Evaluation and motivation in public administration

The theme of the bachelor thesis is the evaluation and motivation of employees in public administration. The introductory part outlines the evaluation and motivation of employees on a general level, and then describes the specifics applicable for public administration. The practical part is focused on the evaluation and motivation systems used at selected institutions of public administration. It aims to assess these systems, suggest possible recommendations and find out whether the systems in use include modern management methods, such as evaluation interviews, competency models and regular system of employee evaluation as such. The research method consisted of interviews with human resources managers at selected institutions of public administration. Complementary information was obtained from materials created by these institutions themselves. All institutions of public administration are governed by Act No. 234/2014 Coll. on Civil Service, enshrining the evaluation of state employees. However, it depends on whether employees are evaluated formally, or if additional evaluation tools beyond the framework of the law are deployed, e.g. competency models. Officials of territorial authorities are subject to Act No. 312/2002 Coll., which does not explicitly define employee evaluation, yet employees are evaluated at many regional as well as local administration units. The results of the research survey confirmed that modern management methods are used in public administration and that the evaluation systems do not have any significant shortcomings.

Sustainable tourism development of Vysocina Region

The diploma thesis deals with the topic of sustainable tourism development at the regional level. This phenomenon is elaborated on the example of Vysocina Region. To evaluate sustainability of its development, the potential of this touristic destination is researched regarding various areas, including key products. These are subjected to comparisons with recommendations of significant tourism organization for the purpose of assessing the sustainability of tourism. The diploma thesis also includes a comparison with other Czech regions experience as a touristic destination. Vysocina Region has favourable initial conditions for its sustainable development, especially regarding supply of key products, which include both environmentally friendly goods and cultural attractiveness contributing to the personal development of individuals and promoting intercultural tolerance. The main issue appears to be the spatial imbalance of its development in the region, caused mainly by the concentration of tourist activities to certain areas and low local initiative in the less attractive areas. The diploma thesis proposes a number of solutions, such as utilization of geocaching and products of gastroturism, supporting the foundation of local destination management organisations, promoting cycling tourism and the foundation of highly visited tourist destinations.

Conditional preparation of members of the Police of the Czech Republic

Résumé Name of the Project: Conditional preparation of members of the Police of the Czech Republic The aim of the Project: The aim of this Project is to resume and to evaluate contemporary situation of conditional preparation and its testing applied to the members of the Police of the Czech Republic in the selected districts of the Central Bohemian Region. Methods: I have received information necessary for completion of my diploma work from research of available literature, law and other sources that deal with the given problem. I have analysed documents and evaluated obtained data (results of revisions) to confirm or rebut the specified hypothesis. Furthermore, I have questioned anonymously policemen in the selected districts of the Central Bohemian Region. Afterwards, I have evaluated the questionnaires and have resumed obtained data for final interpretation and final comparison and evaluation. Results: Discovered knowledge presents overall state and testing of conditional preparation and introduces opinions and attitudes of policemen towards conditional preparation. Key words: conditional preparation, physical fitness, movement abilities, motoric tests, lawful rules.

Entrepreneurship in the nonprofit sector - a project of educational organization

The organization, founded to provide education in accordance with relevant legislation,is not a typical business organization. Even if such an organization is not primarily focused on making a profit it has basically the same needs as a regular business entity. The organization needs to set its internal system of economic management based on the chosen strategy and real "business" plan, choose an effective marketing strategy to gain clients and to be competitive in a market economy environment. Moreover, we need to know and meet legislative requirements relating both to the relevant area of education and then on the very organization that provides education. Private School, which bears the form of a school legal entity, in a situation where by law to their complementary activities can develop entrepreneurial activities, but these activities can in no way limit the principal, ie the educational activities of the school. In our society the education is regarded as a public service that is or should be given for free, especially basic education. Indeed Municipalities have an obligation to ensure compulsory education for all children residing within their territories and public schools have an obligation to provide basic education free of charge. Finances of public schools are covered by regional budgets in particular, private schools are eligible for non-investment grants linked to the number of pupils in school. Conditions for the individual operating in the area of preschool and primary education, are manifestly diverse, affecting both the competitive environment, and efficiency of the education system.

