Soft power in practice - a study of British public diplomacy between 1997 and 2007

This bachelor thesis examines the issue of public diplomacy as a means through which the state can exercise its soft power. It draws from the particular example of public diplomacy developments in the United Kingdom between 1997 and 2007, i.e. during the premiership of Tony Blair. At first, a theoretical debate concerning the concept of public diplomacy is introduced, including its advantages and pitfalls. Afterwards, the working system of public diplomacy within the UK is characterised, as well as the main changes that have occurred in its organisational structure during the studied period. Furthermore, the two key British institutions of public diplomacy are presented; BBC World Service and British Council. Finally, the thesis analyses some of the actual public diplomacy campaigns and strategies that Britain put in place between 1997 and 2007. The main emphasis is placed on the comparison of the strategies before and after 2001, when major changes happened, and the analysis of the causes of these changes. The thesis concludes that causes that influenced the formation of British public diplomacy were of internal and external character, while it was the external impulses that triggered the most radical changes.
Democratisation aspects of Partnership for Democracy and Shared Prosperity with the Southern Mediterranean

The bachelor thesis deals with the democratization aspect of newly introduced Partnership for Democracy and Shared Prosperity with the Southern Mediterranean. The European Union in the Southern Mediterranean has for a long time prioritized its security and economic interests. After the Arab Spring the European Union redefined its regional policy and declared its intention to support democratization of the region, which the new partnership supposed to symbolize. In the form of case study focused on Egypt in a period from March 2011 to January 2013 this paper addresses the question of whether the EU's ambitions to democratize the region reflect its actions. The first chapter of this thesis introduces the relations between the EU and the Southern Mediterranean in its historical context. The second chapter is devoted to the creation of the new Partnership for Democracy and Shared Prosperity with the Southern Mediterranean and analyzes its aims, mechanisms and benefits in the context of democratization. Nation branding as a soft power building tool : the case of Germany

This master thesis deals with the concept of nation branding and its application in German domestic and foreign policy as a soft power building tool. Nation branding is quite a new concept in the international relations that extends into many fields like public diplomacy, cultural diplomacy, marketing or public relations. With its assistance, states create a positive image which they promote to the foreign public in order to become more attractive and competitive at the international level. The thesis is divided into two parts. The first part creates a theoretical background for the analysis. It concentrates on defining the position of nation branding in the field of international relations and introduces the theory of competitive identity. The second part analyses the German nation image building while using the theory of competitive identity. Germany manages its image in two ways - via nation branding campaigns and via six dimensions of its competitive identity. Both ways as well as the German brand as a whole are properly analyzed and simultaneously their strengths and weaknesses are identified. The final part of the thesis summarizes the most important findings and draws the conclusion.
Change of the Presidency's Role after the Lisbon Treaty on the example of Spain and Belgium

The Lisbon Treaty has made significant changes to the institutional functioning of the whole system of the European Union. Most notably, it has constituted a non-rotating long-term Presidency for the European Council and Foreign Affairs Council. Before the Lisbon Treaty, the Member State of the European Union presided over all Council constellations, including the European Council, for a six-month term. These changes certainly contributed to the solution of some issues (for instance continuity issues), on the other hand these changes affected in some ways the performance of the rotating Presidency. I focus on these changes to the institutional form of the Presidency and on the effects these changes had on the Presidency's performance in its functions, namely the negotiation and external representation. I draw on the experience of the first two post-Lisbon Presidencies, Spanish and Belgian one. My aim is to examine the changing role of the Presidency in these functions. I explore the role of the Presidency before and during negotiations of the founding Treaties of the European Union and its role after the reforms introduced by the Lisbon Treaty. Union for the Mediterranean. From Sarkozy's Ambition to a European Reality

