Oblast personálního řízení je nezbytnou součástí každé instituce a zahrnuje spoustu aktivit a modelů, které je při aplikaci vždy nutné přizpůsobit danému prostředí. Příspěvek nejprve stručně představí několik moderních trendů, které se aktuálně implementují v oblasti lidských zdrojů. Do hlavní části příspěvku jsou zařazeny tři vybrané oblasti, které mohou být využity ke stabilizaci a při rozvoji lidských zdrojů v informačních institucích a knihovnách. Účelem příspěvku je poskytnout přehled s náměty, které mohou posluchačům pomoci rozšířit perspektivy při řešení agendy spojené s personálním řízením.

National Technical Library and Smart Administration: Effective information services for public and state administration

Pojem Smart Administration označuje strategii Vlády ČR s názvem „Efektivní veřejná správa a přátelské veřejné služby“, jejímž cílem je zlepšení kvality služeb veřejné správy a veřejných institucí. Tato strategie je realizována prostřednictvím projektů, financovaných z EU. Jedním z nich je i projekt Efektivní informační služby NTK, realizovaný v Operačním programu Lidské zdroje a zaměstnanost (OP LZZ). Příspěvek posluchače seznámí s formou aplikace Smart Administration na oblast Národní technické knihovny.

Process Management and Document Control in a Market Surveillance Authority

This diploma thesis deals with the process analysis and documentation of the Czech Trade Inspection Authority, a market surveillance authority in the state administration. The main objective of this thesis is the mapping of operational processes within the organization and identification of their potential weak points. The author of the thesis then proposes ideas for their improvement. The main tool for process analysis is the 5. criterion of the CAF model (Common Assessment Framework), which takes into consideration the specific needs of public administration. The thesis then focuses on the analysis of documentation, tries to find its strengths and weaknesses and finally ideas for its improvement.
Public service of Czechoslovakia in 1918-1989

The bachelor degree thesis deals with the history of public administration on the territory of Czechoslovakia in 1918-1989. The objective of the thesis is to describe individual periods in the development of public administration and to mutually compare them. In relation to historical circumstances the thesis is divided into the following parts: the First Czechoslovak Republic, the Second Czechoslovak Republic, Protectorate of Bohemia and Moravia, postwar years (1945-1948) and the communist period structured based on periods of validity of individual Czechoslovak constitutions (1948-1960, 1960-1968 and 1968-1989). Each chapter is further divided into shorter subchapters that e.g. split the periods into shorter sections and deal with public administration in individual parts of the country or with specific fields of administration. The thesis also contains maps documenting territorial division of Czechoslovakia in the individual periods.
Possibilities of providing services of Public Administration using ITIL best practices

This thesis aims to answer a question whether it is possible to provide public administration as a service and how can ITIL be used. The thesis is divided into three parts. In the first part of the thesis the theory of management is broken down, the basic concepts are explained and a brief history of the development of public administration in the Czech Republic to the present as well as briefly introducing the expected developments in the near future. The second part of the thesis explains the ITIL framework as the de facto standard for IT management. This Includes the life cycle services, starting with the requirements of customer service through service strategy, service design, service transition, service operation and the ending stages of continuous service improvement. Third section introduces the concept of PAIL as an analogy to the ITIL methodology. Removing the "IT" from "ITIL" makes an "IL", an infrastructure library of good practice, where we find instructions on how to provide, generally, any form of infrastructure services. The essence of this methodology, it the "IL", featuring the specifics of public administration "PA", thus arises as the methodology "PAIL", a " public administration infrastructure library". The design of PAIL takes into account the differences between public administration and providing IT services, however the two methodologies are based on the same principles of service management. As an example of possible implementation in public administration PAIL shows the applicability of the methodology on the example of a single point of contact for the public administration called the "Public Service Desk".
The system of remanuation in the public administration

The main role of the public administration are their employees. Their quality guarantee the quality of service given by them and their effectiveness is the source of the whole organization. The objective of this diploma thesis is the analysis of the system of remanuation and evaluation in the public administration. Within this objective is finding out, to what extent is existing system of remanuation based on the evaluation according to job performance and what way is used this evaluation during fixing of rate of the bonus. Following the objective of this work is also examined to what extent it is possible to apply the knowledge in the sphere of remanuation from private sector in conditions of public administration and what way is the theory of remanuation and evaluation of performance aplicated actually in the three bureaus of public administration.
Job satisfaction in public administration

The goal of this thesis was to research and examine the rate of job satisfaction at specific conditions of the public administration its dependence on demographic dispositions of respondents. The rate of job satisfaction was examined on the representative sample of 71 respondents at municipal authority of Žďár nad Sázavou. There were 64 subordinate employees and 7 executives participated on the research. According to this research, civil servants proved to be more likely satisfied with their job and its aspects. Even there, nevertheless several respondents turned to be dissatisfied with certain aspects of their job. In conclusion, average rate of satisfaction in public administration seems to be growing with the age of respondents and executives proved to be more satisfied than subordinates.
Labour Market Requirements in the Area Local Public Administration

This bachelor thesis deals with the area of labor market in local public administration in a choses region - Vysočina. In the first part, the labor market is characterised, both as a general term and also as a specific field in public administration. The following part is about competences on the labor market, according to which the job position requierements are specified. Then, there are information about structure of local public administration with focus on extended municipality powers. The practical part of the thesis deals with managerial positions in public administration. I analyzed their requirements and numbers of vacancies in municipalities with extended powers in the Vysočina region.
