Legal and Systems Analysis of e-Government

The goal of this doctoral thesis is to analyse some legal, technical and economic aspects, related to the development of e-Government in the Czech Republic and to draw some general prerequisites for a successful development of e-Government services. The work contains a review of the legislation, which has a direct or indirect impact on the development of e-Government. It concerns mainly the digital signature legislation, public administration information systems, general regulations on administrative procedures and some special regulations. In this thesis there are analysed in detail currently implemented e-Government projects, especially the public administration contact points, the data inboxes, the authorized documents' conversion and the basic registers of public administration. Special attention is also devoted to the questions of personal data security in information systems. Possible effects of e-Government are evaluated with regard to recipients of public administration, particularly to citizens and legal persons. Measurable indicators (metrics) are proposed to measure the progress of individual e-Government projects, along with the procedure of their calculation. This thesis concludes that for reliable measurement of efficiency, it is necessary to identify some quantifiable indicators on the cost side as well as and on the benefits side. These indicators should be oriented to the cost aspect as well as to the specific objectives of public administration. As for the methodology, in the thesis there are used the usual methods of research in the field of legal science. Concretely used methods are the process analysis, cost analysis and metrics analysis, whose methodology is based primarily on the economics, management and information management. Furthermore, the case studies have been used to fulfil the objectives of the thesis and to verify the thesis' hypotheses.
Evaluating the effectiveness of e-services in public administration

The thesis is focused on issues in eGovernment of Czech Republic and evaluation of two selected e-services. The target is to describe the state of eGovernment in Czech Republic and to offer to public administration some recommendations to its future development. The thesis consists of information about historic development of eGovernment in Czech Republic, about the most significant projects and about the state of Czech eGovernment in comparison to abroad. The practical part describes the methodology which was used to measure the selected e-services. The assessment of measurement reveals their weaknesses and proposes recommendations to their corrections.

Horáková, D. The tools of eGovernment in the practice of. Bachelor thesis. Brno: MENDELU, 2015 This bachelor thesis analyses the tools of eGovernment for one specific civic authority. It is divided into two parts, the literature search and the personal work. The literature search contains the definition of basic terms related to eGovernment and the description of the basic tools. Among the tools belongs the filing service, electronic signature, agenda information systems, data messages, Czech Point and basic registers. Tools are described in relation to adequate legislative regulation. In the last part of the search is a short mention about the future of eGovernment. The personal work disassembles the tools of eGovernment from the practical viewpoint. The analysis is made in the civic authority of Dačice. At the end of the thesis I will mention some possible solutions to the problems that occurred.

The thesis evaluates development of electronic public administration in the Euro-pean Union and compares current situation in the Czech Republic, Slovakia and Estonia. The first part describes electronization of public administration especially on the european level -- which steps were made by the European Union to instigate the member states to build more effective and friendly public administration. The second part introduces current major projects of public administration in the Czech Republic. In the last part, you can find comparison of public administration portals of chosen states and in which rate are online services of public administration used.

The thesis is focused on the recently created basic registers of public administration in the Czech Republic. The aim of the work is to introduce and then suggest ways to reduce costs by selected institution, which uses a system of basic registers. In the opening section there is described issues related to the basic registers and also basic registers themselves. The next section describes public procurement for basic registers, then the comparison with the Austrian model of basic registers and identification the possibility, where the Czech Republic could inspire in this model. In the practical part there are identified the strengths and weaknesses of basic registers and the opportunities and threats to their operation through the SWOT analysis. There are also quantified the economic costs related with their administration and operation. In the last part there are presented and then proposed ways to reduce the costs, which are expending for the connection and using of basic registers by selected institution.
Impact of introduction of the data box system on effective communication in public administration

