Theory of deliberative democracy and demarchy as alternatives to democratic elections
Buryšová, Jana ; Brunclík, Miloš (advisor) ; Franěk, Jakub (referee)
This thesis critically analyzes the concepts of deliberative democracy and demarchy. Both theories are described from many different viewpoints, including criticisms aimed at elections in democratic political systems, the issue of legitimacy and representativeness. The analysis of the theory of deliberative democracy is based on the works of Bernard Manin, John Dryzek, Joshua Cohen etc. The analysis of the theory of demarchy is based on the works of John Burnheim. Both theoretical concepts are also confronted with criticisms aimed at their theoretical and practical imperfections. The thesis also deals with examples and possibilities of practical use of some elements from both theories. Finally, this thesis attempts to answer the question of whether both analyzed concepts could be satisfactory alternatives to representative democracy.
ANO 2011: a business firm party?
Zavřel, Filip ; Brunclík, Miloš (advisor) ; Perottino, Michel (referee)
This thesis called "ANO 2011: a business-firm party?" deals with the analysis of a Czech political movement ANO 2011 in order to determine wheter and/or to what extent political movement ANO 2011 corresponds with business-firm party model, as described by Jonathan Hopkin and Caterina Paolucci in 1999. It is based on the context of a change of party organization and on logic of developmental typology of political parties. The aim is to determine whether the political movement ANO 2011 corresponds to the characteristics of the business-firm party model. The hypothesis here is that in the beginning of the movement it matched the model, while since than there is moving away to the direction of the form of traditional political parties. In another part there is a contribution described to the revision of business-firm party model that offers a modified perspective on the subject. With this perspective the characteristics of the business-firm party model are rather understood as a marketing strategy or a party subtype than as a separate and generally applicable type of political parties.
Current party system of Iceland
Mergl, Tomáš ; Brunclík, Miloš (advisor) ; Perottino, Michel (referee)
The party system of Iceland was always well-known for its strong stability and moderate nature typical for its whole modern development. But since the 1999 parliamentary election the Icelandic party system has been going through several changes and it is not appropriate to consider it nowadays as a traditionally stable party system with, in the long term, the dominant Independence Party. The party system is splitting off and the new parties are found out. Although after the 2013 election the system returned to the pre-2009 model, there is still an important question whether it reflects repeated stabilization of the Iceland political and party system, or it is only a reaction to the left-wing government in the years of 2009 to 2013. The aim of this thesis is to answer the following questions: is the Icelandic party system going through some changes of its structure or inter-party competition, and if so, is this transformation caused by the financial and bank crisis in 2008, or does it concern long- term transformations? Did the electoral shock in 2009 result from the reaction of the Icelandic voters to the financial crisis, or the election results were only another validation of the long- term Icelandic party system trend, namely by erosion of its traditional adjustment? In the analysis of the...

Sokol, Petr ; Hnízdo, Bořivoj (advisor) ; Brunclík, Miloš (referee) ; Kouba, Karel (referee)
The thesis "Electoral Geography of Postcommunist Countries in Central and Eastern Europe" deals with the topic of electoral geography, which is a part of the political geography. The basic hypothesis of the paper is based on opinion that the postcommunist countries experienced the twenty years of development in the postcommunist period which made their electoral geography very similar to one in Western Europe. This hypothesis is proved by three different areas of electoral geography. The first part is composed by the analysis of the electoral geography of the founding elections in the 17 postcommunist countries (including the GDR). In the paper is proposed after the research of all 17 countries the categorization of founding elections on the basis of electoral geography. The second part examines the electoral geography of capitals. The research is focused on the size of the lectorate in the capital compare to the whole country, on the diverhgence of electoral results in the capital and in the whole state and on strength of the party families in capitals. Folowing these three areas is proposed the catehorisation of the postcommunist capitals into the five groups. The third part deals with variability of the electoral results inside the state.

Ježek, Jiří ; Říchová, Blanka (advisor) ; Brunclík, Miloš (referee)
Bachelor thesis "Speaker of the House of Commons" is developed as a case study of the important actor of the British political system and the highest authority of the UK's parliament - the Speaker of the House of Commons. In descriptive terms, the thesis is focused on speaker's competences and duties as well as on explanation of many specific aspects like speaker's impartiality. Impacts of reforms and historical precedents on a contemporary set-up of the speakership are examined in analytic terms. The work is extensive focused on speaker's election which is deeply connected with tradition and common law. The thesis continuously refers to empirical reality in order to explain how general rules are applied in practice. Last but not least, the work examined a collision between the office of MP (Member of the Parliament) and the office of the Speaker. The thesis is also focused on whether the Speaker can be recalled and what is speaker's political activity after leaving office. Due to lack of publications that comprehensively refer to this topic (not to mention Czech literature), fundamental aim of the bachelor thesis is to explain who the Speaker is.
Transformation of the Swedish foreign policy at the turn of the 1980s and 1990s
Vlček, Václav ; Brunclík, Miloš (advisor) ; Riegl, Martin (referee)
The bachelor thesis deals with the transformation of the Swedish foreign and security policy at the turn of 1980s and 1990s. The main object is to examine the impact of geopolitical changes upon the transformation and reveal new (especially internal) influences which are usually overlooked at the expense of the end of the Cold War. Furthermore, the thesis will concentrate on the Swedish neutrality and its development. The thesis is a case study. The theoretical concept is based on the foreign policy analysis. Several levels of analysis are distinguished - the external (systemic) and the internal (the public, social groups, the government, particular individuals). The levels are examined individually and different theoretical approaches are applied to them. Finally, new findings are merged. The approach to the neutrality is derived from international law and international relations. The thesis concludes that the main transformation of the foreign and security policy led to the Swedish accession to the EU and to the reassessment of the policy of the non- engagement. It was primarily caused by the end of the Cold War but there were also other important influences, for example the Swedish economic crisis, the new non-socialist government and the new prime minister Carl Bildt. On the other hand, the...

Appointing Jiří Rusnok's cabinet: an analysis of the rise of a presidential cabinet
Štěch, Daniel ; Brunclík, Miloš (advisor) ; Mlejnek, Josef (referee)
The thesis is concerned with the appointing government of Jiří Rusnok and with the analysis of formation of this presidential cabinet. The first part deals with the theoretical basics and it explains fundamental terms. In the second part, the way of creating caretaker government, with all its consequences, is displayed. The similarities and differences between former caretaker governments are compared. The thesis observes whether the steps that Miloš Zeman took have led to the shift from the parliamentary system to the semi-presidential system. According to the analysis, I draw a conclusion that it really happened. He enforced his Prime Minister without previous agreement with parliament parties, and he ignored the coalition that declared a parliament majority. The president did not take into consideration the customs that has been applied to date. Based on the legitimacy given him by direct election, he decided that his policy is the best for the country and his voters. Keywords Vote of confidence, Jiří Rusnok, Miloš Zeman, presidential cabinet, caretaker government, constitutional competence, constitutional practice.
