Implementation of Structural Funds in Region Frýdlant, Comparison with Finland
Marek, Jan ; Háva, Petr (advisor) ; Kotlas, Petr (referee)
In recent years, the Structural Funds have been a very common phrase, which for many means hope and expectation of EU assistance, others use this phrase as a political instrument or as a lure for voters, and only a handful of scholars who already have the experience of EU funds, is perceived by the Structural Funds As a complicated administrative procedure. Structural funds have become an important tool and aid for all levels of government and self-government, as well as for non-profit, non-profit organizations and last but not least for entrepreneurs. Self-assembling priority structural policy objectives lose to reality if the way to achieve them leads through unnecessary administrative obstacles. That is why I focused on the implementation of the Structural Funds as a key factor in the area's ability to receive EU aid. I decided to map the level of experience and the level of readiness of the territory to draw on EU funding and compare it with the information I collected during my yearly studies in Finland, where I conducted a number of identical structured interviews with representatives of the public and business sectors at a level similar to The Frýdlant peninsula. I deliberately wanted to link the issue of SF implementation with the region facing the above-average unemployment and population...

Srnová, Eva ; Kotlas, Petr (advisor) ; Linek, Lukáš (referee)
Diploma thesis "The Interest Group the Union of Cities, Towns and Communities of the Czech Republic in the Process of Public Policy in the Czech Republic" is a deeper analysis of one of the important interest groups associating cities, towns and communities in the Czech public space, the Union of Cities, Towns and Communities of the Czech Republic. Activities of the Union and its contribution to the Czech public policy are in depth analyzed against a background of social movements and the theory of interest groups. The Union is assessed from the perspective of its history, types of interest groups and resources it manages (namely the membership base, financial means and means of public policy lobbying). The analysis indicates that the negative image that lobbying has in the Czech Republic needs not necessarily be fair. As an organization addressing peer groups, yet defending public interests due to the fact that the Union's members are as a part of public administration municipalities, the Union advocates those things that finally bring positive effects to lives of all citizens in the Czech Republic. In relation to challenges the Union currently faces the thesis covers also a case study of emergence of Sdružení místních samospráv. This Association of Local Governments that pursuant to the amended...

European Referendum - the Right Choice? Focused on the Nice Treaty Referenda in Ireland
Steigerová, Petra ; Kotlas, Petr (advisor) ; Potůček, Martin (referee)
The main purpose of the master thesis called: "European referenda - the right choice? Focused on the Nice Treaty referendums in Ireland" is to reflect on the role of European referenda in representative democracies of the EC/EU either member or candidate states. Referenda give citizens a direct say over their futures. Provided they are preceded by well-organised national debates they usually raise the level of public awareness and understanding of the EU across Europe. On the other hand, they might be very dangerous political instruments with several serious drawbacks. Especially, the unpredictability of referenda is one reason why most governments have ratified EU agreements in their parliaments, assuming a majority would vote in favour. The Republic of Ireland is one of the countries that has had several referenda in recent years dealing with contentious social, political and EC/EU matters in particular. Ireland has traditionally been one of the most enthusiastic supporters of the EU and has benefited from generous EU structural funding and Common Agricultural Policy subsidies that have helped to boost its economy - the so-called "Celtic Tiger". Surprisingly, the Irish people voted against ratification of the Treaty of Nice in a referendum on 7 June 2001. For the second time in the history of EU...

Beránková, Petra Alexandra ; Frič, Pavol (advisor) ; Kotlas, Petr (referee)
The work deals with the phenomenon of so called watchdog organizations. The increasing number and influence of these organizations indicates a creation of new social movement. The authoress defines them as a type of public benefit nongovernmental organizations focused on the controlling of the public sphere or advocating and asserting a "public interest" in relation to the democratization of society. The authoress target is to understand this type of action, so she asks herself the question: Which frameworks are used by watchdog activists for the interpretation of their acting? At first there is briefly presented the concept of watchdog in the context of wider reflections of contemporary society, mainly in the context of reflexive modernity, monitory and participatory democracy and information society. Secondly there is introduced Goffman's framework analysis and the related conceptualization of framework of social movements by Benford and Snow. The authoress highlights a definition of frames as the principles of selection, emphasis and presentation about what happens, and what matters. In the next part of this work, there are presented the methodology and results of the qualitative research based on semi-structured interviews with watchdog activists. The research is settled in the area of...
