The topic of the thesis is agency employment. Due to its flexibility and the current situation on the Czech labour market struggling with a labour shortage, agency employment is a frequently used and necessary part of the Czech legal system. In the Czech legal regulation of agency employment, however, we find a number of problematic areas, as a result of which, among other things, the rights of employees temporarily assigned by employment agencies may be jeopardized and insufficiently ensured, or, on the contrary, entrepreneurs operating employment agencies may be unnecessarily burdened. The main goal of this diploma thesis is to describe the problematic aspects of the Czech legislation in the field of agency employment with an emphasis on the legal regulation of the establishment and operation of employment agencies and selected frequently violated or problematic obligations in the field of agency employment relations, in relevant cases to compare these problematic aspects with foreign legal systems and propose a possible corresponding amendments to the Czech legislation. Title of the thesis: Temporary agency employment Abstract The topic of this diploma thesis is temporary agency employment. Temporary agency employment is a type of employment intermediation realized with the cooperation of three entities - the employment agency, the user undertaking and the temporary agency worker. Based on this institute of labour law, temporary agency workers may be assigned to user undertakings to work there temporarily. Temporary agency employment is a popular way of recruiting a labour force, as it provides the possibility to respond relatively quickly and effectively to the need to increase or decrease the number of employees. This work aims to summarise the essential characteristics of temporary agency employment and to point out some problematic aspects of the Czech legislation related to temporary agency employment. - Agency employment The name of my diploma thesis is the agency employment. Nowadays, the institute of agency employment is a widespread phenomenon on the labour market. It is a very popular institution for employees as well as for employers, which is being changed under the demand of society needs and according to valid legislation. I have chosen this topic due to its timeliness and flexibility with which the agency employment reacts to the growing unemployment rate. Since the capacity of the agency employment is very vast, this diploma thesis aims to approach the fundamental issues and concepts relating to it. - Agency Employment For my thesis topic, I have chosen "Agency Employment". It's a relatively young institute, which was incorporated into our legal system only on October 1st, 2004. I believe that Agency Employment topic can be always considered current and positive, because it allows us to flexibly react to the needs of the job market. Since the topic is very broad, the goal of this paper is not a detailed analysis of all aspects of this institute, but only a few of them that I consider to be most important. I shall present and evaluate current law governing the subject and also try to point out its flaws. I have structured the thesis into 4 chapters, further divided into subchapters. The topic of this thesis is selected public law aspects of the legal regulation of private employment agencies and their activities, which have not yet received much attention from the professional community, despite the fact that they are essential and often crucial for the activities of employment agencies. The text of the thesis is divided into eight chapters. The first chapter is devoted to the sources of law governing the very existence of private employment agencies, both at the level of international, EU and national law. The second chapter deals with forms of employment intermediation. Attention is also paid to shared employment intermediation and undisclosed employment intermediation. This diploma thesis entitled "Welfare during unemployment" analyses the current legislation of the unemployment benefits in the Czech Republic and its individual aspects. The thesis focuses on a wide range of applicative and practical problems associated with it. Considering the systematic perspective, the thesis is divided into six chapters. The first part of the thesis provides a theoretical introduction, which is the basis for the understanding of the problem of unemployment in general. A reader gets familiar with its types, importance for individuals and also the consequences of loss of employment. Also, this chapter explains the reason why the different percentages have been reported in the unemployment statistics. On one hand, it is caused by the double calculation performed by the Ministry of Labour and Social Affairs, and by the Czech Statistical Office on the other. The key concept of legal relations in employment is the right to work as a fundamental social right enshrined in the Charter of Fundamental Rights and Freedoms, which is further discussed in the second chapter. Temporary agency work Abstract The theme of this thesis is temporary agency work. Temporary agency work has been a part of the global conversation on flexible employment for most of the 20th century. Now, thanks to the labor market changes and the changes in the attitude toward "atypical work", it's becoming more relevant than ever. The main objective of the legislative efforts related to temporary agency work on global, European and national level is to find the right balance between the necessary flexibility and protection for temporary agency workers. Temporary agency work is a relatively new institute to the Czech legal system and as a result of that, the national legislation is still developing. This rigorous thesis deals with the topic of the agency employment and analyses and summarizes the legal development of this institution. It mainly focuses on the practice in Czech. This thesis is devided into eight chapters, when the main heart of the matter is described in the foutrh chapter. This chapter describes current legislation of agency employment from the point of view of private and public law. The following chapters deal with the practical aspects of agency employment, from the point of view of the user in general but also form the point of view of a particular agency on the Czech labour market. There has been also provided consideration de lege ferenda on a broader protection of temporarily assigned workers from the point of view of international labour law. Analysis of the effectiveness of labor intermediation by the Labor Office in Pardubice in 2011-2016

The bachelor thesis uses the metod of analysis to determine the efficiency of labor intermediation through issued job recommendations in the town of Pardubice. It has turned out that issuing job recommendations is more effective for detection of voluntary unemployment than as a tool to help mediate suitable employment for the applicant. Successful mediation of work is realized in only 20 % of cases. In this context, the thesis also analyzes the motivation of candidates for voluntary unemployment. This motivation has been found in low-educated applicants where the amount of social security benefits exceeds their available salary. On the basis of the analysis, economic policy recommendations have been formulated to improve the system of issuing job recommendations.

Rigorózní práce v teoretické části pracovně vymezuje pojem personální psychologie, neboť cílem práce je identifikovat roli a uplatnění personální psychologie v oblasti výběru pracovníků a v oblasti zprostředkování zaměstnání. Na základě vymezení p ojmu personálního výběru jako komplexního procesu a diferenciace druhů personálního výběru identifikuje potenciální roli personální psychologie v procesu výběru pracovníka. Současně na základě vymezení pojmu zprostředkování pracovního uplatnění, určení fun kce, možností a limitů Úřadu práce a vymezení pojmu Bilanční diagnostika jako komplexního poradenského systému uplatňovaném mj. v praxi Úřadu práce identifikuje potenciální roli personální psychologie v procesu zprostředkování zaměstnání. Empirická část má charakter mapující deskriptivní studie. Jejím cílem je popsat účast personální psychologie v současné praxi fungování personálních agentur a HR útvarů firem, dále činnost zprostředkovatelů zaměstnání při Úřadu práce a podíl personální psychologie na této činnosti a nakonec identifikovat očekávání klientů programu Bilanční diagnostiky a jejich naplnění.
