The powers of municipalities and regions

1 Resume The thesis is divided into two large units, on a theoretical and practical part. Follow the practical part of the work is to be divided on an assessment of selected aspects that are covered by municipal and provincial governments at the European level and in this context, then followed by a separate section on comparative evaluation of the scope of local government in selected European countries. I will focus first on the theoretical part. The issue of regions and municipalities evaluate first in the context of Czech legislation and then subsequently focus on each selected legislation relating to European legislation related to issues of regions and municipalities. Choice of thesis topic was selected based on an appropriate combination of administrative law issues and focus on the broader context of legislation within the EU, which focuses mainly practical part. With regard to the comparison of the Czech legislation and issues of European legislation, so we can get a rich variety of assumptions and considerations, which could be formulated in the context of the considerations de lege fedenda at the level of regions and municipalities. Referendum in Switzerland: Jura canton (case study)

Bachelor's thesis "Referendum in Switzerland: Jura canton (case study)" discusses the possibilities and limitations of use of referenda as an element of direct democracy. The thesis explores purely specific postition of referendum and the use of its types in the political system of Switzerland, which is displayed on the case of procedure, which led to the establishment of the new canton of Jura. Firstly, general typologies of referenda are introduced, from which subsequently, is reflected in decribing the status and the very types of basic elements of direct democracy, which are used in Switzerland. It is also explained the genesis of creation canton of Jura, where through the methods of descriptive content analysis and theory of consociational democracy the process of creating the canton of Jura and the creation itself, which took place through the popular vote in a federal reference. The bachelor's thesis "Scottish National Party and its position after 1999" discusses the development and status of the Scottish National Party since its foundation in 1934 with emphasis on period after the emergence of the Scottish Parliament in 1999. The thesis is focused on the position of the party in political systems of the United Kingdom and Scotland and its efforts to enforce the primary goal of Scottish independence. The basic measures of party's success are election results and participation in decision-making. The author examines the factors influencing the overal image of the party such as ideology, internal situation, party leader, etc. Study of the party documents, such as election manifestos and government programs, is important part of the paper. The impact of the economic crisis on the nationalism of Catalonia

The thesis is focused on the Catalan nationalism as the nationalism of the nation without state and its changes during the economic crisis. The objective is to analyse potential impact of the economic crisis to the Catalan nationalism and its changes after 2008, firstly at the level of public opinion, secondly and mainly at the political level in the frame of the analysis of the Catalan political parties in the Catalan parliament after the elections in 2006, 2010 and 2012. The parties are divided according their demands to the central government using the Dandoy's typology. The intensification of the demands for the independence in the Catalan society and its correlation with the worsening economic indicators, as the unemployment, Catalan debt or the changes of GDP, is analysed by the linear regression analysis in the first part of the study. The connection between nationalist questions and the economic crisis is analysed in the second part of the thesis. Three tools of the election campaign in 2006, 2010 and 2012 are used for this analysis - the electoral programmes, the electoral debates and interviews in television and the electoral spots. Stuttgart 21: political and social reflection

This thesis Stuttgart 21: public and political reflection deals with the railway and urban project Stuttgart 21, in particular with the public and political actions related to the project. The thesis starts with summarization of the factual information about the project and follows with presentation of analyses of the actual protests, which culminated on the "black Thursday" in 2010, when the serious conflict between protesters and police officers occurred. The government reacted by arranging a settlement through the so called dialogs of conciliation, which should have helped to recover from the escalated situation. At these dialogs, which were moderated by the politician Heiner Geißler, supporters and opponents of the project and experts in the area gathered. After these dialogs, the situation calmed down mildly. Solution of the dispute related to the Stuttgart 21 project was really important because the elections to the Landtag of Baden-Württemberg followed shortly after (March 2011). Because of the actions in connection with the Stuttgart 21 project and also because of the nuclear energy elections topic, which emerged due to the accident in Fukushima, the 'Die Grünen' party came into power. Mixed member proportional representation in New Zealand

The thesis is about New Zealand House of Representatives electoral system. In introductory part is briefly presented the political system of New Zealand. Then is currently used electoral system, its genesis and impacts of transition from the first past the post to mixed member proportional system researched. Thesis is in its effort focusing on segments of electoral system and trying to identify its problematic points and to introduce alternative electoral system proposed to the electors in referenda. The thesis is using the electoral studies methods, especially quantitative measuring of attributes of electoral system and party structure within the House of Representatives. Implementation of mixed member proportional electoral system returned New Zealand towards highly proportional electoral results and raised the number of relevant political parties and thus created the praxis of coalition and minority cabinets. Transition to mixed member proportional electoral system, which occurred as a result of referenda, also helped to solve a certain crisis of polity perception connected to first past the post system, which was that time in use. The First and Second Referendum on the Treaty of Lisabon

Master thesis "The First and Second Referendum on the Treaty of Lisbon in Ireland" is a comparative case study, which - using the concept of europeanization - analyses causes, which led to the opinion shift of Irish citizens on the Treaty of Lisbon between years 2008 and 2009. Whereas during the first poll in June 2008 Irish rejected the Treaty, 16 months later it was accepted by an expressive majority, when almost half a million people more voted for it. The thesis clarifies, which elements caused a totally different course and result, explores opinions of individual players such as political parties, government, trade unions, associations of interest or significant companies, observes course of the campaign before the referendum, summarizes and analyses outcomes and subsequent reactions both on national and Union level. From the discovered facts the thesis concludes, that behind the change of attitude of the Irish stood especially external effects. On one side pressure of the other member states of the Union and even the EU as a whole to finalize the process of institutional reform and also explicit refusal of repeating the scenario from 2005, when ratification of the Treaty establishing a Constitution for Europe was terminated after disagreement of France and the Netherlands. Nationalism in the case of Scotland and the possibility of an independent Scottish state?

The thesis presents the process of evolution of nationalism in Scotland. The question is asked whether a Scottish nation exists and what features characterise it and how far its history goes back. This thesis considers the possibility of establishment of Scotland as an independent state and examines the prospective form of that subject from the political and economical points fo view. The first part examines the evolution of Scottish nationalism mainly focusing on the formation and progression of the Scottish National Party, especially during 1960s and 1970s as the period of significant growth of its voters, on the process of devolution and institution of the Scottish Parliament after the SNP's victory in the elections in 2007 and 2011. The second part is focusing on the probability of formation of the independent Scottish state. Firstly, the SNP's conception of the prospective Scotland is summed up and then the final version of the planned referendum is described. The important parts of this account also include research into public opinion and its conclusions. The result of this thesis is understanding of the Scottish nation and its history as well as of the attitudes of Scotsmen to the issue considering their independence.
Swiss semi-direct democracy: a model for imitation?

Main aim of this bachelor thesis is to describe Swiss semi-direct political system. Thesis proceeds from general topics - what are the differences between direct and representative democracy, what is semi-direct democracy and what the typical instruments of direct democracy are. It also describes the Swiss political system, which is currently the only functioning system that can be described as semi-direct democracy. The work deals with the functioning of the highest authorities, the Swiss party system and federalism and how the individual institutes and institutions influence elements of direct democracy. The core of the paper is focused on the functioning of the semi-direct democracy in Switzerland at federal, cantonal and local level. Thesis describes the evolution of Swiss semi-direct democracy and how it is regulated nowadays. The work also incorporates some statistical data about participation of Swiss citizens, usage of individual instruments and also describes conditions which are necessary for acceptance decisions through direct democracy process. Thesis also contains comparison with other countries, the European Union and the Czech Republic and gives some conclusions on the applicability of Swiss system of semi-direct democracy abroad.
