The Visegrad Group as a Tool of Stimulating Interests in the Field of Natural Gas - Ilustrated on the Czech republic and the Republic of Poland

The aim of this thesis is to evaluate the influence that the Ukrainian crises in 2006 and 2009 had on the use of the Visegrad Group as a tool for promoting the interests in the sphere of natural gas. This research is based on institutional theory that provides an explanation of the importance of regional cooperation. The impact of both crises on cooperation is then presented on two Member States - the Czech republic and Poland, which provides a framework for an overall assessment. The upholding of interests in the gas area during the years is reflected in the strengthening of the Visegrad Group. The work follows the development of the pre-crisis period to the Polish Presidency of the Visegrad Group in 2012. Thus, it observes the initial efforts to coordinate gas politics, the influence of the European Union on the development of gas agenda within the Visegrad Group and its contribution to the energy security of monitored countries. The thesis evaluates the dynamic development of the Visegrad Group and individual results in reducing dependence on Russian gas. Moreover, there are also noted the remaining limits in the functioning of this group which may block the enforcement of national and Central European interests.

(Not)Making Autonomy: Activities of Silesian Autonomy Movement on the Platform of the Polish Parliament

This diploma thesis focuses on activities of the Silesian Autonomy Movement (RAŚ) on the platform on the Polish Parliament, while using theoretical concepts advocacy coalition and agenda setting. In the first part of my thesis, I will define goals of RAŚ and identify three most important ones, which will create the core of my research: Silesian language statute, minority statute of Silesians and problem of Upper Silesian autonomy. Then, I will define political subsystems, which reflect the three already mentioned main topics. Within each political subsystem, I will define two competing advocacy coalitions. In the next chapter I will analyse respective political subsystems and discussions, which is taking place among competing advocacy coalitions. I will stress the importance on the process of policy agenda setting. As a parameter of success I will seek for the existence of legislative proposals, proposed by advocacy coalitions. Then, I will analyse processes within respective political subsystems since 2005. In the final part of my thesis, I will strive to answer my research questions and compare the results with my hypotheses. Thanks to my research, I will be able to better understand activities of RAŚ, and of advocacy coalitions respectively, on national level.

Comparison of Czech and Polish administrative Judiciary

1 Abstract The aim of this thesis is to explore the institute of administrative judiciary in the Czech Republic and the Republic of Poland using the comparative method. Its purpose lies in proving traditional similarity of administrative judiciary in both countries which potentially allows mutual influencing in different areas of legislation, application of law and jurisprudence. The work is divided into nine parts. In Chapter 1 of this thesis the author focuses on defining the concept of administrative judiciary, how it is comprehended in both analysed countries, its purpose and function. In this part administrative judiciary is distinguished from other forms of judicial reviews of public administration and it is outlined here which of these forms cannot be considered as a part of administrative judiciary. Administrative judiciary is formally characterized as judicial procedure (in technical meaning) whose purpose lies in the control over public administration and protection of civil rights. In Chapter 2 the author describes the development of administrative judiciary in both countries. Regulation of lobbying in the Visegrad Four

The subject of this thesis is regulation of lobbying in the countries of the Visegrad Group (V4) -- specifically statutory regulation of lobbying. The work gives a comprehensive overview of the development of regulation of lobbying in V4 member states from the very beginning until now. Main aim is to answer questions related to lobbying such as: "is there a lobbying regulation in V4 members", "what is the quality of that regulation" and "is there any common signs shared across the national regulation of lobbying". To achieve the desired objective thesis uses descriptive, comparative and analytical methods. Thesis consists of two main logical units, which are divided into five chapters, an introduction and a conclusion. The first unit contains three introductory chapters. This section is devoted to the history of lobbying, the definition of lobbying and theoretical concepts of regulation of lobbying. The second unit is completely dedicated to the legal regulation of lobbying in the V4 countries. Part of this unit is also the final comparison and analysis of the legal regulation of lobbying in these countries and answers to questions mentioned in the introduction.

CULTURAL AND CREATIVE INDUSTRIES IN THE VISEGRAD GROUP

This thesis analyzes the state support of the cultural and creative industries in selected post-communist countries, now the Visegrad Group. The first part is devoted to the impact of the totalitarian regime on culture and cultural policy, economic transformation and current economic situation of individual countries with emphasis on chracteristics of the cultural and creative industries concept. The main part of the thesis deals with the issues of culture policy perspective of each state including the opportunities available under EU funds. The final section presents the summary of a comparative analysis along with pros and cons of the models in all countries.
