Green public procurement in Slovak republic: current state and perspectives
Hrušková, Martina ; Ochrana, František (advisor) ; Plaček, Michal (referee)
The aim of the thesis is to examine the current state of green public procurement in the Slovak Republic, with increased attention paid to the role of administrative workers in procurement processes and their approach to the issue of green public procurement. The research is based on the theoretical basis of similar research focused on green procurement in the Czech Republic, Stewardship and administrative capacity in green public procurement in the Czech Republic. (Plaček et al. 2021) Based on data collected from 498 public procurers, the research shows a relatively low experience of administrative workers with the use of green tools in procurement processes, despite their agreement with the social usefulness of the GPP. The data analysis revealed significant differences between public procurement agencies from municipalities of different sizes, implying the presence of consequences of extensively decentralized public administration. In general, public contracting authorities from larger municipalities show a more favorable tendency to use GPP and a willingness to undergo a trade-off between using tools of GPP and an increased price of the contract or the risk of involvement of supervisory authority in the procuring process. The thesis proposes recommendations for public policy.

Marie Hrušková Specialization: Addictology Supervisor: Mgr. Hana Fidesová, PhD. Pages: 102 The name of thesis: Traffic criminal offenses incurred while intoxikated addictive substances. Abstract Background: Until the investigations indicate that addictive substances in transport are serious social and security problem. Studies attribute the most efficient for drivers caught several times - repeatedly with a concentration of 1.5 g / kg and higher, unfortunately, but at higher concentrations higher probability of risk of addiction, which is due to natures rehabilitation programs, counterproductive, because mastering addiction is not the goal of the course (Ferguson et. all., 2001). Goals: The aim of this paper is to explore the issue of traffic offenses where the offender is in a state of excluding fitness to drive, which brought about the consumption of addictive substances and follow-up upon return of a driving license in the period from 1 January 2014 to 31 December 2015. Research questions: a) What is the age of the offenders at the time of the offense proceedings in a state that excludes eligibility? b) What is the source of livelihood...
Synthesis of functional derivatives of malonic acid as building blocks for elastase-inhibitors

Rheinische Friedrich-Wilhelms University Bonn The Faculty of Mathematics and Natural Sciences Pharmaceutical Institute, Pharmaceutical Chemistry I Diploma Thesis Synthesis of Functional Derivatives of Malonic Acid as Buildings Blocs for Elastase Inhibitors Marie Hrušková Human leukocyte elastase (HLE) is a serine protease, which plays an important role in inflammatory diseases. Low molecular weight inhibitors can be therapeutically used for example for the treatment of chronic obstructive pulmonary diseases. In this thesis, azetidin- 2,4-dione derivatives should be prepared as HLE inhibitors. In particular, 3- (benzyloxycarbonylamino)-3-ethyl-N-phenyl-azetidine-2,4-dione should be synthesized. The protected amino group was expected to increase the peptidic character of this molecule and thus, affinity to HLE. The starting compound was 2-aminomalonic acid diethylester hydrochlorid. The amino function was protected in the first step, followed by alkylation and then hydrolysis of 2- (benzyloxycarbonylamino)-2-ethylmalonic acid diethylester to 2-(benzyloxycarbonylamino)- 2-ethylmalonic acid. Both the ester of 2-(benzyloxycarbonylamino)malonic acid and the 2-(benzyloxycarbonyl-amino)ethylmalonic acid showed in their 1 H NMR spectra a multiplet in place of the expected quartet. This phenomenon was...

