After the fall of the authoritative regime, Carlos Arias Navarro is swapped by Adolfo Suárez on the post of the prime minister. He establishes the basic rules for the Spanish democratization allowing new political parties to arise again. Moreover, Juan Carlos becomes the Spanish king and he expresses full support for the transition to democracy. An uncountable number of parties participate in the first democratic elections in 1977, but only some of them remain in the system and are able to contribute to the successful transition. The main political party in this period is Union of the Democratic Centre UCD that is led by Adolfo Suárez. EUROPEAN CAPITAL OF CULTURE WITHOUT TITLE?
Nagy, Nina ; SULŽENKO, Jiří (advisor) ; JEŽEK, Vlastimil (referee)
In pursuit of the competition for European Capital of Culture one believes, that the chosen candidate will be the best possible considering the review and selection is always subject to predetermined rules. However in the past, there were known cases, when the project - looking good on paper - failed in the difficult process. I started to wonder about two things: what if the winner city fails to sustain its victory in the end, and how do the unsuccessful candidate cities do? Is there added value in engaging in this challenging candidacy, when the outcome is uncertain? In my thesis I monitor both positive and negative impacts on unsuccessful candidates for the past years. I am presuming, that during all candidacies, new projects arise, cities and its inhabitants are mobilized and also, the surrounding communities usually perceive fundamental changes positively. The aim of this work is to demonstrate, that the ECOC project is meaningful for defeated candidates as well and also to create a set of best practices for cities, that may not succeed in the future.

Relationship between practical wisdom and ethical states in Aristotle
Kudláč, Jakub ; Barabas, Marína (referee) ; Mráz, Milan (advisor)
In our text we examme the relationship between practical wisdom and ethical states in Aristotle's Nicomachean Ethics. The goal of our work is to define the function of practical wisdom in ethical virtue. We gradually analyze the indiviual parts of definition of ethical virtue from EN II, 6, that is, that virtue is a state concerned with choice which holds the mean relative to us in such a way as a man of practical wisdom would define it. After the analysis of state concerned with choice and practical wisdom we arrive at the determination of practical wisdom as the source of virtuous action; only practical wisdom can be the criterion that pronounces what is bad and good; desire in itself is not capable of deliberation. Following from this a new question arises: how can practical wisdom influence the irrational part of the soul, which is the seat of desire? Practical wisdom, having no direct influence on desire, uses ethical virtue-temperance as it's intermediary. This induces in irrational desire the intention to follow practical wisdom and thus practical wisdom becomes master of desire. We see the contribution of our work firstly in defining the function of practical wisdom in Aristotelian Ethics with greater accuracy and secondly in establishing temperance as a neccessary condition of the other virtues and...

Wisconsion card sorting test. Screening of performance in Czech population
Kawaciuková, Radka ; Šípek, Jiří (referee) ; Niederlová, Markéta (referee)
Wisconsin Card Sorting Test (WCST) has been published as a measure of flexibility of thinking. Soon, it became a popular neuropsychological tool sensitive to brain damage, especially frontallobes. Arising from the knowledge of relationship between frontal lobes and executive functions, WCST is also called an executive task. Various versions of the test have been developed. Heaton' s standardization is in the focus of this thesis because it is the most often used version. Wisconsin Card Sorting Test is supposed to be the most common executive measure in neuropsychological research. The test output gives us 16 various scores, which reflect different cognitive processes. Each score has been provided with normative data on American population. However, clinically the most valid scores are scores of perseveration: perseverative responses and perseverative errors. There is certain evidence of impaired performance in patients with frontal lobe damage, especially left-side. Additionally, assumptions arising from physiological studies on healthy people or patients with various types of neurological illnesses suggest WCST to be sensitive not only to impairment of prefrontal cortex but also to the impairment of prefrontalsubcortical circ.uit including thalamus and basal ganglia or the prefrnntalsu bt:orli ca 1 t:l...

VAT issues in respect to municipalities
TYEMNYÁKOVÁ, Jana
The primary objective of this thesis is to assess the impacts of VAT on municipal economy, to determine when it is advisable for a municipality to become a VAT payer and how the VAT payership affects the municipality{\crq}s income, and what the associated rights and obligations are. Based on an analysis, we review Municipality ``X{\crqq} that registered for VAT voluntarily on July 1, 2004 and Municipality ``Y{\crqq} that only became a VAT payer beginning January 1, 2009. According to the information revealed, the VAT registration associated financial benefits for Municipality X were closely connected with its financial investments made with the assistance of received subsidies and capital investments into property. Compared to Municipality X, the implications are that Municipality Y would have not benefited from becoming a voluntary VAT payer. The anticipated financial effect would have been neutral. At present, we can state that the greatest financial benefits for municipalities under the VAT scheme arise from investments into the renovation, repairing work or construction of water-supply and public sewer systems provided that the municipality operates or lets it on lease to another VAT payer.
