Time-scale analysis of sovereign bonds market co-movement in the EU
Šmolík, Filip ; Vácha, Lukáš (advisor) ; Krištoufek, Ladislav (referee)
The thesis analyses co-movement of 10Y sovereign bond yields of 11 EU mem- bers (Greece, Spain, Portugal, Italy, France, Germany, Netherlands, Great Britain, Belgium, Sweden and Denmark) divided into the three groups (the Core of the Eurozone, the Periphery of the Eurozone, the states outside the Eurozone). In the center of attention are changes of co-movement in the crisis period, especially near the two significant dates - the fall of Lehman Brothers (15.9.2008) and the day, when increase of Greek public deficit was announced (20.10.2009). Main contribution of the thesis is usage of alternative methodol- ogy - wavelet transformation. It allows to research how co-movement changes across scales (frequencies) and through time. Wavelet coherence is used as well as wavelet bivariate and multiple correlation. The thesis brings three main findings: (1) co-movement significantly decreased in the crisis period, but the results differ in the groups, (2) co-movement significantly differs across scales, but its heterogeneity decreased in the crisis period, (3) near to the examined dates sharp and significant decrease of wavelet correlation was observable across lower scales in some states. Debt Brake as an Instrument for Consolidation of Public Budgets in Germany
Sillmen, David ; Mlsna, Petr (advisor) ; Kučera, Jaroslav (referee)
The presented thesis examines the process of adoption of new constitutional rule - debt brake - into german Grundgesetz. Germany attempts to establish the debt brake not only on European level, but also recommends other EU states to accept it. The goal of this thesis is to descripe and evaluate the process which has led up to acceptance of the debt brake as one of potential solutions to stop the excessively growing indebtedness and which has been by far influenced by the work of II. commision for federalism reform. The thessis strives to answer the questions if there was political, expert and social agreement on the issue, how does it influence budget sovereignty of the federal lands and if it really can be an effective instrument in the effort for stopping of indebtness increase, alternatively if it brings any effect even before it came into force, for example in the form of preparing of the budgets for 2016 and 2020 respectivelly. One part of the thesis is dedicated to Swiss debt brake, which served as a model for the german one, especially in terms of it's functionality. Even though it is complicated to evaluate the debt brake before it came into force, the results of the thesis showed for example the problematic nature of the relation between debt brake in the Grundgesetz and individual...

Comparison of the Market Regulation in the EU and in the USA in the Context of Economic Crisis
Beránek, Jaromír ; Hraba, Zdeněk (advisor) ; Borkovec, Aleš (referee)
Jaromír Beránek - Comparison of the Market Regulation in the EU and in the USA in the Context of Economic Crisis Abstract: Once the U.S. real estate bubble burst in 2007 and most of the major American banks ran into a financial distress following the rising number of mortgage defaults, few foresaw that these problems would grow into the biggest global crisis since 1930s. Soon it turned out that the fall was inevitable. Due to the lack of regulation an uncontrolled growth in bad credits occurred over the years preceding the crisis outbreak. Financial institutions, silently supported by credit rating agencies, started pushing complicated and opaque investment instruments into the hungry market, and investors gladly bought them, motivated by the promise of high bonuses. The ongoing process of globalization and international linking of financial markets significantly accelerated the evolvement of the crisis and contributed to its spread around the world. Burdened by the immense costs of bank bailouts governments of many countries faced a threat of an imminent bankruptcy, and were forced to seek international aid. In the EU, the USA and on the international scene, several initiatives arose, striving to create effective regulatory reforms and to strengthen tools for a timely identification and prevention of...

Fiscal rules in selected EU countries between 2004-2015: sensible method for consolidation of public finances or fad of politicians?
Veselý, Lukáš ; Strejček, Ivo (advisor) ; Chmelová, Pavla (referee)
The subject of fiscal rules is very topical issue. The rise of public debt in certain developed countries resulted in what is sometimes called "debt crisis". Debt of those countries which is higher than their annual gross domestic product is viewed as unpayable by some economists. The main objective of this thesis has been to prove or disprove hypothesis that the fiscal rules studied in this paper are an effective solution for public finance consolidation. This verification was based on the analysis of fiscal rules functioning in selected countries between 2004 and 2015. As per results of analysis the paper aims to give recommendations for the Czech financial constitution proposal. The actual results of inquiry proved the hypothesis. Well-chosen fiscal rules are the right way towards fiscal consolidation, provided they are observed. Fiscal rules making thus requires an emphasis to be placed on the well-formulated exit clauses altogether with prospective sanctions. The current Czech financial constitution proposal is built on the correctly picked fiscal rule type, although the reference value lacks economic sense and it would not lead, with a high degree of probability, towards fiscal consolidation.
