Development of the legislation of public procurement law in the Czech Republic

Veřejné zakázky tvoří významnou oblast ekonomiky České republiky. Specifika veřejného sektoru přinášejí potřebu speciální právní úpravy veřejného zadávání, což si odedávna uvědomovaly i zákonodárné sbory evropských států. Tato diplomová práce se zabývá vývojem zákonodárství na poli veřejných zakázek na území dnešní České republiky. Zahrnuje jak prvopočátky právní úpravy veřejného zadávání, tj. především úpravu první republiky, tak úpravy poválečné a zaměřuje se pak hlavně na legislativu z doby po vzniku samostatné České republiky. Tato práce nezabíhá do podrobností těchto úprav, ale přehledně a systematicky analyzuje hlavní instituty zadávání veřejných zakázek a identifikuje obecné tendence ve vývoji právní regulace.

Kidney Transplantation in Theological-Ethical Reflexion

In my diploma work i tried to valued transplant in a christiant (religious) point of view. My essay (diploma work) is consisit of (devided to) two parts - medical part, in which I have written about individual steps made before the exact transplant and I also explained what are the benefits and negatives of transplant. In the first part I also included law issues of transplant in Czech legislation, about the difficulty to donate the organ, perhaps the risk of the individual donors. I described the criteria of death from medical and ethical point of view. In a second part(teological) I have written about the value of the transplant from the ethical point of view, the religious side (reflexion) it means till when the human being is still considered as a person whose dignity has to be (needs to be) respected and whether the human autonomia is the ethical password. From the religious point of view (side) does not exist objection against volunteery transplant donors. Donor transplant is morally accepted with agreement of the donors themself and without excessive (enourmous) risks included. Zpráva o hodnotitelské misi do Regensburgu

The report presents conclusions of an ICOMOS evaluation mission to Regensburg and Stadtamhof which are nominated for inscription on the list of World Heritage. The individual paragraphs deal with basic features of the nominated property, its boundaries and buffer zone, legislative protection, management and management plan, conservation, tourism, authenticity, cultural significance and other aspects, namely protection against flood and the attitude of citizens to cultural heritage. The last item was investigated using a questionnaire and its evaluation is shortly presented, too.


Politics and legislation. Czech Parliamentary Culture 1993 - 2010

S u m m a r y The study is focused on the real activity of the Parliament of the Czech Republic since the establishment of the Czech Republic in the year 1993. Central idea of parliamentary culture describes rules, customs, manners a behavior, which are typical for a particular Parliament. Two ideal types are introduced by this study: regulated and improvised parliamentary culture. For the first one is typical the direction of parliamentary activity: agreements between parliamentary groups over the course of the session and the debate, a strong role of the Speaker or parliament presidium, an attractive debate with changing speakers for and against, a possibility of a interrupting questions (Zwischenfrage), but also a dominance of frontbenchers. Model cases are the House of Commons of the United Kingdom and the Bundestag. On the other hand an improvised parliamentary culture is more free and chaotic, the daily agenda is often result of a force vote and always can be changed, the order of speakers depends only on order of applications, it can not be voted for the end of debate, it is not allowed to interrupt the Speaker with questions and the factual possition of the Speaker is rather weak. Czech administrative justice from the viewpoint of comparison with French and German system

Diploma thesis is devoted to the theme of Czech administrative justice, its current form and comparison with chosen models of European administrative justice, that is with French and German model. Goal of the thesis is on the basis of description and analysis of these models of administrative justice to get the comparison and evaluation of the differences and positive and negative elements of chosen models in relation to Czech system of administrative justice. The first part focuses on rather theoretical side and the introduction to this problem. Fundamental terms and characteristics are described and the concept of administrative justice is put to a broader scope. There is also mentioned the historical development of administrative justice in the Czech lands from year 1848 until the present day. The second part is devoted to the study of specific current legislation of chosen countries - Czech Republic, France and Germany. On this foundation is in the closing part accomplished the analysis and comparison of particular systems of administrative justice together with stating their mutual positives and negatives.

Legal policy of genetically modified organisms and Consumer Protection

This Bachelor thesis is focused on genetic engineering and its results. The aim is to familiarize the reader with the issue of biotechnology and its products, which are genetically modified organisms. The introduction of the work explains the basic concepts and describes the history of the biotechnology and genetic modifications in general. In this part are also listed examples of genetic modifications including information about testing and practical application in the Czech Republic. This scientific branch is in the very beginning and there are still ongoing series of programs and research in order to create new plants and animals. The second chapter briefly summarizes the positive and negative aspects of the use of genetic modification. The third chapter is focused on the legal regulation of this issue. The first subsection summarizes the Czech legislation, the second one summarizes European legislative shared by member states of the EU. Fundamental international organisations which are dealing with genetic engineering are not omitted in following subsection. Some international agreements are also mentioned. The last, it means fourth, chapter focuses on the consumers, not only as an object of the protection by government and international organisations, but also in terms of their attitude to genetically modified organisms used in the production process of food intended for the market. Subsections describe the issues of labelling GM-products and lack of awareness of people, they mention movements and non-profit organisations fighting against using GMOs in the products intended for human consumption and their use in general. This issue is connected with many risks including possible side-effects on human health. This section also describes general attitude of the consumers themselves to GM-products.

Employee care in the Federal republic of Germany and the Czech republic

The topic of the bachelor's thesis is the issue of employee care in the Federal Republic of Germany and the Czech Republic with a focus on employee benefits. The main objective is to analyze and compare the effective legislations and characterize the basic areas of employee care. The thesis is divided into two parts. The first part is an introduction to the topic, followed by characterization and comparison of related legislations in both countries. Furthermore, the special attention is paid to the employee benefits. The second part of the thesis describes the employee care and employee benefits in a particular company, which has subsidiaries in both countries. This part is supported by a questionnaire of employee's satisfaction with employee benefits. On the basis of the gained results are suggested improvements and recommendations for the company.

The role of renewables in the energy mix Czech Republic

This thesis analyses the energy mix of the Czech Republic with a focus on the use and development options of individual types of renewable energy sources. It also considers economics of renewable energy especially in terms of production cost of electricity and the impact on the prices of electricity. The paper further analyses the current subsidies related of renewable energy sources in the country and forecasts such subsidies to 2030. The topic of the work is very timely as the future direction of the energy sector is the subject of intensive debate and negotiations, both at the level of the EU and the Czech Republic, namely in the State Energy Policy of the Czech Republic. The theoretical part defines the issue of renewable sources of energy and legislation related to the issue. It also deals with assessing the arguments of proponents and opponents of renewable energy sources and theoretical approaches related to renewable energy, specifically environmental and behavioral theories. Behavioral theory has a significant influence on decisions about the future direction of energy. The practical part focuses on the analysis of various types of renewable resources and subsidies related to renewable energy sources in the country. Furthermore we compare the models of energy systems and energy mixes of Czech republic and Germany, from both the current and future perspectives. We also evaluate the relationship of populations of the Czech Republic and Germany to renewable energy, which leads to the hypothesis that the development of renewable energy sources depends to some extent on political ambitions and objectives of the ruling establishment.

Construction contract in Germany

This work deals with the bid price for a development project base on the construction of houses funded by a private German investor. The bid price create with help of budget in a various structures. The various structures of the budget, which use in German environment usually. Specifically, it uses the norm DIN 276 and classification StLB includes software. The main target of my diploma thesis is suggestion for create the bid price. The suggestion with choose form and manner of valuation build works, which respect all legislation for realization construction in Germany.
