Social Housing in the Czech Republic - The Story of one Law

Diploma thesis "Social Housing in the Czech republic - a story of one law" deals with an issue of attempting to adopt a law of social housing in the Czech Republic. The thesis is based on historical institutionalism approach that identifies institutions as the essential factors on development of an enviroment where the formulations of design of the social housing policy come from. The analytical part follows a pattern of social constructivism and applies the features of discoursive analysis. The conclusions drawn from the analysis indicate that there are two dominant discoursive frames which influence the public policy debates on how to deal with the problem of non-existence of social housing in the Czech Republic. One discoursive frame points out the liberal perspective which is based broadly speaking on economical calculus and importance of individual deservedness. The second - social - frame promotes the principles of social cohesion and solidarity with the most vulnerable groups in society. These perspectives influence the shapes of suggested policy arrangements that are presented as a solution of an inaccesability of housing for specific groups in society and most likely determine possible controversions in the future.

Balance between career and the family life from the point of view of an employer in the public sector: A case study of one public sector organisation Abstract Adéla Babková The diploma thesis is focused on the topic of the attitude of the employers to the parenthood of the employees. Different scientific researches prove that in the Czech Republic, there is a strong opinion that the best strategy for the development of a little child is an all-day mother's care at home till reaching the age of three years. Other researches show that there exists a discrepancy in the declared interest in using different forms of work-family balance tools and the real situation in this field. The aim of this diploma thesis is to understand and to explain the attitude of an employer to the parenthood of the employees and to the different situations that the parenthood of the employees can bring. In the first two opening chapters of the diploma thesis, there is an introduction to the topic and its context, the definition of the research problem and the research inquiries. Evaluation of deinstitutionalization and transformation of substitute care in Slovakia

Diploma thesis is concerned about social and legal protection of children in Slovak republic. Main focus is on de-institutionalization and transformation process which is still ongoing in substitute care. Changes which occurred during previous realization of de-institutionalization process are evaluated by implementation theory. Findings from interviews with experts were used to identify implementation deficit. Identification of key stakeholders helped me for handling with interactions between them. Important theory in this implementation process is also "street-level bureaucracy" which identify deficiencies between governmental level and social workers. All found information was at the end of diploma thesis processed to SWOT analysis.
Role of non-governmental sector in the field of alternative child care in the Czech Republic

The summary goal of this thesis is to characterize how the issue of alternative child care in the Czech Republic is solved, to characterize the system of alternative child care and it's problematical areas, and also to analyze the role of non-profit organizations in the society generally, and specifically in the solving of issue of alternative child care in the Czech Republic. The theoretical part of this thesis deals with concept of civil society, with typology of its organizations and their functions in the society, and also with chosen theories which explain functions of non- profit organizations in the society, and also with the history and the present of these organizations in the Czech Republic. Afterwards this theses characterize the system of the care of endangered children in the Czech Republic, the system of the alternative care of children and also contemporary reform of the care of endangered chidren and its important concepts of psychological deprivation of the children in institutional care and of rehabilitation of family. Olga Angelovská The thesis titled "The Hospice Care Regulation in the Czech Republic" is about hospice care in the Czech Republic of its development due to the following important foreign and Czech documents in health and social care. The main reason that leads me to the elaboration of this work is particularly ambiguous and rather one-sided definition of hospice palliative care in the Czech Republic in terms of health care. In the analysis and evaluation, which is the main part of the paper I will draw on already existing documents and data that relate to the topic immediately. Another integral part of the consultation and discussion with experts from the ranks of both health and social services in providing care face barriers that currently has inadequate definition of the operation itself. Marriage and cohabitation : comparison of opinions and attitudes of young people and adult generation

