Práce analyzuje lokální bytovou politiku ve vztahu k předluženým a předlužením a ztrátou bydlení ohroženým domácnostem. Studuje nastavení bytových politik a vnímání těchto domácností ze strany vybraných městských částí hl. m. Prahy prostřednictvím analytického konceptu responsibilizace. S využitím detailního rozboru přístupů k řešení dluhů na nájemném práce zkoumá připisování odpovědnosti za bytovou situaci spojenou s dluhy různým aktérům městských částí. V souvislosti s dluhy na nájemném se výrazně projevuje přesouvání odpovědnosti za nastalou situaci a její řešení mezi aktéry. Odpovědnost je přenášena primárně na domácnosti, byť i sobě městské části připisují různou míru odpovědnosti za řešení bytové situace související s dluhy na nájemném. V oblasti dluhů na nájemném v přístupu městských částí absentují strukturální příčiny vzniku dluhu, což je podle autorů využívajících koncept responsibilizace znakem pokročile liberálních společností. This thesis analyses local housing policies in connection with over-indebted households and households at risk of over-indebtedness and loss of housing. The design of housing policies and the perception of these households by selected districts of Prague will be studied through the analytical framework of responsibilisation. Detailed examination of approaches towards dealing with rent arrears is used to analyse the assigning of responsibility for housing situations caused by rent arrears to various actors in the districts. Shifting of responsibility for the situation and its solution is profoundly manifested in connection with rent arrears. Responsibility is shifted primarily on the households, although the districts attribute varying degrees of responsibility for solving housing situations caused by rent arrears also to themselves. Structural causes of debt are absent in the approaches of districts to rent arrears, which for authors using the responsibilisation concept is a feature of advanced liberal societies.
