Social construction of the people with disabilities in employment policy

This paper analyses social constructions of people with disabilities in Czech employment policy with a help of Anne Schneider's and Helen Ingram's theoretical framework: Social constructions of target populations. Methodologically this paper is a case study, the analysis is based on a secondary analysis of statistical data and a study of public policy documents, primarily analysis of legislation development and relevant strategic documents. The paper is attempting to define general construction of people with disabilities by public reprepresentative surveys. Power of the group is defined by characteristics resulting from the theoretical framework. The key part of the paper examines, what policies assume about participation of people with disabilities on the labour market. At the end the paper describes employment rates of this group. In conclusion the paper describes how hidden asumptions in design of policy probably hinders participation of people with disabilities on the labour market.
Act on protection of health against harmful effects of addictive substances: Development of narative of competing frames in media discourse

This diploma thesis deals with the development of tobacco control legislation with the main focus on the Act on protection of health against harmful effects of addictive substances with accent on smoking regulation in restaurants. The main line of this thesis is to determine the competing rhetorical frameworks and the main actors representing the individual frameworks which they present on the level of arguments and then to compare the development of narrative over time. At this level, the thesis focuses on the analysis of the presented rhetorical frameworks with the aim of discussing possible specific attributes that facilitated the process of reframing opposition actors, namely using the rhetorical strategy of narrative attributes of storytelling, technical terms, imagery or comparison. These goals were achieved by using a qualitative analysis of media outcomes and by using public policy documents, legal standards and other relevant documents. Theoretical support for answering the set forth questions was a frame analysis, which was conceptualized on the field of public policy by Rein and Schön along with the theory of social construction of target population conceptualized by Schneider and Ingram. Analysis of Roma integration in the Czech Republic using the theory of social construction of target populations

The master thesis deals with public policies in the area of Roma minority inclusion in the modern history of the Czech Republic after 1989. The main objective of the thesis is to identify, by applying the theory of social construction of target populations, the form of state intervention in solviing the exclusion of the Roma minority from society. And then to find out what influence the social construction of the Roma and their political possibilities play here. The research consists in analysing and identifying the different elements of the theory in the following order: 1. Analysis of public policies for Roma integration; 2. Analysis of the social construction of the Roma; 3. Analysis of the political power of Roma. The first step towards achieving the aim of the thesis is to reveal the nature of the policy design of Roma integration. In this step, I will analyse a convolute of public policy documents, which includes international legal conventions, domestic minority laws and strategic documents. People with mental disorders and their access to the labour market

Group of people with mental illness is a very diverse group. Due to its diagnosis they have to face prejudices and stigmatization, which influences all levels of their lives - even the working one. This diploma thesis People with mental disorders and their access to the labour market examines the position of persons with mental disorders on the labor market. It is based on the premise that employment is an important element for every person, as it provides an income and, above all, represents belonging to the majority society. In this work I introduce the setting of Czech legislation and public policy documents, I realize my own quantitative (using content analysis of media outputs) and qualitative (using semi-structured expert interviews) research and based on that I classify people with mental illness into the relevant target population according to the Theory of social construction of target populations (according to Schneider and Ingram). Social service planning in the perspective of social construction of target populations

The aim of this paper is to explain the policy process of regional social service development strategies in the area of services for drug users. The process is explained on examination of two cases of very diverse regional strategies representing good and bad practice. Social construction of target populations is used as a theoretical framework and the research aims to verify and develop its theoretical assumptions. Subjective perceptions of key actors are deconstructed through public document analysis and in- depth interviews. Service providers are perceived as a trustworthy and competent policy actor and as such they play an important role in the development of medium-term strategy. The prevailing positive construction of drug users by providers and the strong position of service providers contribute to broad distribution of services for drug users in both examined regions. The main difference between the cases is explained by different perception of drug users by the public, different continuity of planning processes, and variance in the dynamic relationship between public opinion and key public policy makers.

The issue of state social support benefits.

The topic of the diploma thesis is the issue of state social support benefits. The aim is to find out the current state of abuse of state social support benefits and identify their shortcomings. The topic is examined from the perspective of the theory of social construction of target populations and the theory of street-level bureaucrats. The work examines the construction of recipients of SSS benefits in both media and political discourse. Qualitative research was used to achieve the goal of the work, in the form of semi-structured interviews with street-level bureaucrats and document analysis. In order to obtain information on the construction of recipients of SSS benefits, articles in online and print media and stenographic records from the meetings of the Chamber of Deputies and the Senate of the Parliament of the Czech Republic were analysed. I consider the finding that the recipients of SSS benefits are not perceived as a homogeneous group and are constructed according to the individual benefits they receive to be the main results of the work. Regional conceptions of family policies through the theory of social construction of target populations

This work focuses on concepts of family policy on a regional level. Regions are the connecting link between the county level and the state level and have numerous instruments to support families or other social groups within their territory. While on the county level family policy doesn't get much attention, mostly due to lower personal, administrative or financial capacity, regions prepare detailed and wide concepts of family and social policy, in which they outline goals and aspirations, as well as instruments and ways in which to achieve them during a predetermined period. These instruments aim at different target populations. This work will be primarily focusing on the research of these target populations, which will then be analysed through the theory of social constructions of target populations, which was initially developed in 1993 by professors Anne Schneider and Helen Ingram. This theory dwells deeper when it comes to definitions of target populations and divides populations according to their definition, which can be positive or negative, and by their political power, which can be strong or weak. Trans people as a target population of Czech public policy

The master thesis is focused on policy design identification in relation to trans people in the Czech Republic in the time period 2012 - 2020. The work uses the theory of Social Construction of Target Population (TSKCP) written by authors Schneider and Ingram. The goal of this paper is to describe three main elements of TSKCP: content of public policy, political power of the target population and its social construction. Based on this, the paper aims to classify the target group of trans people according to the typology of the theory used. For the purpose of this paper, five interviews with respondents were conducted and especially statements of experts as well as analysis of public policy documents are the key parts for answering the research question. Next, analysis of more than seventy online articles related to the examined population within the given time frame was conducted, thanks to which the question of how trans people are constructed in the Czech internet media was answered. There were two main kategories as an outcome of this analysis, including a more detailed explanation. The work also brings in its results the identification of benefits and burdens that arise for the examined target population from the legislative setting.
Social construction of temporary foster parents in the Czech print media

The bachelor thesis "Social construction of temporary foster parents in the Czech print media" focuses on how temporary foster parents are constructed in Czech printed media. After the amendment of Act No. 359/1999 Coll. on the socio-legal protection of children in 2013 there was a development of temporary foster care and foster parents were mentioned in the Czech media. However, it is not clear how foster parents sound in them. The message of foster parents in the media is important because the media influence society, but also political decision- making, and the political measures taken are often related to how society perceives the issue. The theory of social construction of target populations and methodological approach of qualitative content analysis with quantitative elements is used in the work to find out the message of foster parents in the media. The aim of this work was to find out the social construction of temporary foster parents and its change in a given time period.
