Evaluation of the Current Situation of Foster Care for a Transitional Period from the Point of View of the Staff of the South Bohemian Region's Authority for Social and Legal Protection of Children

The topic of this master's thesis is the evaluation of the current situation of foster care for a transitional period from the viewpoint of the staff of the Authority for Social-Legal Protection of Children in the South Bohemian Region. The content of the master's thesis is divided into a theoretical and an empirical part. In the first chapter of theoretical part, the primary attention is given to the problem of the endangered child, because social and legal protection is aimed at endangered children, to whom the next theoretical chapter devoted to. The third chapter of the theoretical issue is focused on the care provided by the substitute family, with the greatest interest being narrowed down to foster care for a temporary period. The last chapter of the theoretical part is directed to the current legislative changes, which underline the entire issue. In connection with the aim of the work and theoretical findings, the main research question was set: How do the Authority for Social-Legal Protection of Children workers evaluate the current situation of temporary foster care? The thesis deals with foster care. The theoretical part characterizes foster care, rights and duties of foster parents. Furthermore, I describe the professional assessment of foster parents, the accompanying organizations and the differences between temporary and long-term foster care. Both forms of care are demanding but they will provide children with safe home, love and background.

The thesis deals with the positives and risks of temporary foster care from the perspective of children and foster parents. The first part characterizes foster care and its forms, legislation, foster carer and social security of foster parents. The second part characterizes temporary foster care and also emphasizes the constant readiness of foster parents. It also deals with the process how can person become a foster parent, then with a foster care agreement and legislation. It also deals with foster care benefits and the maintenance obligations of parents towards their children. It also mentions the reasons for the inclusion of the child in the temporary foster care, the conditions for foster parents, the role of foster parent and his skills. It also highlights the possibility of contact of the child with the biological family and preparing for handing over the child to aftercare (long-term foster care etc.). In the third part, it deals with the positives and risks of temporary foster care. The work has concluded that temporary foster care is beneficial and the best option for the child.

The bachelor's thesis focuses on the topic of temporary foster care. The aim is to present the process of handing over the child to aftercare from the perspective of a temporary foster parent, accompanying the organization, the child and the autority for social and legal protection of children. The bachelor's thesis describes the historical development of temporary foster care, its mission and goals, legislative enshrining and stakeholders of temporary foster care. It also describes the personality of foster parent and subsequent period of socialization of the child in the foster care for temporary period and the process of handing over the child for subsequent care. There are introduce options where a child can be placed after leaving temporary foster care. The aim of this work is to present the issues of ending temporary foster care and the placing a child in aftercare.

FOSTER CARE IN PUBLIC AND IN PRIVATE LAW Abstract The diploma paper deals with the present legal regulations of foster care in private law as well as in public law. The institute of foster care is placed on the frontier of public and private law and the purpose of my diploma paper is to assess, after a complete analysis, which of these two law branches is the foster care closer to. The diploma paper is divided into nine chapters. The first chapter is dedicated to the institute of foster care in general. This chapter has to introduce the reader into the problems and to acquaint him with the basic way-outs. The second chapter defines the notion of foster care and its purpose. Also the historical way-outs are described there. We can see the progression of this institute, as we understand it these days, since 19th century. The essential modification came during the period of communism and the reinsertion of the institute of foster care came at the end of 90's in 20th century. The third chapter is about the present legal regulations of foster care in the legal order of Czech Republic. Temporary Foster Care in the Czech Republic and its Situation as a Result of Political Changes

Bachelor thesis "Temporary foster care in the Czech republic and its situation as a result of legislative changes" deals with current situation of foster care after amendment of Act of Child protection, which came into force in 2013. First part is aimed to explaining terms, which are necessary for the work. Descriptive part deals with foster care description, because foster care and temporary foster share a lot of characteristics. Descriptive part is also aimed to the temporary foster care. There is explained, what this type of family care means and who is designed for. It also defines, which condition must interested person fulfill, to become foster parent. Insignificant part of the work are also financial conditions of both types of foster care. Analytical part is aimed to foster parents and professionals opinions. Essential part is these people opinion about the amendment. It is researched if the situation after amendment was improved, and if conditions of foster care are now better or worse. Another part is aimed to opinions of temporary foster care. There is discovered if it was well established, if there is place for improvement and if there is a lot of people, who are interested in temporary foster care.
Social construction of temporary foster parents in the Czech print media

The bachelor thesis "Social construction of temporary foster parents in the Czech print media" focuses on how temporary foster parents are constructed in Czech printed media. After the amendment of Act No. 359/1999 Coll. on the socio-legal protection of children in 2013 there was a development of temporary foster care and foster parents were mentioned in the Czech media. However, it is not clear how foster parents sound in them. The message of foster parents in the media is important because the media influence society, but also political decision- making, and the political measures taken are often related to how society perceives the issue. The theory of social construction of target populations and methodological approach of qualitative content analysis with quantitative elements is used in the work to find out the message of foster parents in the media. The aim of this work was to find out the social construction of temporary foster parents and its change in a given time period. Another goal of the work was to include foster parents in the typology of target populations and to explain the manifestation of social construction on the distribution of benefits and burdens for temporary foster parents. Contribution of accompanying organizations to working with foster families

This bachelor thesis deals with the benefits of fostering support for foster families. The aim was to describe the benefits and drawbacks of fostering support from the temporary foster parents' perspective. The theoretical part describes the particular forms of foster family care. Foster care is depicted in more detail. We focus on its legal framework, the mediation process as well as the issues of fostering support. We mention specific behaviors of children in foster family care, such as attachment disorders. The survey was conducted using a method of structured interviews with open-ended questions. The research group consisted of six temporary foster mothers living in Prague. The research questions were answered. Interviewed foster mothers see most often the benefits of accompanying in the human support they receive from the key social workers. They also mentioned the essential role of support from family and friends. There are some drawbacks in the fostering support in a few sporadic cases, such as unsatisfactory educational topics or the absence of assistance from the organization. Foster parents are oftend burdened by inadequate financial support from the state or the work of courts and authorities.
