Professional Qualification of Pedagogical Staff of Elementary and Secondary Schools in relation to the Long-term Plan for Education and Development of the Educational System of the Czech Republic

This thesis deals with current qualifying requirements on pedagogical workers working at primary and secondary schools in context of component goals achievement given by Education Policy Strategy 2020. It is devided into two parts. The teoretical part is devoted to amendments to Act n. 563/2004 (Act on Educational Workers) from the perspective of legal claims to professional qualification of pedagogical workers and searches connects with component goals defined in Education Policy Strategy 2020 and other curricural documents. It captures possible pitfalls of providing skilled pedagogical workers that follow from regional situation on the labor market and describes possibilities of their solutions includinng opinions of control members especially Czech School Inspection. It defines goverment priorities in relation to the teaching profession. The research part compares availability of skilled pedagogical workers in parts of two Czech Republic regions where there is assumption of different potential on labor market. This bachelor thesis is concerned with the new law on pedagogical staff. The thesis outlines the impact of the law on the lives and careers of kindergarten teachers who do not satisfy minimal criteria required by the law and who have to supplement their education or leave their jobs. It shows strategies which help teachers cope with the situation and also identifies social inequality among education professionals, which arises or intensifies because of the need to supplement the education. The analytical part is based on an analysis of semi- structured interviews conducted with kindergarten teachers, who are currently supplementing their education to obtain the required qualifications. The results of the analysis highlight the different approaches to understanding of qualifications for the teaching profession by the teachers and the wording of the law. .
Analysis of the Means of the Implementation of the Teachers' In-service Education from the Management Perspective

In-service education of teachers represents one of the key parts of strategic development of the Czech system of education. The work focuses on the problem from the perspective of the school`s management and analyses the part it plays in implementation of in-service education. The aim of the work is to interpret the ways how in-service education is approached and the means of its implementation in primary and secondary schools. The work itself is divided into two main parts. The characteristics of in-service education and the state of the art are described in the first part. The approach of the management of schools to the problems of in- service education is analyzed through the questionnaire in the second part. At the end of the work, the conclusions resulting from this inquiry are described in detail. The Act on Educational Staff: an exploratory survey in the district of Zábřeh.

My thesis is divided into two parts where the notional part presents the targets and methodology, describes the locality of the research, the system of education and the legislation. The applied part is based on the qualitative research carried out with four randomly chosen headmasters of the educational institutions in Zábřeh, representing different types and stages of the educational system. Based on the results of my research, the target of my thesis is to describe the impact of the amendment of the Act No.563/2004 on Educational Staff and the impact of modification of some related acts on the teaching stuffs of all kinds of educational facilities in the town, and at the same time to present the process of dealing with these legislative changes by the headmasters as the managers of the schools. By interviewing the headmasters I should find the answer to the question if their analysed responses conform the idea of an ideal manager (according to Jan Hron) who needs to have not only knowledge an competence to be a successful manager, but also authority and will. The results of the research should also confirm or refute the idea that in connection with the legislative changes many insufficiently qualified teachers were dismissed to be replaced by new employees. Therefore, I am comparing the results of my survey with the accessible data from the local employment agency. Although it is hard to generalize the data from the qualitative survey and a relatively small number of respondents, this thesis should bring a new insight into the whole issue in the town of fourteen thousand inhabitants.
PREPARATION OF WORKERS WITH CHILDREN AND YOUTH: VIEW OF VOLUNTEER A STAFF, THEIR POSSIBILITY OF FURTHER EDUCATION

This thesis deals with the training of workers with children and youth and the sight of employees with volunteer opportunities for their further education. The texts are logically arranged by topic. Firstly, it defines the terms used and then addresses the issue of qualifications for the job working with children and young people and according to the Law on Education Staff and National Occupations System. Out staff also work addresses the conditions of education volunteers working with children and youth. Shows what should have knowledge, skills and competence. Last but not least, the thesis briefly defines the relevant documents relating to the training of teachers and addresses the topic of institutions offering further education of teachers. In conclusion, we work validates knowledge in qualitative research with six respondents.
