Economic risks of unfavourable demographic development of the Czech Republic

The aim of the thesis is to analyse the forecasts of unfavourable demographic development - the ageing of the population of the Czech Republic and the impact of these demographic changes. With the ageing of the population, the growth of public expenditure, especially the expenditure on old-age pensions and health care, is gaining importance. The paper discusses the possible impacts of population ageing, the sustainability of the existing old-age security system and the economic aspects of the negative impacts of population ageing.

The aim the thesis is to describe the legislation of old age pension in the Czech Republic which is currently being in a process of significant change due to unfavourable demographical development in our country - birth-rate is decreasing, average life expectancy is increasing as well as the average age of a population. The result of ageing of the Czech population is an inability to maintain the current system, because of its financial demands. Old age pension is the most common benefit of a social insurance and its costs represent the highest expenses of the social insurance. Old age pension is supposed to substitute the loss or restriction of a salary which are caused by the age as well as by social occurrence. The thesis is composed of five chapters. The most important terminology related to old age pension is defined in the first part, followed by the description of its historic development, which has had an impact on the Czech legislation used nowadays. The paper also focuses on the conditions of an old age pension legitimate claim and describes the process that is used in terms of social insurance procedure. Resumé - Cizí jazyk The Development of the Czech Republic Pension System and Its Application in the Legal Form The In this thesis I presented a comprehensive overview of the current pension system in the Czech Republic and introduced some changes to the pension system of the Czech Republic that has been already clarified or will be very probably clarified by the modifications in the legal regulations. The content of my thesis is directly related to the pension reform in the Czech Republic and I also described some impacts of the modifications in the legal tax regulations system.Czech Republic is another country that will have to deal with unfavorable demographic progress of its population such as increasing number of seniors and decreasing amount of subjects that contribute to the pension system. That might result in the financial instability and that is also a reason for preparation and implementation of the Czech pension system reform. Pension insurance concepts and Czech pension reform

The aim of this thesis is to deal with general types of pension systems and to introduce current Czech pension scheme and its reforms. In general part of this thesis common classification of pension systems is given and advantages and risks of particular solutions are mentioned. Further so called three pillars pension scheme commonly used across European countries is described. Following parts deal with analysis of current Czech pension scheme. Description of public pension legislation focuses on rules for joining public pension scheme, obligation to pay insurance premium, rules for establishment of right to a retirement pension, rules for pension calculation and adjustment of pensions already paid. Survey of main parametric changes implemented continuously on public pension scheme is also included. Fifth chapter is dedicated to so-called small pension reform. Chapter contains analysis of Decision of the Constitutional Court of the Czech Republic which forced a legal amendment of Pension Insurance Act and required to strengthen the adequacy of pensions to prior earnings. The Czech Republic pension system - developments after 1989 and its reform

The present thesis focuses on the analysis of the Czech pension system reform. In order to understand the respective consequences, the analysis is put into the context of the development of the Czech pension system after 1989. In addition to the value aspect, attention is paid to the demographic, legislative, political, economic, social, institutional and international aspects of the pension system, its arrangement, financing and financial sustainability. The comparison of the pension reform implemented by the coalition government of Prime Minister Petr Nečas with the concept of pension reform of the opposition Czech Social Democratic Party by the criteria of budgetary responsibility, quality of life of pensioners, solidarity, social justice, equivalence and resilience of pension reform in time is also emphasised. Theoretical bases include the theory of path dependency, the theory of institutionalism, the welfare state theory, the theory of corporatism and the criterion anchoring of the reform. The present thesis applies the method of analysis of secondary data and the method of comparative analysis. To obtain secondary data, methods of document and data record searching are utilised.
The role of the Czech public media in the pension reform discourse

The thesis 'The role of the Czech public media in the pension reform discourse' aims to provide a critical reflection on the role of the Czech Television and the Czech Radio in the debate over the changes in the pension scheme of the Czech Republic. The principal method used for that is the discourse analysis, which comprises quality and quantity analysis of the media output, interviews and personal observation. The research project focuses on the context the debate over the pension reform occurs and how it is presented in the public media. The theoretical part summarizes the theoretical concepts used in the research project, i.e. concepts from the field of public policy, social policy, mass communication and discourse analysis. The empirical part examines the institutional development of the pension reform, its variations in political, scholarly (Czech and international) and public discourse. The major part of the research project is based on the discourse analysis of the pension reform discourse in the Czech public media. The role of the public media in the pension reform discourse is deduced on the basis of the theoretical and empirical parts.
Research of expert capacities of Czech political parties in the field of reform of the pension system

Political parties in the Czech Republic have a dominant position in decision-making and nomination of public representatives. At the same time they must deal with complex problems, such as pension reform. I suppose therefore that they need an expert opinions for building their decision-making. Therefore, I would like to figure out my research how to deal with this, how they are able to generate the requisite expertise and how that expertise is used in the final decision. I wonder how institutional arrangements of political parties affects the process of creating professional views on public policy, namely to focus on the reform of the Czech pension system. Where and how exactly are formed the expert views on the functioning of the pension system in different political parties? I would like to reveal the basic criteria that determine who is considered an expert, and how this person is related to the organization of political party. I also focus on mainstreaming expertise during the subsequent political decisions. The basic methods of research will document analysis, interviews and observations.

Advisory Bodies and Expertise in the Czech Politics - Epistemic Communities and the Influence on the Reforms of Higher Education and Pension System Master thesis Bc. Kateřina Merklová The Master thesis Advisory Bodies and Expertise in the Czech Politics - Epistemic Communities and the Influence on the Reforms of Higher Education and Pension System concerns with the relation between politics and expertise. So-called epistemic community represents the knowledge interpreter that we consider an independent actor in the political process. In the theoretical part of the text, we have explained the original definition of the concept as well as its critics and case studies that cover various contexts. Following most of the authors, we have applied a looser definition of the concept and deconstructed its rigid criteria. The empirical part of the thesis presents a case study (N=4) based on comparative methods that analyzes variable influence of four particular epistemic communities (the authors of the White Paper on Tertiary Education, Bezdek's Committee, Bezdek's Committee II, and the National Economic Council) on policy-making process and its sources.
