1 Systém důchodového pojištění a aspekty ovlivňující jeho vývoj s důrazem na demografické změny Abstrakt Diplomová práce se zabývá popisem současného systému důchodového pojištění v České republice a pokládá si za cíl důchodový systém zhodnotit na základě aspektů, který jeho vývoj ovlivňují. Zásadní faktorem, který systém ovlivňuje je demografický vývoj. Autorka v práci popisuje relevantní demografické ukazatele a jejich vývoj a předkládá závěry vyplývající z prognózy vývoje obyvatelstva. V roce 2021 činily výdaje na sociální dávky 37 % veškerých výdajů státního rozpočtu, tj. 697 mld. Kč, z čehož tvoří téměř 77 % výdaje na dávky důchodového pojištění ve výši 536 mld. Kč. Příjmy státního rozpočtu z povinného pojistného na sociální zabezpečení činí 41 %, tj. 562 mld. Kč. Jak je z těchto údajů patrné Česká republika se bude do budoucna potýkat s nedostatkem finančních prostředků v důsledku předpokládaného stárnutí obyvatelstva, a proto autorka v diplomové práci představuje možné scénáře, kam by se systém důchodového pojištění mohl do budoucna vyvíjet. Značná část práce je zaměřena na první pilíř důchodového systému, tj. důchodové pojištění, kde autorka popisuje veškeré koncepty vyplývající ze zákona. Poslední... 1 The pension insurance system and aspects affecting its development with an emphasis on demographic changes Abstract The diploma thesis deals with the description of the current pension insurance system in the Czech Republic and aims to evaluate the pension system on the basis of aspects that affect its development. Demographic development is a key factor influencing the system. The author describes the relevant demographic indicators and their development and presents conclusions resulting from the forecast of population development. In 2021, expenditures on social benefits accounted for 37% of all state budget expenditures, ie CZK 697 billion, of which almost 77% were expenditures on pension insurance benefits in the amount of CZK 536 billion. State budget revenues from compulsory social security premiums represent 41%, ie CZK 562 billion. As these data show, the Czech Republic will face a lack of funds in the future due to the expected aging population, and therefore the author presents possible scenarios in the diploma thesis, where the pension insurance system could develop in the future.