Diploma work deals with current aspects of information systems in public administration. The thesis assesses impact of introduction of the data box system on effective communication in public administration and evaluates to what extend the data boxes are beneficial to citizens of this state. After definition of terms used in this field, first part of the work is focused on the e-Government project and its four pillars. Further, thesis evaluates effect of the e-Government project on reduction of administrative burden for businessmen and on the lives of citizens in the information society. The following part of the work highlights gaps in the legislation, which creates rules for the data box system and has got an immediate impact on the efficiency of their operation. The work also surveys effects of the data box system introduction on effective communication between state and local governments on the citizens of our country. Diploma work points out the problems of the data box system, analyses their causes and offers possible solutions.
Business Process Management in Public Administration and eGovernment

The themes of this diploma work are the eGovernment in the Czech Republic and propose of effective communication with public administration. The first part examines the concept of eGovernment, compares different definitions and sets its own definition. Subsequently reveals the advantages and possible shortcomings of eGovernment and occupies with the principles in its implementation in public administration. The subject of the next section is a condition of eGovernment in the Czech Republic. It charts the development of its main pillars - data boxes, contact places Czech POINT and the system of basic registers. For each of them, I evaluate the current status and suggest possibilities for future development. The last part occupies with strategy for effective communication with public administration. Finally, I determine the main components for its successful implementation. The first main objective of this thesis is to evaluate the condition of eGovernment in the Czech Republic. There is crucial to reveal major shortcomings, including own suggestions of their eliminations and the possibility of further development. Another objective refers to effective communication with public administration. Its object is to design a strategy for this sphere. Consequently are defined pillars that will help increase communication efficiency. In the section on the analysis of the condition of eGovernment in the Czech Republic will be used different sources to achieve the objectives. These include articles on specialized servers, government press statements, journals, articles in the media and more. It will be used the rich experience of the author in relation to public services through his business activities. Strategy for effective communication will be determined by a number of methods adopted during the university studies. The work is contributive from the perspective of the public due to familiarization with the actual condition of the Czech eGovernment and also from the perspective of public administration through the proposal of partial improvements and solution of effective communication.
Measuring the effectiveness of e-government

This paper describes problems of eGovernment and proposes way to measure e-Government services. Described is the state of the Czech eGovernment in detail to selected projects and in international comparison. The description shows that the development is still ongoing, but in a much slower pace than in the electronically advanced countries. Main identified problem is inconsequent strategic management and resortism, which is constraining deployment of cross-resort projects. Based on the description of the current situation and on the international experiences, author offers specific recommendations to future development of the electronization of public administration in the Czech Republic. In response on management problems is in this paper proposed and tested methodology for measuring the effectiveness of e-Government services. This methodology is an objective procedure of measuring the effectiveness of e-services which is providing feedback for service providers. Testing of methodology evaluates three services from taxation agenda and highlights their weaknesses, including the proposal of corrective solutions.
Basic registers of public administration focusing on the identification of persons

This thesis is focused on the issue of registers of public administration with a focus on identification of persons. The analysis is compared to the current state of the system registers with the future government of the state, after the introduction of information system of basic registers of 1 July 2012. The theoretical part deals with the history of public registers, important milestones, development and a description of the system and relevant legislation of the Czech Republic. In the practical part of the analysis is done comparison of both conditions in selected life situations. In this part is included description of the functioning of the internal processes of the newly introduced information system of basic registers, his logic, infrastructure and interconnectedness of the elements.
Data Boxes in the Theory and Practice

The Data box institute was authorized into the Czech legal order by the Act No. 300/2009 Coll., about "Electronic acts and authorized conversion of documents" three years ago. The aim of the thesis is to introduce data boxes in the context of the Czech e-Government and, based on the case study, to assess their real merit to citizens communicating with public authorities. In the opening part the reader is familiarized with the legislative possibilities of the information system of the data boxes and with other tools related to the e-Government. There are also described the particularities of operation and use of the data boxes and a summary of their development since the launching of the system in 2009 up to the present is made here. In the second part I point out primarily the case study, which depicts the reality of use of the databoxes in the Czech offices. According to this I evaluate the success rate of the performance of the aims defined by the Ministry of the Interior of the Czech Republic during their implementation.
