The Social and Political Regulation of Labour Migration: The Case of the Czech Republic
Čaněk, Marek ; Barša, Pavel (advisor) ; Kostelecký, Tomáš (referee) ; Woolfson, Charles (referee)
This dissertation is about the changes in the regulation of labour migration in the Czech Republic, specifically between the period of economic boom in 2007 and 2008 and the beginning of the global economic and financial crisis. The developments of labour migration processes and policies were studied in relation to the political economy of foreign direct investment and the rise of the competition state in the Czech Republic. The materialisation of these developments resulted in the Czech Republic's further integration into the global labour market. Labour migration policy changes in the case of the Green Card project, however, did not confirm the thesis that the Czech Republic's migration policy eventually became subordinated to the competition state project. Not only did the Ministry of Industry and Trade lack bureaucratic capital in the field of migration regulation but also, there were tensions between different notions of the competition state project while 'migration management' was reorganised in the interest of the Ministry of the Interior. Closely following struggles over the regulation of labour migration in the administrative and political fields, this dissertation contributes to literature on the labour migration perspective of the competition state. The migration crisis is studied from...

You cannot step twice into the same river, can you? Austria and its "Guest Workers" in the Periods of 1961-1974 and 2002-2011
Kavan, Ondřej ; Dimitrov, Michal (advisor) ; Konrád, Ota (referee)
In the beginning of 1960s, as a result of the "economic miracle," Austria had to face an increasing labour shortage that threatened the so appreciated economic growth. The problem was solved by means of a regulated labour migration programme based on the so- called rotation principle. The programme aimed to ensure foreign workers' role as a flexible labour force for times of economic boom while securing their return back to their homelands in times of economic downturn. After the programme was abruptly ended in 1974, a majority of "guest workers" instead of returning home settled down in Austria. This however undermined the core idea of the programme and it became dysfunctional. The "Gastarbeiter programme", which represented a policy of immigration without integration, thus became a highly controversial topic. In spite of that fact, a similar policy for seasonal workers was implemented in Austria between 2002 and 2011. The main goal of the thesis is to analyse both the periods, ascertain whether these represent comparable phenomena and explore the transfer of historical experience. Due to the diachronic relation of the two periods, significant attention is paid to the contexts within which both the policies have been implemented. For that reason, the thesis offers an in-depth discussion of...

The impact of the construction of the Berlin Wall on the labour market in West Berlin
Novotná, Tereza ; Nigrin, Tomáš (advisor) ; Dimitrov, Michal (referee)
This thesis focuses on the West Berlin economy during the second Berlin crisis when an impermeable wall grew around the western part of the city. The aim of this thesis is to analyse the effects of August 13, 1961 on the labour market in West Berlin. In the 1950s, there was enormous unemployment in West Berlin, influenced by poor economic conditions and the fact that companies were not interested in investing in this part of West Germany. The construction of the Berlin Wall resulted in a number of immediate complications, whether it be interrupted traffic, the possible outflow of people and capital or, above all, an outage of the labour force from the East. It was the lack of manpower, which is considered to be essential for the optimal functioning of the economy, that appeared to be the most pressing problem which had to be solved immediately - otherwise, the West Berlin economy would have collapsed. Thanks to the prompt financial aid of the federal government and political capabilities of the governing mayor of West Berlin, Willy Brandt, it led, among other things, to reducing unemployment and also attracting new investors to the city as a result of various tax discounts. As early as in 1962, the unemployment rate dropped and a period of prosperity began in West Berlin, which made the city a role...
