Sick pay: what impact did the introduction of a waiting period have?

We analyze the impacts of a waiting period for sick pay introduced in 2008 in the Czech Republic on employment absence, sick leave, and other types of absences from the workplace. The new waiting period meant that employees did not receive any sickness benefits (‘sick pay’) for the first three days of sick leave. The waiting period was introduced to discourage employees from claiming sick pay unnecessarily and thereby to reduce sickness benefit expenditures. However, the measure also discourages employees from taking sick leave when they are unwell and may potentially increase the risk of contagion in the workplace.

This study summarises the most important findings of Filip Pertold’s research paper about the short term impacts of the sick pay reform that introduced the waiting period, i.e. reduced the amount of sick pay for the first three days of sick leave taken in 2008 to zero.

The thesis focuses on the Risk Life Insurance of the Czech insurance market offering coverage just for serious health risks without any investment or savings component. Assessment of the Risk Life Insurance offer is based on the findings of the general and special insurance conditions as well as on the gained draft insurance contracts worked on the model setting. The aim of the thesis is the analysis of the main coverage which is in all cases the life insurance along with the offer of the complementary insurance for case of death, disability, cancer or severe diseases. The emphasis is on the scope of risks coverage and the insurance conditions which are considered to be an insurance event.
The impact of the waiting period implementation on the sickness insurance in the Czech Republic in the years from 2008 to 2014

This bachelor thesis deals with the implementation of the waiting period into the sickness insurance in the Czech Republic in the years from 2008 to 2014. The theoretical part explains the fundamental concepts related to the sickness insurance, the health insurance allowance and the waiting period. The practical part consists of a legal analysis and the current happening around the waiting period in the Czech Republic or in the EU and EFTA member states. The income and expenditure analysis of the sickness insurance helps to reveal that the costs of sickness insurance have decreased, which was also due to the implementation of the waiting period. This work evaluates data, which indicate that the short-term morbidity has decreased as well as the work incapacity. There are detailed calculations in the conclusion which show how adjustments in the sickness insurance changed the amount of wage compensation and the sick benefits. The aim of this work is to identify and quantify the benefits and costs of the waiting period implementation within the sickness insurance in the Czech Republic.
Obstacles to work on the employee side

This bachelor's thesis focuses on the legal aspect of Obstacles to Work on the Employee Side in Czech labour law. The aim of the thesis is to provide a comprehensive overview and evaluation of the legislation on this issue. The thesis contains the obstacles to work according to the Czech Labour Code as well as the topic of financial assistance during the obstacles. The last chapter aims at common practice and opinion based on results of survey accomplished amongst employees. Conclusion of the thesis includes also recommendations that could lead to the improvement of the legislation.
Development of sickness insurance and its impact on profit company

The thesis is focused on the development of health insurance benefits under the social security system in the Czech Republic. Aiming to secure people for future social events, which may be predictable (age) or unpredictable (disability, funeral, sickness, widowhood, etc.) and prevent poverty or the worst consequences. This thesis briefly describes the system of social security. More specifically focuses on health insurance, health insurance benefits and their development. It also contains the characteristics of the selected business entity and cost analysis of selected companies of employing workers and their absence from work, which is associated with the payment of sickness benefits. Finally, it presents the identification of direct and indirect costs associated with health insurance benefits and their impact on the profit of the selected business entity. The conclusion describes the effect of the payment of health insurance benefits for profit companies, including negative and positive impacts.
Analysis of impacts sickness insurance reform from 2009 on sick benefit

The aim of Bachelor's thesis is to determine whether the Act No. 187/2006 Coll. the Sickness Insurance has contributed to achieve the expected effects on sick benefit. The new act should help to simplify the system, to prevent frequent abuse of system, to motivate people to work and ensure reductions in expenditure on sickness insurance benefits. The theoretical part deals with sickness insurance system in general and with changes which the reform has brought. The practical part examines whether the above-mentioned effects has been managed to achieve. The basis of my work is the analysis of documents and data obtained from a structured interview. In each of the designated areas I will make a comparison of situation before and after the reform and appraise the current situation. The conclusion of my work will be fiding out whether the expected effects has been managed to achieve.
Analysis of the Effect of Unemployment on Sick leave

The aim of this work was to evaluate the impact of unemployment and other variables on sick leave in the Czech Republik. For this purpose I used panel data from all regions of the CR between 2001-2009. Using several models, I determined that the economic situation the state has greater influence on absenteeism than the health of the population. It was demonstrate that the inability to work in the CR is procyclical character. If unemployment rises by 1 % the number of cases of sick leave decreases by 1,13 per 100 sickness insured workers. Among other variables representing the economic situation have the highest influence legislative changes leading to a tightening of the payment of sickness benefits and wage compensation and the average gross wage. The compensation is higher and the difference in income is lower, the greater the motivation of patients to stay at home. In the research I was limited to the length of time series and the number of available data, therefore the findings may not be robust.

Reforms of Sickness Insurance in Chosen EU Countries

This thesis examines the reforms of Sickness Insurance that have been realized in chosen countries of European Union. I've focused myself on Belgium, Netherlands, United Kingdom and Finland and every single reform step that have been taken in between 2003 -- 2005 in these countries. I've investigated how the situation in each country was before the reform came true and explored the main reasons that I believe have led to these reforms. I've also stated which impacts these reforms were supposed to have and after that I've studied the real impacts and consequences that were brought by this change in each country. You can see these in multiple graphs followed by my explanation whether and why I think the reform step was succesful. Judging by the succes that was noted in examinated countries I've decided which path is best to follow as far as the reform in Sickness Insurance is concerned. Thanks to previous examination of reforms that differs from each another I was at the end able to recommned which steps should be taken in Czech Republic since some kind of Sickness Insurance reform is needed as well. I believe comparing foreign Sickness Insurance reforms and my suggestions can help to improve Sickness Insurance system in CR and lead to the solution of various problems Czech Republic hasn't coped with yet.
