Institut veřejné služby je upraven v zákoně č. 111/2006 Sb., o pomoci v hmotné nouzi, kde byl zakotven s účinností od 1. 1. 2009. Jelikož je novelizace zákona č. 111/2006 Sb., o pomoci v hmotné nouzi, plánována pro rok 2016, je téma mimořádně aktuální. Cílem práce je analyzovat jak vývoj a využití institutu veřejné služby, tak i jeho vybrané dopady především na osoby v hmotné nouzi, dlouhodobě nezaměstnané a subjekty organizující tento institut. Po analýze legislativních dokumentů souvisejících se zákonem č. 111/2006 Sb., o pomoci v hmotné nouzi, jsem došla k závěru, že veřejná služba by měla mít místo v právním řádu České republiky, avšak pouze v případě jejího vhodného nastavení, tzn. funkčně nastavené podoby, která bude podložena kvalitním legislativním zakotvením. The Public Service Institute is regulated by the Assistance in Material Need law n. 111/2006 Coll., which came into force on the 1st of January 2009. This issue is still up-to-date as the Assistance in Material Need law n. 111/2006 Coll. is to be amended during the year 2016. The aim of this thesis is to analyze both the evolution and the utilization of the Public Service Institute and some of the impacts for a person in material need, a person in long-term unemployment and subjects that organize this institute. After analyzing the legislative documents related to the Assistance in Material Need law n. 111/2006 Coll., I reached a conclusion stating that the Public Service Institute should have its place in the legal order of the Czech Republic as long as it is properly and effectively configured and is properly legislatively embedded.
