Redistribuční dopady veřejných financí v ČR

V práci se zabývam otázkou spravedlivé redistribuce sociálních dávek v ČR a provádím jednotlivé výpočty potřebné pro dané zjištění. Součástí práce jsou i charakteristiky jednotlivých sociálních dávek a způsoby jejich výpočtů ve formě tabulek a grafů. V teoretické časti jsou hlavně teoretické vědomosti o dané problematice a v praktické časti jsou veškeré vlastní výpočty (přesný postup výpočtu čisté mzdy, vypočty výši testovaných sociálních dávek a jejich analýza). Pro svoji práci a analýzu všech dat používam programy Microsoft Excel na jednotlivé výpočty sociálních dávek, dále SAS Enterprise Guide, ve kterém spočítavám závislost sociálních dávek na výši čistého příjmu a nakonec samozřejmě Microsoft Word, ve kterém svoji práci píšu. V přílohách uvádím jen první stranu vlastních výpočtů, protože rozsah je moc velký, poslední výpočty jsem ale prováděla na 3026 domácnostech, a právě proto, že jde o velké množství dat, poslední tabulku jsem do svých příloh neuvedla.

Flood control: evaluation of effectiveness of public expenditure programs

Public expenditures are a very important part of public finance. These expenditures are one kind of state interventions. In long term we can observe an increasing trend of public expenditures. Very often, these expenditures are spended inefficiently and uneconomically. To be spend efficiently and economically, it should be obvious to evaluate their effectiveness. But the current situation of this problem in the Czech Republic is not ideal and usually effectiveness is not evaluated. Absence of this evaluation is a big problem of system of public finance. This thesis solves the problem of evaluating effectiveness of the public expenditure programs on the real program, called "Flood prevention". This program is implemented by the Ministry of Agriculture and itś main aim is to increase the protection against flood in the Czech Republic. The first phase of this program was realized in the years 2002-2007 (the second phase has been realized in the years 2007-2012). This thesis is devoted to the first phase and the main aim is to evaluate this program with an available method. One hypothesis was set: That the program "Flood prevention" was effective and all the targets were realized. In this work I tried to find, if this hypothesis is true or fals.

A Proposal of Conception of Pension Reform in the Czech Republic

Hlavními rysy tohoto návrhu jsou zachování průběžného systému financování při současném oddělení penzijního systému od státního rozpočtu, výše vyplácených dávek v závislosti na počtu vychovaných ekonomicky aktivních potomků a konečně získání nároku na výplatu dávek po dosažení určitého věku, bez ohledu na příjem nebo předchozí dobu pojištění. Cílem práce je zjistit, jestli by byl návrh v praxi použitelný, tj. jaké dávky by ve skutečnosti byly vypláceny a jaké platby by byly vybírány, pokud by se podle něho reforma penzijního systému uskutečnila, a to zejména s ohledem na zabudovaný vyrovnávací mechanismus; případně návrh doplnit nebo jej odmítnout. K analýze budoucího vývoje byla použita upravená prognóza Českého statistického úřadu z roku 2002 a některé předpoklady přímo zmíněné v práci. Teoretická část se zabývá dalšími možnostmi uspořádání státem řízeného penzijního systému.

It considers the instruments that operate with the system of public finance and observe the effective implementation of macroeconomic politics and structural reforms. The practical part defines the meaning of the fiscal and financial politics in the development of financial balance on the macroeconomic level.

Klíčové problémy veřejných financí ČR

Veřejné finance jsou složitou ekonomicko- politickou otázkou, která je ovlivňována řadou významných charakteristik. Jsou jimi ekonomický, sociální, ale i demografický vývoj v dané zemi a jiné charakteristiky. V ČR dochází v posledních letech k vývoji, který není příznivý současnému stavu veřejných financí. Velkým problémem jsou kontinuálně rostoucí mandatorní výdaje, nespravedlivý daňový systém, dynamika růstu nákladů státního dluhu či průběžný systém důchodového zabezpečení. Vzniká tak potřeba komplexního zásahu ze strany vlády, která musí sladit ekonomickou kvalitu s politickou přípustností.

Mandatory expenditures development and reform of public finance

The first part of this thesis is investigating the mandatory expenditures. Mandatory expenditures represent facultative expenditures of the state budget. During ten last years significant increase in mandatory expenditures has been seen not only in absolute numbers but also in relative numbers. The proportion of mandatory expenditures in state budget and GDP has increased. Room for other expenditures is diminishing which is threatening long-term stability of public finance. The Mandatory expenditures have become essential problem of public finance. I pay attention especially to social transfer payments. Next part of this thesis is aimed at social sphere of the public finance reform in which government took up activities last year. First of all the causes of reform are analyzed. Besides mandatory expenditures there is great importance of demographic processes and state deficit too. Thesis describes particular changes in social policy and their impact on state budget.

EU Budget as exemplar for solving problems of Czech public finances?

The main objective of this thesis is to point out to situation of Public finance in Czech Republic and analyse it from perspective of institutional framework of budgeting system to find weak its weak points. Simultaneously the similar analysis is compiled for institutional framework and budgeting procedures of EU budget in an effort to find such components, which would be usefull for solving recognized problems in Czech parallel. Theoretical background is provided throught description of particular budgeting systems based on so called Interinstitutional Treatment in case of EU Budget and by Budgeting rule law in case of Czech institutional framework. For better comprehension of Bugeting system in Czech Republic there is incorporated part dealing its evolution since 1918 with accent to recent decades, when the distinctive changes in budgeting rule law were ammended.
