The master’s thesis deals with the importance of marketing a construction company in participating in public procurement. The master’s thesis analyses the construction company Imos Brno, a.s. The work is aimed at following and describing the instruments of marketing communication tools in particular construction company. Then it deals with the assesment of their current state and with a plan of its optimization in the context of public procurement.

The bachelor’s thesis is devoted to explaining keynotes of the investment in public sector. The first part of the thesis is theoretical. There are defined the concepts of public investment, public contact and posibilities financing of these investments. Municipalities management, municipal budgets and regional development are further solved topics in this section. The practical part describes the financing and influence of the investment on the development of the municipality. As a speific investment, I choose a project called „New building of kindergarten in Dolní Loučky“.

Evaluation of Efficiency of Selected Public Construction Order

This thesis is focused on the revitalization of brownfield implemented through public producrement and selected in the city of Brno. The theoretical part includes basic concepts that explain the issue of brownfields, public procurement, and more specifically the assessment of their economic efficiency. The practical part is focused on the specific case of brownfield revitalization through public procurement including its economic assessment. The use of econimic analysis, namely Cost Benefit Analysis (CBA), will be utilized to assess the effectiveness, and socio-economic impacts will also be determined. The purpose of the second part is to determine whether the revitalization thus made more economically advantageous for the city of Brno.

The offer is elaborated with all required specifics. At the end of the thesis, contract is analyzed and there are searching options how to reduce the price.
Public Procurement and Budgeting of Municipalities

This thesis analyzes the spending behavior of municipalities regarding public contracts, mainly the relationship between municipal public procurement spending and fixed capital formation, using a unique panel dataset containing data on 3,404 Czech municipalities for the years 2011- 2022 made specifically for this purpose. The relationship was found significant and positive regardless of other municipalities' characteristics: size, regional affiliation, and political affiliation. Although the distribution of spending on public procurement during municipal election terms pointed to a certain degree of opportunistic spending in the years of elections, no definitive conclusion could be made for the subset of parties present both in the municipal and national government at the same time. It was also found that in most cases, the established national political parties ruling in municipalities are more likely to invest in all three main contract types (construction works, services, supplies) as opposed to having no contract when compared to independent candidates. A prediction of future short-term gross fixed capital formation was ruled out as unreliable using the dataset in question. Odpovědné zadávání veřejných zakázek: výzvy a praxe v České republice

This bachelor thesis deals with responsible public procurement. Responsible public procurement is a current trend in public procurement. This approach emphasises the application of criteria of quality aimed at socially and environmentally responsible criteria and innovation. Using this approach, a public tender can become a tool for applying sustainability principles and addressing problems at regional, local or municipal level. Applying the principles of responsible public procurement allows contracting authorities to use evaluation criteria other than the lowest tender price and to target solutions to problems identified by the contracting authorities themselves in their habitat or institution. As this is a recent trend within Czech public administration, the thesis aims to first conduct literary research focused on this issue. The practical part of the thesis is to identify the attitudes of public sector actors towards the concept and application of responsible public procurement at first. This was conducted by semi-structured interviews followed by analysis of insights gained from respondent´s knowledge, attitude, practice and potential barriers of application. Aim of the second part of the practical part is to create a case study of good practice involving sustainable public procurement criteria, i.e. carry out a public tender followed by evaluation of the gained experience.

1 ABSTRACT Criminal liability in public procurements The thesis deals with the criminal liability in public procurements. Public procurement is a very complex and organized activity, the criminal assessment of which, however, cannot reliably lead to satisfactory results on the basis of existing doctrine. The primary goal of this work is therefore to identify the roles and extent of criminal liability of individual actors in the decision- making process of public administration and on this basis to analyze which type of negotiations concerning public procurement may be punished under a special part of the Criminal Code. The importance of effective prosecution of criminal offenses relating to public procurement results from the fact that amount of funds in public procurement correspond to tenth of gross domestic product. For easier orientation of the reader, a formal structure was chosen so that, as far as possible, it comes as close as possible to the standard criminal law teaching on elements of a crime. Specifically, the chapters are divided into actions in public administration, its criminal relevance, the consequence in public administration, the subject, the subjective aspect, circumstances precluding illegality and finally to crimes related to public procurement.
