Jaromír Beránek - Srovnání regulace trhů v EU a USA v kontextu ekonomické krize Abstrakt: Když v roce 2007 splaskla realitní bublina ve Spojených státech a americké banky se ocitly ve finančních potížích kvůli narůstajícímu počtu nesplácených úvěrů z hypoték, málokdo tušil, že tyto problémy přerostou v největší světovou krizi od 30. let minulého století. Záhy se ukázalo, že pád byl nevyhnutelný. Vinou nedostatečné regulace došlo během let před vypuknutím krize k nekontrolovatelnému nárůstu špatných úvěrů, finanční instituce za tiché podpory ratingových agentur zaplavovaly hladové trhy složitými a neprůhlednými investičními nástroji a samotní investoři byli k jejich nákupu motivováni vysokými odměnami. Postupující globalizace a propojování trhů vývoj krize zásadně urychlily a přispěly k jejímu rozšíření do významné části světa. Pod tíhou obrovských nákladů na záchranu otřesených bank se vlády mnoha zemí samy ocitly tváří v tvář hrozbě bankrotu a byly donuceny vyhledat mezinárodní finanční pomoc. Na půdě EU, USA i v rámci mezinárodního společenství vznikly četné iniciativy s cílem vytvořit účinné reformy systému regulace a posílit nástroje pro včasné odhalování a předcházení systémových rizik, aby se podobná krize v budoucnu již nemohla opakovat. Jaromír Beránek - Comparison of the Market Regulation in the EU and in the USA in the Context of Economic Crisis Abstract: Once the U.S. real estate bubble burst in 2007 and most of the major American banks ran into a financial distress following the rising number of mortgage defaults, few foresaw that these problems would grow into the biggest global crisis since 1930s. Soon it turned out that the fall was inevitable. Due to the lack of regulation an uncontrolled growth in bad credits occurred over the years preceding the crisis outbreak. Financial institutions, silently supported by credit rating agencies, started pushing complicated and opaque investment instruments into the hungry market, and investors gladly bought them, motivated by the promise of high bonuses. The ongoing process of globalization and international linking of financial markets significantly accelerated the evolvement of the crisis and contributed to its spread around the world. Burdened by the immense costs of bank bailouts governments of many countries faced a threat of an imminent bankruptcy, and were forced to seek international aid.
