Zemanová, Miroslava ; Písař, Pavel (advisor) ; Chalupníček, Pavel (referee)
This thesis refers to the contemporary drugs policy and its impact in the area of cannabis. Even if the antidrug policy is set by the international conventions of the United nations, there are many significant differences among states especially if cannabis is concerned. These policies focus mainly on the supply side restrictions, but the aim of the thesis is to analyze the effects on the demand side of the market. First, the main principles of the antidrug policies of selected states are described. The states were picked up to compare the most different policies of the western society possible. The USA represents a prohibitionist approach on the other hand the Netherlands and the Czech republic are closer to the liberal approach. The purpose of the thesis is to find such a policy that is succesful at reducing the number of cannabis users. The comparaison is based on several indicators such as rates of use, drug potency and it also considers the costs of state drug control funding.

Stimulation of demand versus stimulation of supply: tax reforms in the US in the second half of the twentieth century
Jirásek, Vojtěch ; Strejček, Ivo (advisor) ; Zeman, Martin (referee)
The aim of the thesis is to compare the Reagan tax reforms in the US in the 80s with the Kennedy-Johnson tax policy from the 60s. Tax policy is a key tool to influence the economic situation in a country. The topic of tax reform is particularly timely in connection with the United States presidential elections. The thesis responds to criticism of Hillary Clinton and of economic policy of R. W. Reagan. Stimulation of demand in the 1960s and stimulation of supply in the 80s (both stimuli conducted mainly through the reduction of tax rates) provide similar results. In the period after the reforms GDP grows and unemployment decreases. On the contrary, we can see a reduction in the amount of collected funds in the period shortly after the reforms that in the long term returns to its original value and continues to grow. The thesis therefore brings important recognition of the positive impact of tax cuts on macroeconomic aggregates and of the long term increase of tax revenue to the state budget.

Smoking - impact on the state budget and its fair taxation
Hait, Pavel ; Mikolášek, Jakub (advisor) ; Mertlík, Pavel (referee)
The paper addresses the impact of smoking in the Czech Republic in 2009. The aim is to describe the current facts and trends of tobacco consumption, assess the mortality attributable to smoking, compute its financial impact on the Czech state budget, evaluate the transmission of tax changes into the retail price of cigarettes, assess consumer price elasticity for cigarettes, and compute a fair excise tax on cigarettes for the Czech Republic as well as the tax which would maximise the benefits of smoking for the state budget. For our purposes, we define fairness as a situation in which there is no net redistribution of state budget funds between two groups of citizens: non-smokers and smokers. Smokers create benefits (for example, savings on pensions due to their earlier deaths) and costs (for instance, increased health care costs) for the state budget. We search for a tax rate that would balance smoking-associated costs and benefits. Furthermore, we also compute the tax which would maximise net revenues from smoking to the government. We realised these findings for the Czech Republic, 2009: we observed that there were 22,013 deaths attributable to smoking. About 2.281 billion cigarettes were sold illegally. The costs to the state budget caused by smoking were estimated to 30,547 million CZK,...

State Aid in the international law
Traurig, Vojtěch Pavel ; Pauknerová, Monika (advisor) ; Poláček, Bohumil (referee) ; Dolanská Bányaiová, Lucie (referee)
State aid law is one of the most important categories of the competition law in the European Union. The state as such has an unprecedented advantage compared to other competitors: the state disposes of a huge amount of funds which could be easily distributed in favor of the privileged undertakings. The risk of the distorting effect on competition is high; thus, strict rules are necessary. The thesis is divided into five parts: introduction, the part focusing on international treaties, the general part, specific provisions and the conclusion. Part two of this thesis deals with the respective international treaties relevant for the aid schemes. There are three groups of such international treaties: the Agreement on Subsidies and Countervailing Measures adopted in the WTO system, the anti-aid measures in the European Economic Area and the anti- subsidies mechanism towards the third countries (i.e. non-members of EEA or WTO). This part describes these three mechanisms and their common principles. Part three of the thesis is dedicated to the general provision. Section 3.1 deals with the term "state aid", describes the main criteria for qualification of the aid as a state aid incompatible with the internal market. I also focused on two judgments of the Tribunal which I considered important for the used...
