Reform of the House of Lords under the New Labour government 1997- 2010

The House of Lords today is with its ongoing presence of hereditary peers largely seen as undemocratic and illegitimate. In 1997 the New Labour government introduced a manifesto plan to end the hereditary principle and to carry out a democratic reform of the House. This paper seeks to examine the changes to the second chamber under the New Labour government between 1997 and 2010. It is particularly interested in the more substantial changes to the formal institutional structure, such as composition, membership and the powers of the House. It seeks to provide a contextualised understanding of the nature of the House of Lords and the recent changes to it. Through an analysis of official documents and adopted measures between 1997 and 2010, this paper examines whether the real developments of the second chamber met the official plans of New Labour as stated in their manifestos (1997, 2001, 2005). It then examines the reforms and their institutional impacts more in detail. The paper concludes that the government failed to introduce the majority of its commitments. However, it is argued that there were other significant developments that increased the influence of the second chamber on the political process and brought it closer to the standards of modern democratic second chambers.
Comparing of media image of Topolánek,Fischer and Nečas government in periodical Týden

The thesis deals with a compare of media image of Topolanek, Fischer and Necas government in periodical Tyden. I took two aims - first, to find out if any opinion inclination or political orientation is expressed in articles about Czech governments published in the periodical Tyden, second, to compare media image of all three governments among themselves and to trace potential differences. The theoretical section focuses on objectivity and bias, construction and representation. Substantial part of the theory is comprised of specific political communication and mediatisation together with trends in this field recognized in last decades. The empirical section is composed by quantitative analysis that compares representative articles and it is added by an content analysis of front pages of the periodical Tyden. Regardless of a fact, that the Jan Fischer government was very popular in public, the media picture of this particular government is rather negative comparing others. On the contrary there were found specific features showing that the Mirek Topolanek government was pictured more substantially. In In March 2017 within the regular survey CVVM SOÚ AV ČR, v.v.i., questioned respondents about their confidence in constitutional institutions. In this month there was a question about their trust to the Chambers of Parliament, the President, the Government, and Local and Regional Councils.
Evaluation of Bohuslav Sobotka's Cabinet - February 2017

In February survey, the Public Opinion Research Centre focused on evaluation of Bohuslav Sobotka's government. 32% of Czechs are satisfied with the person of Prime Minister, 58% are dissatisfied, 31% are satisfied with government's performance and 58% are not. Government's program 36% of Czechs evaluate positively, 38% hold the opposite stance. Communication with public (30% satisfied / 59% dissatisfied) and personal composition of Sobotka's government (25% satisfied / 63% dissatisfied) are areas in which predominantly critical evaluation of public.

Economic factors influencing government popularity in Slovakia

The aim of this Master´s thesis is to find out whether there is a relation (mainly) between economic factors and government popularity in Slovakia, based on data from the period 2004-2016. The thesis is divided into two parts. The first part describes theoretical aspects of government popularity function and historical overview of past government cabinets in Slovakia. The second part is practical, that explains a methodology used in modelling and results of modelling itself. At the end of this thesis, there is final summary of attained results.
Analysis and design business processes optimization in administration management

This diploma thesis is focused on optimizing administration management in the Czech telecommunication office. The thesis has three essential objectives. The first objective is the analysis of present state of the administration management using the process modelling. The second objective is to identify the real potential for improvements of the process group. That means to specify process priority, estimate current and desired levels of process maturity, identify key activities and determine the level of process description and processing framing tables. These activities are supported by the methodically theoretical text at the first part of the thesis. The evaluation of limits determining potential improvements resulted from previous chapters and is contained in the final part of this thesis. The fundamental objective of this work is to design the optimization of the process group using the form of future projects.

State Budget Procedure in Parliaments of Selected EU Countries: Study 1.162

This comparative study analyses the procedure for adopting the draft State Budget in the Parliaments of selected member states of the European Union (Austria, Belgium, Denmark, Estonia, Finland, Great Britain, Portugal, Slovak Republic, Slovenia, Sweden). The aim of this study is to outline the possibility for deputies, deputy groups and parliamentary groups to present amendments to the draft State Budget (for example, to present amendments to the total revenues and expenditures, to the structure of the expenditure side etc.). In the United Kingdom and in the Nordic countries, the Governments have a strong competence in budgetary matters and in the process of voting on the budget in the Parliaments, the deputies have limited competence to table amendments to the draft State Budget. Moreover, deputies of coalition parties in the above mentioned countries tend to fully respect the Government proposal and do not submit amendments during discussions in Parliament. On the other hand, deputies in countries such as Belgium, the Slovak Republic and Estonia can have an impact on the state expenditure of the Budget during the voting procedure and in committee discussions; this is evidenced by the fact that the sum of all approved deputy proposals amending the draft State Budget for 2005 exceeded 1 per mille of their GDP. In most other countries, amendments may be tabled by MPs, deputy groups or parliamentary groups. Only in Sweden may amendments to the proposed state budget be submitted only by deputy groups or parliamentary groups (individual MPs can not submit amendments).