Charles University in Prague Phaculty of Pharmacy in Hradec Králové Department of Pharmacology Candidate: Lucie Brátová Supervisor: PharmDr. Marie Vopršalová, CSc. Title of Diploma Thesis: The effect of acetylcholinesterases reactivators on the cholinesterases and cholinoreceptors This thesis is concerned with the effects of oximes on the muscarinic receptors. In the first half of the theoretical part there is a description of the autonomic nervous system, main receptors and action of acetylcholinesterase (AChE). The second part summarizes important nerve gases, organophosphate poisoning and its treatment and finally introduces oximes and their mechanisms of action. The practical part shows the metodology of experiments on the atria tissues in the rat. Both in vitro and in vivo procedures demonstrated effect of oximes on the M2 receptors and their antimuscarinic properties. The in vivo studies were focused on the two contradictory effects - the inhibition of AChE and the inhibition of muscarinic receptors by the very same compound.
Obstacles in public tenders (cas of Information system for overseeing gambling)
Hrušková, Martina ; Ochrana, František (advisor) ; Lukavec, Tomáš (referee)
This bachelor thesis discusses obstacles in the procedures of pre-tendering and tendering phases of public procurement. The thesis is a case-study, that works with a specific public contract under the name of "Supply and implementation of Information system for the supervision of gambling". The thesis aims to clarify the process of public procurement and point out the obstacles and weak spots in the system, which cause delays or abolitions of public contracts. It does so with the help of dividing the process into phases according to the work of Langr and Ochrana "Systemic Corruption in Public Procurement" (2015). The research is based on the information from the official reports of the public tender, information from relevant respondents taking part in public procurement and draws from scientific literature and previous researches. Last, but not least, the thesis tests the theory of "Factors Affecting the Length of Procedure in Public Procurement" by Plaček, Schmidt, Ochrana et al. (2019), which presents four factors affecting delays. The thesis confirms the theory and assigns each factor with obstacle that causes a delay.

Hrušková, Monika ; Brodec, Jan (advisor) ; Pauknerová, Monika (referee)
Preliminary question raised by czech courts regarding jurisdiction pursuant to the Brussel I and Brussel I bis Regulation Abstract This thesis deals with jurisdiction in the Brussels I and Brussels I bis regulations. It primarily places the emphasis on an interpretation of the individual provisions of the regulation as governing the jurisdiction of the Court of Justice, in particular in the form of judgments in preliminary ruling procedure, focusing mainly on the preliminary rulings of Czech courts. The paper is divided into four chapters, preceded by a general introduction and completed with a conclusion. The first chapter deals with the development of preliminary rulings in European law, the harmonisation of its dualistic regulation from Articles 68 and 234 of the Treaty on Establishing the European Community in Article 267 of the Treaty on the Functioning of the European Union and a description of preliminary ruling procedure both before national courts and before the Court of Justice. The second chapter briefly analyses a selection of four of the most important pieces of case law which the Court of Justice has dealt with within the bounds of preliminary ruling procedure. The case law involved is Van Gend en Loos, Costa v. E.N.E.L., Casis de Dijon and Francovich. The third chapter considers jurisdiction...

Hrušková M.: Alkaloids from the wood of the species Liriodendron tulipifera L. and their activity against human cholinesterase. Diploma thesis, Charles University, Faculty of Pharmacy in Hradec Králové, Department of Pharmaceutical Botany, Hradec Králové, 2018. Key words: Liriodendron tulipifera, alkaloids, biological activity. The alkaloids from the wood of the species Liriodendron tulipifera L. were isolated and their inhibitory activity against acetylcholinesterase, butyrylcholinesterase and propyl oligopeptidase, which are enzymes involved in the pathophysiology of Alzheimer's disease (AD), was investigated. The search and testing of new substances, which are used in AD treatment, is very relevant, as this disease cannot be casually treated yet. An alkaloid extract of Liriodendron tulipifera L. wood was tested in a preliminary testing for inhibitory activity against human cholinesterase. Because of the promising results, it was chosen for an isolation and identification of possible effective alkaloids. The extract was carried out by column chromatography with a step gradient elution. A preparative TLC was used to isolate alkaloids. The identification of alkaloids was done by structural analyses (NMR and MS). Optically active substances were measured for their optical rotation. A modified...
