- 1 - Material security of the elderly - old age pension and pension reform Abstract The topic of this diploma thesis is the material security of the elderly - old age pension and pension reform. Its aim is to present the issue of old-age pensions in detail, to point out the shortcomings of the Czech pension system and offer the possibility of comparing it with the pension systems of Chile, Great Britain and Sweden. The first part defines the legal regulation of old-age pensions and their purpose. The conditions of entitlement to a pension are also described, namely the retirement age and the condition for obtaining the required period of pension insurance. The calculation and amount of old-age pensions are outlined and individual types of this pension are illustrated by using model example. Moreover, the issue of working pensioners is discussed. The second part of the thesis deals with the organization and management of the material security of the elderly. Specifically, the competence of social security authorities in this area is determined and then the individual phases of proceedings before these authorities are described. Pension reform in the Czech republic Abstract This thesis analyzes the development and changes of the pension system in the Czech Republic. The main attention is paid to the legal regulation of old age pension. Old age security is an essential element of the social stability of the state. The share of older people in the population increases in the long term, which places higher demands on the state budget. The main goal of implementation of the pension reform is to take measures to make the pension system sustainable in the future. The thesis is systematically divided into five chapters. The first chapter deals with social rights, their development and enshrinement in the documents of international organizations and the Czech legal system. Social rights belong to fundamental human rights. In the context of the thesis, adequate material security in old age is the most important right. The second chapter discusses the social security system. Its task is to deal with social events affecting the population. It uses various legal instruments for this purpose, especially social insurance. The social security system is affected by number of factors, which are also described in this chapter. This bachelor thesis deals with the problem of the pension system in the Czech Republic and its direction. The theoretical part is focused on determination of the pension system, the legislative definition, demography, wage developments and the economic situation of the population. Furthermore, it points to define the potential risks and the historical development of the pension system. The practical part focuses on a comparison of all three pillars of the pension system and its advantages for different groups of the population, by examining the pension situation in Germany, Netherlands, Poland, Hungary and Slovakia, analysis of commercial entities that offer retirement savings products and the assessment of the advantages and disadvantages of each pillar.
Framing of the pension policy between the years 2013-2017

This bachelor thesis deals with the topic of the framing of pension policy between the years 2013-2017 on the platform of House of Commons. The goal of the research is to identify competing frames and their sponsors, their evolution in the analyzed period and the possible impact the framing had on the final form of the policies. That is achieved using the analysis of the stenographic records and voting of the House of Commons based on the Rein and Shön method through which the frames are reconstructed. In the theoretical chapter there are presented the two fundamental pension models by Bismarck and Beveridge, as well as the pillar system designed by the World Bank. The outcome of the analysis is the identification of the two competing discourses and the schemes of framing of the topics discussed throughout the analyzed period cathegorized based on the scheme inspired by the works of Morávek. The analysis documents the evolution of frames in time and their linkage to the previous election period.
The Selected Aspects Affecting Formation of the Pension Policy in the Czech Republic in 1990-2017

1 Abstract The diploma thesis focuses on defining the factors that significantly influence the frame of the pension reform in years 1990-2017. It observes the evolution of the predominant discourses relevant to each period, as well as the role of political parties, both from the point of view of individual governments and during their activity within the expert committees focusing on adjustments to the pension system. The thesis analyses the election programmes of political parties and movements, which are then confronted with the submitted variants within the I Bezděk Committee and the Expert Committee on Pension Reform. There is also a role analysis of other selected participants, who significantly contributed to the creation of possible reform options. The thesis finds answers to the set hypotheses dedicated to the issue of political parties and their interest and possible consistency in the field of pension reform. The impact of the created coalitions on the deviations from the originally declared intentions and the expert committee's influence on the possible form of the pension reform are discussed, too. Comparative Analysis of Pension Companies that are Involved in the Additional Pension Savings in the Czech Republic

This bachelor thesis concerned with the current situation on the market of additional pension savings in the Czech Republic that has undergone significant changes as a result of the latest pension reform. The thesis primarily aims to draw a comparison of individual pension companies. The introductory part of the bachelor thesis contains a brief description of the czech pension systém, while the vast majority of the thesis is focused on the third pillar of additional pension savings. All essential basic characteristics concerning legislation, history, number of participants, the claims of participants, state contributions and changes since 2013 are specified and analysed. The core of the thesis is a the comparison of individual pension companies according to the number of participants, results of management, structure of investments, the volume of managed assets, equity, capital adequacy and especially achieved appreciation.The conclusion of thesis, based on the knowledge acquired, provides an assessment of transformed funds.
Pension insurance concepts and Czech pension reform

The aim of this thesis is to deal with general types of pension systems and to introduce current Czech pension scheme and its reforms. In general part of this thesis common classification of pension systems is given and advantages and risks of particular solutions are mentioned. Further so called three pillars pension scheme commonly used across European countries is described. Following parts deal with analysis of current Czech pension scheme. Description of public pension legislation focuses on rules for joining public pension scheme, obligation to pay insurance premium, rules for establishment of right to a retirement pension, rules for pension calculation and adjustment of pensions already paid. Survey of main parametric changes implemented continuously on public pension scheme is also included. Fifth chapter is dedicated to so-called small pension reform. Chapter contains analysis of Decision of the Constitutional Court of the Czech Republic which forced a legal amendment of Pension Insurance Act and required to strengthen the adequacy of pensions to prior earnings.
