Comparative Analysis of Private Security Companies in the Czech Republic and Slovakia 1993-2012
Doskočilová, Veronika ; Bureš, Oldřich (advisor) ; Ludvík, Jan (referee)
The diploma thesis practically and theoretically deals with the concept - privatization of security. The aim of the practical part is to compare the conception of private security companies in the Czech Republic and Slovakia. The comparison focuses on the factual data (number of PSC, employees, police forces, the amount of wages, the turnover), state regulation and mutual relation of public and private security providers. The findings of the practical part are applied to the theoretical concept of Rita Abrahamsen and Michael Williams - Theory of Security Assemblages. It is based on the claim that the privatization of security is part of a broader process of partial dismantling of the state and at the same time emerging "global assembly, which brings together national and global structures. The privatization of security is enshrined in both the social and the legal environment, and therefore the state itself can participate on its own dismantling by its acting. This is the case of the Czech Republic due to the absence of PSC's regulation, control mechanisms, minimum requirements for skilled employees PSC and the non-definition of the relationship between public and private security sector. It results in weakening the role of the Czech Republic as a guarantor of security. The aforementioned inaction...
From defense alliance to security management: neoliberal institutionalism and NATO's transformation
Suchardová, Hana ; Karásek, Tomáš (advisor) ; Bureš, Oldřich (referee)
Changing environment of international relations, changing conflicts character, and new threats and risks influence North Atlantic Treaty Organization (NATO) and its role in international system. Clear structure of international system ended with end of bipolar division of Cold War. Unclear political equilibrium brought the question of future of NATO. Political concept that was used during Cold war was not sufficient and the Alliance stated again in front of transformation needs. Also during the Cold War the role of national security had been changing. Subject of this research is character of transformation of NATO and its adherence to theoretical premises of neoliberal institutionalism. International institutions are often subject of research in international relations. This thesis reacts on the deficiency of interest about changes and survival of institutions in literature. The thesis works with the theory of Robert O. Keohane that is rooted in the end of the Cold War but has been modified by further author's works. After basic analysis three variables were identified. These are three transformation areas - institutional development, and mission conduct. On the base of theoretical approach analysis three independent variables were added. These were - level of institutionalization, character of...
The influence of international relations discourse on its actors decision-making
Komasová, Sarah ; Drulák, Petr (advisor) ; Bureš, Oldřich (referee)
The diploma thesis experimentally examines the influence of the discourse of international relations schools on decision-making of its actors. The hypothesis presumes that the extent of actors' cooperation is influenced by the discursive framing in which the dilemma is presented. The experimental model has been constructed on the basis of iterated prisoner's dilemma which is presented through discursively influenced narratives as an evolving international relations situation. These narratives, representing an independent variable, have been derived from concrete schools of international relations - realism, neoliberalism and constructivism. Participants of the experiment were assigned to particular experimental treatment on the basis of random assignment. The experiment confirmed a statistically significant difference between decision-making of participants assigned to the realist and neoliberal experimental treatment, fulfilling the condition of random assignment which was controlled through control variables. Understanding of the decision-making process was further enriched by a qualitative analysis of interviews with selected experiment participants; the analysis deals especially with the strategy selection process and the strategy application. The impact of the involvement of hired military units on the course, outcome and consequences of conflicts in Afrika
Šebek, David ; Riegl, Martin (advisor) ; Bureš, Oldřich (referee)
This research is focused on detecting the impact of rental units on internal conflicts in Sub-Saharan Africa. The thesis is based on the discussed issue of the legitimate possibility of engaging such units in a conflict. As part of the academic discussion, there are many arguments for both for and against the usage of such units. The aim of the thesis is investigating if there are any and possibly what are the impacts of rental units are on the course, outcome and consequences of the conflict in Sub-Saharan Africa. During the work, firstly, there is division of rent units into private military companies and mercenaries of the classical style and their delimitation is based primarily on the point of view of international law. Here is the lack of internationally legal anchoring and regulation of private military companies. It is also necessary to distinguish between mercenary from other foreign participants in the conflict, defined as volunteers for this work. Due to the inadequacy of post-war recovery theory, it was necessary to develop parameters describing post-war development, a set of macroeconomic indicators aimed at developing both the economy and the quality of life of citizens. The development of these indicators is examined within ten years after the end of the wars. Part of the thesis is...

Kofroň, Jan ; Tomeš, Jiří (advisor) ; Bureš, Oldřich (referee)
9 Abstract The industry of Private military companies has been one of the most progressive sectors within the frame of the global economy in the last years. The phenomenon is quite recent, when the roots of modern military companies range on the end of the 80's. The problem has obtained wide attention from academics as well as decision makers. The goal of the submitted thesis lies in the exploration of PMC's ability to be an...

Comparison of EU's and ASEAN's counterterrorism efforts
Massita, Natalia ; Bureš, Oldřich (advisor) ; Plechanovová, Běla (referee)
In the past decade, the political world has seen a shift on the global institutions strategies on the fight against terrorism. The aftermath of the 9/11 launched an unprecedented fear over terrorist organizations and demanded immediate actions from global leaders. In this scenario, the cooperation among global institutions became necessary in order to formulate political strategies for counter-terrorism actions. Therefore, this research explores how the EU and ASEAN formulate their policies in the fight against terrorism with a main focus on the comparative analysis between these two organizations. The thesis will aim to analyze the legal and the organizational structure in order to understand the main gaps and the developments that EU and ASEAN acquired by their counter-terrorism measures. Structurally, first some historical background on terrorism and on the agenda of the institutions will be provided in order to give some basic knowledge on the matter. Second, the author will describe the efforts fulfilled by the counter-terrorism agenda and finally, a comparative analysis will be conducted for a broader understanding of the policies to fight terrorist groups.

The EU Counter-terrorism policy from an European integration perspective
Baetz, Sebastian Thomas ; Bureš, Oldřich (advisor) ; Střítecký, Vít (referee)
Bibliographic note Baetz, Sebastian. The EU Counter-terrorism policy from an European integration perspective. 119 p. Master thesis. Charles University, Faculty of Social Sciences, Institute of Political Studies. Supervisor doc. Mgr. Oldřich Bureš, M.A., Ph.D. Abstract The EU counter-terrorism policy is an example of differentiated integration with horizontal and vertical differentiation that can be analyzed with differentiated integration theory. Given the high importance of securing EU citizens' lives and given the uniform integration in other policy fields, this thesis investigates why the counter-terrorism field has not been integrated yet. The method used is a case study of the entire field within the framework of a convergence analysis of differentiated integration theory. The theory suggests that high and asymmetric politicization, asymmetrical interdependence, low preference convergence and weak supranational actors lead to differentiated integration in this field. The analysis can only partly confirm this theory. Politicization is influential but the causal mechanism needs to be specified. The other factors preference convergence, interdependence and supranational actors widely act as expected. Other results of the thesis are that differentiated integration theory is applicable to the field if...
