Czech Debt Relief Policy from the Perspective of the Theory of Social Construction of Target Populations

The bachelor thesis Czech Debt Relief Policy from the Perspective of the Theory of Social Construction of Target Populations deals with the development of policy design of Czech debt relief policy between 2013 and 2023, using the perspective of the social construction of target populations theory. The premise of this theory is that the perception (social construction) and power of the target population influence the configuration of policy design. Thus, the main objective of this thesis is to investigate how the policy design of the Czech debt relief policy has changed between 2013 and 2023. In line with the theory, this objective is followed by two sub-objectives, namely to identify the direction of changes in benefits and burdens resulting from legislative changes for the target population and to identify how the frames in which the target population was embedded in policy discourse and media discourse differed. A study of legislation, explanatory memoranda to legislative proposals, and a framework analysis of stenographic records from the lower house of Parliament and selected media content are used to accomplish these objectives. Usury as the ethical question in the social work

The thesis deals with the manifestations of usury in our society and outlines possible solutions from the perspective of social work. The phenomenon of usury is set in the historical-philosophical context, from which the moral and legal rejection of usury practices grows, and subsequently the current forms of usury are defined. Over-indebtedness is connected with usury as its consequence and cause, so the thesis brings a closer look at the issue of debts and debt. Possible solutions to over-indebtedness are outlined, the work emphasizes debt counseling, which identifies the approaches, methods and procedures used by social workers.
Ethical and social impacts on individuals in insolvency

The diploma thesis deals with the impacts on the ethical and social level on individuals who are in the process of debt relief. The aim of this work was to analyze and describe these impacts, and based on the findings to suggest some solutions that could positively affect the debt relief process by key actors, including social workers, the state and the debtors themselves. The thesis also describes the social context together with debt issues and explains the basic framework of the institute of debt relief. The evaluation took place through qualitative research, in which the identified topics were subsequently reflected. Finally, some specific steps are formulated, on the basis of which the negative impacts associated with the insolvency process could be mitigated.
Social Work with Individuals in a Debt Trap

This bachelor thesis deals with the topic of social work with individuals in a debt trap. The aim of the bachelor thesis was to find out how to help clients in a debt trap through social work. A qualitative research strategy was chosen for the methodological part and the polling method and semi-structured interview technique were used. An open polling method was used to evaluate the data. The research package consisted of social workers of debt counselors in České Budějovice. Seven communication partners took part in the talks. Research shows that the most common ways of resolving situations provided to clients by debt counsellors are in particular assistance in mapping liabilities, contacting creditors, working with executions and arranging contacts with executors, as well as assistance in debt relief. The interviews show that social workers follow the procedures of the advisory process in which they cooperate with the client on the basis of the client's engagement, the delegation of responsibility, verification of understanding of information, support of the client's needs, educational elements, continuity of services and termination of cooperation. The results of this bachelor thesis can be used as information for social services that address the issue of individuals in a debt trap. The data obtained can provide a comprehensive view of debt counselling in social services, in view of the subject being explored, as well as students in social fields.
Policies of the Prague districts to indebted households at risk of loss of housing and their implementation

This thesis analyses local housing policies in connection with over-indebted households and households at risk of over-indebtedness and loss of housing. The design of housing policies and the perception of these households by selected districts of Prague will be studied through the analytical framework of responsibilisation. Detailed examination of approaches towards dealing with rent arrears is used to analyse the assigning of responsibility for housing situations caused by rent arrears to various actors in the districts. Shifting of responsibility for the situation and its solution is profoundly manifested in connection with rent arrears. Responsibility is shifted primarily on the households, although the districts attribute varying degrees of responsibility for solving housing situations caused by rent arrears also to themselves. Structural causes of debt are absent in the approaches of districts to rent arrears, which for authors using the responsibilisation concept is a feature of advanced liberal societies.
Poor age - Growing over-indebtedness of persons in advanced age

Western countries are facing an increasing poverty among seniors related to the demographic revolution and lengthening of life span. The so-called over-indebtedness is one of the "modern" causes and also consequences of poverty. This thesis discusses the relationship between over-indebtedness and poverty with emphasis on senior population (65+). An empiric analysis is employed to explore causes and consequences of over-indebtedness. The increasing over-indebtedness is already being targeted by public policies, however their effectiveness is low. Sufficient material and personal resources are lacking as well as not being optimally utilized. There is only limited cooperation between civil and public-law sectors. Communication with the private sector in a way of common goal setting is also deficient. In a fierce market-driven economy, elderly people become a weak link and find themselves in situations conflicting with morals, human and civil rights, and adequate quality of life in a modern society. This state of affairs threatens social integrity and demands a solution. Rationality of the Debtor

This work deals with the indebtedness of consumers. It examines the causes of the debotrs themselves. Based on a secondary analysis of past research in the area of financial literacy, consumer behavior, statistical data, but also of qualitative research in the form of case study seeks to answer the question why the debtor becomes the debtor, the extent to which the indebtedness and indebtedness viewed as rational behavior but also if the debtor is accompanied by rational reasoning or irrational behavior. It concludes that the debtor can not be considered entirely rational. Applied policy then the issue of over-indebtedness problem takes into account the irrational assumptions by the debtor only marginally and does not reflect as one of its main causes.
Causes and consequences of heavy households indebtedness

Bachelor thesis Causes and consequences ofheavy household indebtedness deals over the issue of indebtedness of households in the Czech Republic. Finding the causes and examines the implications of this present phenomenon. The first part defines the trend of household heavy indebtedness, which is almost ten years, an upward trend, and that brings along the risk of insolvency. Furthermore, looking over and defines the causes household indebtedness. To this purpose, using an analysis of various stakeholders of this phenomenon. For each of them analyzes its interests, behavior, the relationship with other stakeholders, but also the possibility of interference with the issue. Finally, it summarizes all the findings and describes the interaction between various stakeholders.
Debt problematics in social counseling clients in the age of 18-26

This diploma thesis deals with the issue of debt of people in the age category 18-26 years. The object of the diploma thesis is to map the reasons for the indebtedness persons in the age of 18 - 26. To accomplish main object were set two sub-objectives: 1. Identify the reasons that lead to indebtedness. 2. Identify competencies whose absence may lead to indebtedness. The thesis is divided into theoretical and empirical part. The theoretical part includes description of the term dept problematic, definition of commitments, characteristics of indebtedness and overindebtedness, the reasons of debts, social counseling, the klient of social counseling and last but not least, debt counseling as a social counseling activity. In the empirical part is described the research itself, which includes objectives, research questions, methodics and results of research and last but not least discusion and result of whole research.The research was used qualitative strategies, method of questioning and semi-structured interview technique. The basic sample for this thesis were formed by clients of social counseling in Příbram. The research results into the fact that people in the chosen age group are most often indebted because of the lack of financial literacy, which leads them to falling into a debt trap, which then deepens, mainly because of their indiscretion. The main cause of debts in such young peoples is the separation from the family and the searching for adequate housing. The research also proved that this group of people is located on the brink of society and will find it difficult to deal with this situation, as they know the solutions but rarely know where they can find advice or help. The consequences of their actions then have a bad effect on their psyche and subsequently worsen their health. The results of thesis can be used as educative material for wide public. The thesis can be also publicated in the local peridiocals in terms of the actual topic in connection with the amendment of insolvency act. It can be also used in social work with the chosen age group. For social workers can served as insight into this problematic.