In this diploma thesis Union for the Mediterranean. From Sarkozy's ambition to European reality I follow an interesting case of one foreign policy. A presidential candidate Nicolas Sarkozy suggested within his pre-election campaign to set up Mediterranean with ambitious goals; when he became president he began to realize this initiative. I argue, that his motivation was not to primarily solve the regional issues or/and integrate the Mediterranean a little bit more, but through this activity to attract media attention. It corresponds to the theory of mediatization which states that politicians hold a permanent campaign; and to attract publicity they adapt to media as much as they can. Instead of following the political logic they follow media logic. Nicolas Sarkozy has usually done so in terms of national/domestic politics, however what I show is the fact that a foreign policy can also be lead by the permanent campaign - or to be more precise that politicians are trying to appeal on the national audience through the permanent campaign, and on public abroad through public diplomacy, it is practically the same thing. Bachelor's thesis "Franco-British relations 1967-1972: Rapprochement of France and Britain as a condition of British membership of the EEC" deals with development of franco- british relations at the time when Britain sought to join EC and France opposed to it. Study concerns a period which starts in 1967 when Charles de Gaulle vetoed the british application for the second, and which terminate in 1972 when was successfully signed the treaty of association. During the first part of this era the realationship of these both states was worsening which was demonstrated by affair called Soames Affair. In the next part they reached an enexpected agreement and they started to callaborate. It was one of the factors which enabled EC to enlarged the first time. Text refers to historical background of the events and then it indentify a change of the relationships in the three differnt areas. First it analyzes personal changes. National identity in France and its role in the policy of Nicolas Sarkozy

Diploma thesis "National identity in France and its role in the politics of Nicolas Sarkozy" deals with national identity as a political instrument used by the former French president Nicolas Sarkozy during his five-year term (2007-2012). The main objective of this work is to prove that the national identity in his discourse served to increase his popularity or to obtain far-right voters and that Nicolas Sarkozy used this policy instrument throughout his mandate despite the fact that he officially turned away from it after a failed public debate on the subject in 2010. As methodological basis for research on the topic and achievement of the objectives "critical discourse analysis" was selected and also "analysis of metaphors" was used as its complement. In the theoretical part of the thesis some of the basic scientific findings that deal with the "nation", "identity" and the development and construction of "national identity" are presented and discussed . The research consists of three main chapters devoted to the analysis of Nicolas Sarkozys' speeches during the given period. European Cultural Lobby. The Case of We Are More Campaign

Master thesis "European cultural lobby. Case of We Are More campaign" is analyzing the European lobbying in the cultural domain. As an area of European policies, culture has been established continuously since the 80's of the 20th century. The role that culture gained at the European Union (EU) level is specific by its double dimension. At the same time, culture is perceived as a source of common values and an area with high economic potential. This thesis examines whether the exclusive role of culture within the EU signifies specific features of lobbying in the cultural domain. Theoretical part of this work is using the concept of europeanization in order to explain how culture became an area of European public policy. The same part develops the theory of European lobbying to demonstrate division of the EU interest groups into public and private. Second part of this thesis presents the case study of the nowadays biggest European cultural lobby, Culture Action Europe, and We Are More campaign organized by this lobby in order to influence future European framework programmes for culture and audiovisual in 2014-2020 period. The dissertation "Czech and Slovak Public Diplomacy after 1993: The Transformation of Czech Centres and Slovak Institutes" seeks to compare Czech and Slovak model of public and cultural diplomacy after the peaceful separation of Czechoslovakia in 1993. It seeks to investigate whether the two countries embarked on similar journeys in their foreign affairs and whether the public and cultural diplomacy is at the forefront of their international policies. The dissertation aims to establish whether to accept or reject the hypothesis that the same historical circumstances and transformational similarities inevitably lead to similarities of Czech and Slovak public and cultural diplomacy. The first chapter of the dissertation focuses on a theoretical interpretation of public and cultural diplomacy. The second chapter of the dissertation deals with both countries' historical experience and describes the model of public and cultural diplomacy in each country from year 1993 to now. Project Grand Paris of Nikolas Sarkozy

Thesis "Project Grand Paris of Nicolas Sarkozy" deals with a plan of the French president to completely rebuild the city of Paris. Grand Paris continues in the legacy of "Grands travaux", architectural projects of previous French presidents such as the Louvre Pyramids or the Pompidou Centre. The main part of the work is focused on Sarkozy's vision of administrative reorganization of the Ile-de-France region which was supposed to create a new central administrative body that would comprise Paris and surrounding suburbs. It tracks the period from the first Sarkozy's speech in June 2007 to his retirement in May 2012. In order to clarify the context of the whole project I will present the history of changes in the Paris administration which has led to Sarkozy's initiative. This work will examine the reasons to start such initiative, suggested methods that would be used to implement desired changes and the impact of the 2008 municipal elections on the future form of Grand Paris. Once the left-wing parties won these elections, Sarkozy abandoned the whole idea of the administrative reorganization of the region and the project continued in a significantly limited form.