The bachelor thesis called "Marriage and cohabitation: comparison of opinions and attitudes of young people and adult generation" focuses on changes of demographic behavior of the Czech population which started to appear after the Velvet revolution in 1989. One of the changes was a denial of marriage as the ultimate form of partnership, which led to the expansion of cohabitation as an alternative form of marriage. According to the normative theory and the theory of second demographic transition, these changes were caused by the turn in values. This thesis uses a combined research design and using the secondary data analysis and in- depth interviews compares opinions of the two generations on marriage and cohabitation. This thesis also tries to find the factors that affect these opinions and examines, if there is a generation transfer of the values in a family. The results show, that young people are more tolerant towards the cohabitation, which however does not necessarily mean that they also prefer this form of partnership in their own personal life. Apart from the age, the important factors are also sex, marital status and education. The interviews showed, that the marriage of young peoples' parents proves to play an important role when it comes to forming their own opinion about this topic.
Evaluation of the labour market policy and employment services reform in the Czech Republic in 2011

The thesis deals with an institutional reform of public employment services implemented in the Czech Republic in 2011. By merging social benefits administration with employment services into the newly established Labour Office of the Czech Republic, the right-wing government attempted to reduce the staffing and administrative costs of these services and to improve the governance of local labour offices. Another aim of the reform was to unify the management of employment services. Using the theoretical concept of "policy cycle" and "policy fiasco" the thesis analyses these organisational changes in the functioning of public employment services in the Czech Republic. Data consist of interviews with experts on labour market policy in the Czech Republic and two focus groups with employees of labour offices. The thesis concludes that there appeared several mistakes during implementation of the institutional reform of public employment services in the Czech Republic in 2011 in terms of the policy cycle and it can be referred to as a policy. The reform harmed the reputation and efficiency of employment services.
Candidate selection methods and its targeting within Active Employment Policy

1 Abstract Bachelor's thesis "Candidate selection methods and its targeting within Active Employment Policy" focuses on applicant selection methods and criteria, usage of early assessment methods, factors influencing effects and goals of the Active Employment Policy (AEP) and evaluation of the methods and criteria, which are being used at labour offices in Prague. Theoretical section focuses on explaining several crucial terms, which are directly related to selection methods and the AEP focus. At first, a concept of AEP is introduced, followed by a section explaining individual tools. Succeeding part describes factors effecting AEP goals and factors effecting the outcome of individual measures, which are consequential to AEP programs targeting. Last section is dedicated to the methods of early assessment of high-risk groups. Analytical section contains interview analyses, which were conducted with employees of labour offices in Prague. The results are divided into five chapters according to the survey question focus area. The outcome of the survey signifies that a personal approach to each applicant is being preferred. Another crucial factor is applicant's motivation.

Social partnership: role of employers and vocational schools in employment of young people Barbora Veverková Abstract This thesis "Social partnership: role of employers and vocational schools in employment of young people" deals with the issue of cooperation between schools and employers in vocational education. The paper uses theoretical background such as theory of employability, diversified system of education and dual system of education. It deals with the issue within the system set in Czech Republic and it examines the way it works. In this context, the paper shows historical background of the partnership and also its legislative background. It examines changes in consequences of new curricular reform and the making of school education programs and it brings closer look at the concept of cooperative model of vocational education. On the base of specific examples of cooperation of schools and employers it is showed how this works in our country and also in Germany, it evaluates the setting of the system and identifies its main problems.
Sandwich generation: women between work and caregiving

The paper deals with the phenomenon of sandwich generation. Specifically, it focuses on women, since they themselves often take on a commitment of care and therefore are more likely to become members of the sandwich generation, i.e. people who take care of still non- autonomous generation of offspring, and simultaneously of generation of aging parents. They are also trying to be autonomous entities and therefore have to combine family care with work responsibilities. The aim of this paper is to get to know the problems of these women, how they manage to cope with these commitments and what are their problems. This paper also deals with social policy in relation to the sandwich generation. The aim is to map the existing policy measures that affect these women and to find out what measures or services would be appropriate to establish in the future.