The American Foreign Policy with the Middle East : from the earliest days to the Obama’s mandate

The following dissertation is an attempt of analysis and understanding of the foreign policy of the United States in the Middle East region and its evolution through time. Considering the fact that the Middle East region is or at least used to be a vital region for the United States national interests, the dissertation presents an exhaustive list of major events that have been major shifts in the US foreign policy in the region. The more or less chronological timeline allows the reader to have a better understanding of the evolution of the US foreign policy. The result of the dissertation is the identification of different patterns of foreign policy and to put the spot on the reasons of the changes of these patterns. Nevertheless, the history of the Middle East region and the incredible number of major events through the 2Oth century and the early 21st century make impossible to deal with all of them. Moreover, analysis and comments are based on academic research, but the dissertation remains subjective and may lead to discussions and debates.

Products with Protected Designations of the European Union and Their Position in Regional Tourism

The master thesis deals with products with protected designations of the European Union. The main objective of the master thesis is to evaluate the importance of the chosen product with protected designation of the EU in regional tourism and analyse the perception of the product by a producer and by tourists. The sub-objective is the description of the European system of food labelling. The thesis is divided into five main chapters. The first part explains basic concepts which are related to the thesis. The second chapter introduces the best known food quality labels. Greater attention is devoted to the description of the food protection system of the EU. The third chapter deals with the characteristics of the chosen region Beskydy-Wallachia. The second part of this chapter is focused on the chosen protected product Štramberské uši. The forth chapter includes a structured interview with the chosen producer of Štramberské uši and a survey research, which was conducted in two phases. The last chapter contains the evaluation of the implemented survey. The main finding of this thesis is the fact that a relatively high percentage of respondents know the product Štramberské uši. An interesting finding is the fact that only a small portion of them know that the product Štramberské uši is the holder of the protected designation of the European Union. The chosen producer of Štramberské uši sees the main benefit of the label in greater publicity. Among problems he ranks the enforceability of the label and lack of general promotion of Štramberské uši.

Anti-Plague texts in the late Middle Ages and the Early modern period.

The theme of this work are late medieval and early modern time anti-plague treatises and official regulations against plague. In times when many countries and even continents were affected by plague, many city councils and rulers themself had the treatises printed in order to reduce the risk of transmission of the infection and development of the illness. The treatises adjusted regulations of towns and villages. These official decrees against plague were supplemented with plague treatises that were written for inhabitants of towns affected by black death. Many of them were written in Latin and therefore incomprehensible to uneducated people. It changed when a doctor Jan Černý wrote such a treatise in Czech language. The treatises advised not only how to prevent plague but also how to treat it. I divided my work into two parts. In the first part I describe particular plague epidemics that took place especially in Bohemia and Moravia. I progressed chronologically from antiquity to the 18th century and described whole course of epidemics in various regions. In the second part I focused mainly on different ways how these treatises deal with prevention and treatment of the disease. I made a comparison of various plague treatises from Prague, České Budějovice and Nepomuk. In order to gather data and informations I focused on historical sources and literature that give us informations from people who had first-hand experience of plague. I do the overall comparison and critique of these sources in seperate chapter. I believe this work can work as an educational material for students and teacher

Public support from the Czech and Community law perspectives

Resumé The state aid from cognition of Czech and Community law The definition of state aid consist primary the Treaty establishing the European Community (TEC). In article 87/1 TEC is explicit basic signs, which comprehensive: support in any form, attractive act, grant from state resources, possibility violation of contest and influence on members states. It's also referred as primary Community law. It's base on principle "common prohibition" their grant. But exist the three exceptions: compatibility on TEC, block reserve and compatibility by decision of Commission. The secondary legislation includes many regulations, directives and court rulings. Especially I illustrated: statute n. 659/1999/EC, which consists detailed form of article 93 TEC, statute for national regional aid (n. 2006/C 54/08), environment (n. 2001/C 37/03), science and research (n. 2006/C 323/01), employment (n. 2204/2002). The Czech Republic is a member of European Community and that is why must respect above mentioned legislation. The others statutes exists as supplement to community legal rules. As main base present the investment incentives act, n. 72/2000 Col. . But presently be in progress.
