The issue of aggressive behaviour of mentally disabled individuals
LOJÍKOVÁ, Jitka
Mental disability of children, young people and adults represents a serious health and social difficulty. Despite the issue of mentally disabled individuals being brought up more and more recently, our knowledge of the particular life of such handicapped people is rather low or fragmentary. Mentally disabled individuals are part of our society, being individually more or less dependant on its care. The opening part deals with the issue of mentally disabled individuals. Their particularities, needs and number are analyzed and the institutional care as such is also touched upon. Within the context of the Social Services Act{\crq}s amendment, under which ``cage beds{\crqq} were abolished, workers are made to look for other ways of coping with the aggressive behaviour of mentally disabled individuals. The attention is also paid to aggressive actions of the mentally handicapped from the point of view of various branches of the law. Not every worker has comprehensive legal awareness as far as mentally disabled individuals are concerned. The main goal of the research was to monitor the displays, causes and possibilities of avoiding and coping with aggressive behaviour within the group of the mentally handicapped. In order to meet the goal of the research, methods of a structured dialogue with the mentally disabled and a questionnaire with the staff caring for the mentally handicapped were used. Having processed the data, it was determined that most of the workers had already met displays of aggressive behaviour of mentally disabled individuals, the most common being verbal and physical aggression. It was confirmed that measures preventing or averting aggressive actions as imposed by the Social Services Act 108/2006 Coll. were in most cases sufficient. If the individuals have their hobbies and their needs fulfilled, the risk of potential aggressive behaviour decreases. In my opinion, the aggression could be also prevented by encouraging friendly human relations, emotional support and an impartial approach to all.

My master's degree thesis focuses on special Czech social security benefit, which can be perhaps called "benefit for personal care". In the first chapter I explicate the topic and conceptions I will work with in the following text. The second chapter describes legislation which precedes the Act of social services containing the "benefit for personal care". This Act had come in force in 2006 and has come into effect since 1st January 2007. I compared construction of previous supports and " benefit for personal care" The third chapter explains in detail rules of law which regulate conditions of claim for benefit for personal care, administrative procedure, etc. The level of benefit relates to the degree in which needy person depends on help of other individual. The method used for establishing this degree is highlighted in the 4th chapter. The 4th chapter is subdivided into two major parts according to operations and procedures used to establish degree of applicant's dependence. I especially focused on aspects of establishing proper degree of dependence for visually impaired people. Opportunities free time activities of children and youth in Prachatice
AMBRŮZOVÁ, Monika
Leisure time is looked at as a form of relaxation, rest and hobbies. Young people look at their leisure time as a time where they are not supervised by an adult who is telling them when, what and how to do things. The ways young people spend their leisure time is often criticized. We come up against opinions that today?s young generation is either overloaded by societal education requirements or children do not have the same chore requirements as in the old days therefore having plenty of free time that is not effectively used. Thanks to that this became a non-reversible issue in today?s society. Kids are skipping school, experiment with drugs and alcohol, are aggressive, steal, and are losing self-control and motivation. Family function as the primary educator system is failing. In Prachatice there are a number of options for youngsters to spend their free time such as Tatran Sports Center, theater, The Cultural Center, The Prachatice Leisure Center, o.s. Krebull, Portus, individual school extra-curricular activities, etc. I have chosen the theme of this bachelor´s thesis mainly because I am deeply interested in this problém. During my studies of Prevention and rehabilitation of social pathology I had an opportunity to do my practice with the body of social-legal protection of children and with Information Center for youth. Due to this practice I got into direct contact with this problém. In the theoretical portion of my paper I focus on the definition of ?leisure time? per see; its functions and forms such as school, family, media, and the impact of friends. I also specify the group ages as ?children, youngsters and teenagers?. I touch on options for young people in Prachatice, the social characteristics of The Childrens Society, private non-profit organizations, and I even introduce specific social organizations in Prachatice, as well as The City of Prachatice itself. The goal of the practical part of my work is to introduce and explain the opinions of the social workers specific to the region, and the activity options for young people in Prachatice. To realize these goals and answer the question that rose from these issues I used proven quality research with the methods of involved questionnaire and SWOT analysis. I used ten subjects in total and they all were regional social workers, and the workers of a specific non-profit organization My research showed that according to questioned social workers most youngsters spend their leisure time at home in front of a computer. There are too few extra-curricular activities or the opposite is true where there are too many. Large issue involves finances. A lot of families would love to be able to pay for their children?s activities but cannot afford them. Although I found there are many cost effective or even free options in Prachatice. The function of the family is very important. In case of spending leisure time effectively, children should see a positive example in their parents. Most often parents are lacking in this department. In the opinion of most regional social workers The City of Prachatice offers plenty of opportunities for our young population. According to my research there are many opportunities for young children but not enough for the ones of an adolescent age. There are also many options for low income families it only depends if these children are supported by their parents or guardians. I would recommend to The City of Prachatice to focus on the group of young adults between the ages of 15 and 26 and offer some new options. Thanks to collected data during this research I will be able to offer this information to non-profit organizations in the region as well as OSPOD. I suppose this bachelor project can serve as the source of information and data to The City of Prachatice as well as to the social work professionals of the region.

Performance of the Care Contribution Agenda in the Municipality with Extended Scope of Dačice after the Social Reform Seen by Recipients of the Care Contribution.
ČURDOVÁ, Hana
Since January 1, 2007 a new social security benefit has been provided: Care Allowance. This benefit is regulated by Act No. 108 of 2006, about social services. The Act defines conditions of help and benefit distribution to people, dependent on other person's help, who got into a difficult social situation. I have chosen the topic, regarding Care Allowance, on the basis of my professional experience in this issue. The aim of this thesis was to survey opinions of Care Allowance beneficiaries (families with a disabled child), regarding office workers' work before and after social reform and find out the impact of the reform on beneficiaries. The theoretical part contains a short reference to the situation before passing the Law of Social Services, a short introduction of the Law of Social Services (effective from January 1, 2007) and social reform. Next part of the thesis describes Care Allowance after social reform, thus after January 1, 2012. It specifically contains: Care Allowance impact on social services sphere, claim conditions, extend of dependance, benefit amount and its payment, Care Allowance proceedings, terms of authorities, Care Allowance use and duties resulting from the law. The thesis describes in detail a social worker, his or her role and authority. A term "handicap" was defined in the conclusion of the theorethical part. The practical part of the bachelor's thesis elicits communication partners' opinions on office workers' work. The research question was: How do Care Allowance beneficiaries ( families with a disabled child) evaluate office workers' work before and after social reform? On the basis of the research question, I set four questions and worked with them during the research. The research sample consisted of twelve families with a disabled child, who were chosen on the basis of their free decision. These families were Care Allowance beneficiaries before and after social reform, which is essential here. The research was carried out by means of quantitative survey, an inquiry method and a method of semi-structured dialogue with the parent with a disabled child, who draws Care Allowance. According to the facts elicited from the communication partners, social reform is perceived rather negatively than positively. There is a significant difference between work of social workers of municipal authorities in Dačice and work of social workers of employment office in Dačice. Communication partners see differences in helpfulness, satisfaction, knowledge and workers' experience. Employment office workers are evaluated by communication partners very negatively, on the contrary municipal authorities workers' work is evaluated absolutely positively. Communication partners mention another serious problem, which is misfunction of Care Allowance payment, the benefit is paid out late, up to one month later. In the conclusion of the thesis, I suggest solving to the problematic situation, that was revealed in the research.
