor, search and rescue at the sea, project for fight against Afghan drugs, Cooperative Airspace Initiative. These examples do falsify the statement as defined under the primary goal of the thesis. As for a possible future development of the NATO -- Russia relations, the thesis concludes: (1.) No further upgrade of form is to be expected over a longer term, (2.) NRC is and will be and an import forum for a political dialogue, (3.) Mutually-beneficial cooperation will probably materialize through smaller-scale projects, (4.) Freezing of relations cannot be excluded, when an important political signal is to be sent, (5.) In spite of the Russia's denouncement of new military installation in Europe the fact is that the European perimeter is and will be for Russia far more secure and predictable than her Southern and South-Easter perimeter.

Analysis of the selection program for the White Shorthaired qoat in the Czech Republic

Selection program is a set of principles and practices for genetic improvement of animals. The aim of breeding is to ensure the desired level of production traits and thereby to influence the economic results of farming in favor of farmers. Genetic improvement is achieved by selecting the best individuals as parents for the next generation. The basis for the organization of a selection program are breeding goals, appropriate selection criteria and a system to performance record. Next step is the selection of the best individuals and their mating based on established principles. The quality of the selection program is given by the selection response in traits, maintaining the genetic diversity expressed by the rate of inbreeding and the economic profit. In the case of genetic resources, among which the White Shorthaired goat in the Czech Republic belongs, the emphasis is on maintaining the genetic diversity, but also for the economic gain, which increases the interest in the breed. The achieved genetic gain, the rate of inbreeding and economic profit are compared with the expected and in case of differences are the causes analysed and the program changed. In the breeding program for the White Shorthaired goat in the Czech Republic are set the breeding objectives and the performance record system. The organization of the mating ensures avoidance of the inbreeding. The breeding value is not estimated, the parents of the next generation are selected on the basis of measured gross phenotypic values for protein content in milk and of the exterior evaluation. It is not possible to evaluate the genetic progress. In the analysis of selection programs in chosen countries (France, Switzerland, Croatia, Slovenia, Germany and Austria), it was found that in all these countries is the breeding values of the animals estimated by using BLUP - Animal Model for production traits, exterior or fertility, or it is currently being prepared. I recommend to estimate the breeding value for the amount of milk, protein and fat for the White Shorthaired goat in the Czech Republic and create a selection index with emphasis on the amount of protein in milk as a base for the selection of the parents of the next generation. I also recommend the introduction of the linear exterior evaluation because of the possibility of a more precise evaluation of the exterior traits that are associated with the production traits, health, fertility and longevity, and estimating the breeding value in these indicators

Protection against noise and vibrations from the legal point of view

- aj Excessive noise occupies a number of factors threatening our environment is an increasingly important place. It does not even reach extremely high levels, yet a negative effect on mental performance, impairs mental well-being affects the quality of sleep, or cause annoyance, because a person is forced to perceive unwanted sounds. The most important and geographically most widespread source of noise is traffic. The largest share of the total noise in the Czech Republic has the vehicular traffic, the smaller share of the load is noise from rail and air transportation. The subject of my thesis is the protection against noise, especially in outside - employment environment, which is currently considered as a very significant source of danger to human health and environment. Introductory chapter no. 2 contains the substance of the basic concepts - sound, noise, emissions and pollution of noise, vibration, further indicates the negative effects of noise on human health and suggests possible measures to reduce noise. Public procurement in the programming period 2007 - 2013 under the Operational Programme Education for Competitiveness

This thesis deals with public procurement within Operational Programme Education for Competitiveness during the period 2007 2013. The introductory part of the thesis contains a brief description of Operational Programme Education for Competitiveness and its implementation into targets of regional politics. The following parts are dedicated to the public procurement in general and then in a specific envoronment of Operational Programme Education for Competitiveness. The fundamental part of the thesis illustrates process of supervision of the public contracts (ex-ante and ex-post), results of the checks and most frequent mistakes revealed during checks with a brief analysis of their causes and suggested steps to eliminate them in future. Next part of this thesis is aimed at ineligible expenditures caused by mistakes in public procurements. The final part contains a closer look at area of public procurement in the frame of current programming period 2014 and 2020.

Trh práce EU, podpora rozvoje lidských zdrojů ze strukturálních fondů v ČR

Diplomová práce je věnována problematice trhu práce Evropské unie a možnostem podpory lidských zdrojů ze strukturálních fondů v České republice. Nejprve je zmapován vývoj politiky zaměstnanosti EU a aktuální situace na trhu práce v členských zemích. Zdůrazněna je nutnost flexibilizace evropského pracovního trhu a vysvětlen relativně nový princip ?flexicurity?. Dále je charakterizována politika soudržnosti v EU, její principy, cíle a realizace v České republice. Závěrečná část je věnována programům Evropského sociálního fondu v období 2004 ? 2006 a 2007 ? 2013, zaměřeným na oblast lidských zdrojů.

If seniors are to become more active, they will have to be motivated to exercise on their own or in groups and this activity will have to be readily available at a moderate cost and be enjoyable to participate in. The goal of my work is based on dates from the company to assess its development and status of financial terms. The results of my work is focused on the use of management. To achieve my goals I have applied methods of financial analysis. I focused on the profitability indicator reffering to the corporate effort.I also focused on EVA meaningful indicator of economic value added sharehlders of the company.The contribution of my work lies in understanding the problems of the dairy industry.


Economic and controlling model in company Logos a.s.

In my thesis I set up two main targets. First was the complete description of an economic and controlling model in a successful company Logos a.s., second was analysis and the definition of strong and weak parts of that model. In addition to that, I suggested several changes and modifications dealing with identified weaknesses and minimizing threats to the described economic model. In a theoretical part of the thesis, based on studies of a scientific literature, I characterized theoretical frame to related problems, which I later tried to solve in a practical part my work. I defined controlling and what problems it is exactly trying to cope with. After that I mentioned information about controlling implementation into the company. The end of the theoretical part was about planning, budgeting and managing of the company and its projects. In the practical part of the thesis I first identified reasons and aims for the implementation of a new economic and controlling model into Logos a.s., consequently describing the model in detail. Then, based on methodology of SWOT analysis and brainstorming during meetings with company managers, I identified strong and weak parts of the whole model. In the final part of the thesis I suggested implementing several improvements trying to eliminate identified weaknesses and threats of the economic model.
