Assessment of Employees of a Municipality with Extended Competence as a Way to Increase Motivation

The present thesis addresses the issue of assessment of employees in an organization in the public administration. Assessment of employees is a key motivation factor in human resources management, and it is one of the tools to achieve the employees' productivity. At the same time the assessment helps increase the prestige of the authority and satisfaction of the citizens. The aim of the present thesis is to analyze the current state of the system of assessment in an organization in the public administration, to look for deficiencies in the system as they influence the motivation of employees, and to propose changes for improvement. The first part of the thesis presents the theoretical framework of performance management, the theory of work motivation, assessment, and the remuneration of employees. In the practical part of the thesis the municipal office in question is introduced, and the current situation of the employees assessment system is analyzed. This part also includes the results of the realized questionnaire. The final part brings recommendations which can help the organization to increase the efficiency of the employees assessment.

Public service as a tool of activation of persons drawing social benefits in material use for long time

Long-term unemployment brings negative consequences for the state and individuals. Besides the financial impacts on the state (lower incomes, expenditures for social transfers), for the long-term unemployed people from the social and psychological perspective this is a reduction in living standards, loss of social status, skills and abilities decline, decrease of social contacts, etc. Unemployed persons have not got income from their own economic aktivity, and that is why they are provided with social benefits in material need in the frame of the system of social protection.Their long-term receiving, however, often leads to the trap of poverty and welfare dependency. Employment agencies strive for return of these people back to the labour market through thein instruments of active employment policy. This thesis is focused on public service, which was introduced to the system of poverty relief in 2009 as the motivation and penalty measures to increase the activity of long-term unemployed. The theoretical starting points of this study are findings on poverty, social exclusion, living wage. Kindergarten as public service

The aim of this work is to look into the issue of interpretation of the term public service in preschool education. The main goal is to find out how this service is understood by parents who use this service - whether their interpretation corresponds with the needs of children and to what extent they recognize the social mission of kindergarten. In addition, ttthe ambition here is to show the neccesity of change the traditional perception of education which has become part of market environment. Therefore the works highlights positive benefits of marketing management of school. The work is also focused on effective school communication as a way to reach the basic mission of school. The Public Service Institute in Czech Republic

The Public Service Institute is regulated by the Assistance in Material Need law n. 111/2006 Coll., which came into force on the 1st of January 2009. This issue is still up-to-date as the Assistance in Material Need law n. 111/2006 Coll. is to be amended during the year 2016. The aim of this thesis is to analyze both the evolution and the utilization of the Public Service Institute and some of the impacts for a person in material need, a person in long-term unemployment and subjects that organize this institute. After analyzing the legislative documents related to the Assistance in Material Need law n. 111/2006 Coll., I reached a conclusion stating that the Public Service Institute should have its place in the legal order of the Czech Republic as long as it is properly and effectively configured and is properly legislatively embedded.

Financial Analysis of Public Transport in the Czech Republic

This diploma thesis is devoting to the sector of public transport as a public service in the Czech Republic. The main aim of this thesis is to analyse the financial flows into public transport sector. The thesis analyses the current public transport legislation in the EU and in the Czech Republic too. In the thesis there is a comparison between bus and rail transportation in the regions from the point of view of costs per kilometre. The rail transportation is less favourable for public finances. It also compares public transport expenses between regions in the Czech Republic. another analysis is the economy of fast trains, there is mentioned the current situation with the competition in the Czech rail transportation. Moreover, there are depicted models of financial flows as compensation for public services from the particular levels of public administration.

Při určité míře zjednodušení lze v této rozmanitosti vysledovat dva typy vysílání, které jsou výsledkem historického vývoje, a z něhož vyplývají také dva odlišné typy organizací (co do formy společnosti, financování, způsobu řízení, požadavků na programové výstupy atd.), jež toto vysílání provozují. Jedná se o rozhlasové a televizní organizace veřejného sektoru (státní nebo založené veřejným právem) a soukromého sektoru.

Problems of unemployment

The aim of this thesis is to explore the area of unemployment and see how the unemployment rate has been affected by legislative changes in recent years. The first part deals with unemployment in general, describes the problems most vulnerable groups in the labor market have to face, illustrates the progress of the unemployment rate, but mostly relates to new legislation adopted in recent years, particularly changes in the Employment Act. The second part is focused on the newly established institution of public service. It deals not only with its own legislation, but also alludes to the practical problems that appeared after the introduction of public services. And for comparison, I also describe solutions from abroad and possible suggestions for improvement.

The share of municipalities in addressing unemployment in the region

The importance of municipalities in dealing with unemployment is increasing at present, along with the change of powers in regional self-governing units. Unemployment poses a serious social and economic problem. Unemployment may be dealt with by means of instruments of an active employment policy. Municipalities may use community service and public service as instruments of active employment policies to lower the number of the unemployed in their territories. The objective of this thesis was to evaluate the opinions of how unemployment should in the region be dealt with by means of community service and public service as instruments of active employment policy and public service. The thesis was divided into a theoretical and practical parts. The theoretical part of the thesis explains concepts concerning these questions including relates themes. To achieve my objective and to verify the hypotheses set I used the quantitative research, in particular questionnaire investigation in the municipalities in the region of České Budějovice. The hypothesis ?Most municipalities use community service to lower their own personnel expenses? was not confirmed, and the hypothesis ?Municipalities consider public service as a possibility to increase the income of their citizens in material poverty? was not confirmed either. This bachelor thesis may provide the Labour Office of the Czech Republic - Regional Branch in České Budějovice with a feedback about the use of community service and public service.
