Public service as an opportunity to return to the labor market

This thesis "Community service as an opportunity to return at the labour market" deals with the topic of public services offered to receivers of jobseeker's allowance as a voluntary possibility to increase their incomes from social benefits. It focuses on the question whether community service for the long-term unemployed can be a means for their integration in the labour market. In the theoretical part different concepts of labour are introduced with emphasis being put on the importance of labour for people when it comes to their human needs, basic rights and at the same time to freedom of choice. The thesis deals with the problems of unemployment and mentions consequences of loss of a job. It introduces the development of unemployment, labour market policy and focuses on social policy in the area of support for people in material need which is connected with involvement in community service. This thesis also tries to introduce the application of community services in the Děčín region in a complex way. In the practical part the author makes a survey and compares evaluation of community services in four categories. The four categories comprise job centre employees who offer community services, organizers of community services, those who do community services and unemployed people who refuse...
Familly in material need

The bachelor thesis on "Family in Material Need" deals with the problems that faced families in the system of material need. The thesis contains a description of the system of material need including an explanation of whom and for what benefits are used. It also focuses on the issue of families in material need, where focuses more on families in danger with material need - a single parent family, a family with an unemployed family member and a family of a child with a health disadvantage. In the practical part of the thesis there are four real cases of families that receive benefits in material need with description of their situation and the problems that they face.
The problem of material need assistance from the perspective of a social worker

In the theoretical part of this thesis, the theory of social policy, the social policy of the Czech Republic, the structure and importance of the Labor Office in the fight against social exclusion and the current legislation on benefits of material need and the role of social workers were examined. The practical part presented and analyzed the results of a questionnaire survey conducted among social workers of the Labor Office of the Czech Republic. The aim of the questionnaire survey was to obtain information on the state of administrative burdens, obstacles to effective work, threats at the workplace and opinions of social workers on the issue of payment of benefits of material need and their abuse. The results of the questionnaire survey are as follows: there is excessive staff turnover at the Labor Office of the Czech Republic, which does not benefit the functioning of this institution. Too much administrative burden, poor communication with other institutions or low financial rewards contribute to this issue. Social workers often face client aggression and, in their opinion, are often misused by material need.
Financial literacy of clients in material need

The bachelor thesis is focused on financial literacy of clients in material need. The thesis is based on the theoretical background that explains the concept of money, financial literacy and its structure, and also points to the importance of financial education, the level of which is set by the Standards of financial literacy for primary and secondary schools. The second chapter of this thesis deals with loans (especially from non-banking institutions), debts and the most extreme solution for non-fulfillment of obligations - the seizure of property. The following part deals with the inclusion of material need in the Social security system in CR, the characteristics of the target group, the description of individual benefits in material need and the list of situations in which the person can be declared in material need. At the end of the thesis, research data is interpreted to find out how respondents perceive financial literacy, how they relate to and how they deal with money. The research group is the clients of the Labor Office of the department of material need in Žďár nad Sázavou.
Worker's procedures whilst carrying out social inquiries

This Bachelor's thesis attends to the procedures of social workers from the Labour Office of the Czech Republic when carrying out social inquiries (investigations) of non-insurance social and welfare benefits. The non-insurance social and welfare benefits, for which the inquiry is carried out, represents care allowance and financial hardship. The aim of the Bachelor's thesis is to map social inquiries carried out by employees of the Labour Office of the Czech Republic. In order to ascertain the goals, research questions were used, which focused on the job centre's employees' procedures that are applied when carrying out social inquiries in the area of non-insurance social and welfare benefits. Another research question asked about the differences in social inquiries in the areas of individual non-insurance social and welfare benefits. The theoretical part is divided into seven chapters. The first chapter attends to definitions, aims and methods of social work. The second chapter attends to providing insights into a social worker's work content, its characteristics and competences. The next chapter deals with basic findings about the Labour Office of the Czech Republic. The following chapter includes information about a subsistence and existential minimum. The fifth chapter closer introduces the issue of the system of benefits under financial hardship and its distribution to individual allowances. The sixth chapter concerns care benefits and the last chapter characterises social inquiries, its specifics and content. For processing the empirical part of the Bachelor's thesis qualitative research was chosen. The method used for data collection was the questioning method, the technique of a semi-structured interview. The interviews were held with eight social workers from one branch of the Labour Office of the Czech Republic. A closer specific was the uniform allocation of communicating partners between care benefit allowance and benefits provided under financial hardship. The acquired data was processed into individual clusters in order to make them more transparent. The research provided information on what documents employees abided by when carrying out social inquiries. Furthermore, the individual benefits provided under financial hardship and care benefits were compared. The empirical part describes how employees felt during the process, opinions on social inquiries and incentives for improving the methodology of the benefit system. The results of this work can be of help to students and other parties that take an interest in this issue. The work can also provide inspiration to individual specialists from the area of non-insurance social benefits at the Labour Office.
Analysis of the changes and their impact on the payment system of housing benefits and supplements for housing in the Czech Republic in the years 2011-2017

This bachelor thesis deals with the issue of social benefits for housing from the social security system in the Czech Republic. Social policy, including the area of housing support, has to respond to the current development of the economy and social problems of society in order to maintain social cohesion and therefore it is necessary to continuously evaluate the results of the adopted measures, which is the aim of this thesis. The theoretical part focuses on the development of state housing support, key legislative changes in the requirements for housing benefit and supplement for housing, the phenomenon of misuse of these benefits and the associated poverty industry. The practical part follows the subsequent development of the amount and volume of benefits paid over time in connection with the adopted measures. These measures set stricter rules for the payments of a supplement for housing and partly limited its abuse, though for the sustainability of public finances it is necessary to take further measures aimed at providing aid only to those who need it necessarily. The main contribution of this thesis is the evaluation of past reforms, the proposal of further measures for efficiency improvement of state support for housing and the evaluation of adopted concept of social housing in the Czech Republic.
State social policies on material need in Czech republic and United Kingdom

(in English): The theme of this thesis is State social policy on material need in the Czech republic and the United Kingdom. The historical part describes the main trends in state social policies on material need in both countries and their development since 1945 with focus on benefit systems. The second part describes in comparative perspective benefit systems and recent reforms of means - tested minimum income benefits, support benefits for households on low income like housing benefits and basic conditions their claimants (especially those "out of work") have to meet. In both countries, governments who started their terms in office in 2010, initiated reforms with intentions to simplify the systems, intesify the work incentives and to reduce the spendings on means- tested benefits. The reader is introduced to basic concepts and main aspects of these reforms and critical views and comments, expressed about their implementation.
The impact of the global economic crisis on state social support system in the Czech Republic

This thesis deals with the system of state social support. It analyzes the development of these benefits since the beginning of the global economic crisis to the present. I analyzed birth grant, child allowance, parental allowance, housing allowance and funeral grant. I analyzed social supplement too, but it has been canceled. The thesis compares the benefits before the global economic crisis with the development of the crisis and the current legislative setting benefits. The aim is to confirm the impact of the global economic crisis to strengthen those benefits. Since 2008 welfare benefits are toughen in our country. Toughen up benefits impacts families with children whom are primarily set these benefits. Thus decreasing doses that are designed for families with children? State makes austerity. It reduces expenditures of the state budget. In my thesis I examine the impact of the tightening of state social support system of assistance in material need. Therefore reduce the expenditures of the state budget, or just spilling over into another social security? Accordingly, this thesis compares the development of state budget expenditures on social benefits and the benefits of the assistance in material need, from 2007 to 2013.
