Impact of Portugal on the European Union Training Mission in Mozambique
Snopko, Leonard ; Doboš, Bohumil (advisor) ; Kofroň, Jan (referee)
The thesis deals with the European Union Military Training Mission (EUTM) in Mozambique, which has been operational since 2021. The EU built on the foundations of the Portuguese training mission, which started training a few months earlier. Portugal, in particular, is a long- standing partner of its former colony on the African continent, with which it has regularly updated its bilateral Defence Cooperation Framework Programme - 'Programa-Quadro' - since the Carnation Revolution. In response to the insurgency by the militant group Ansar al- Sunna wa Jama'a (ASWJ) in Mozambique's northern region, Cabo Delgado, in October 2017, Portugal explored adding a new sixth cooperation Project with Mozambique to their Framework Programme. It was to support the training and capacity-building of the Mozambique Defence Armed Forces (FADM) for counter-insurgency operations. The formalisation of this project took place in Lisbon in May 2021 with the signing of a new 'Programa-Quadro' by both the Portuguese and Mozambican Ministers of National Defence. Simultaneously, Portuguese officials took the opportunity of the Presidency of the Council of the EU in the first half of 2021 to discuss the implementation of the EUTM Mozambique. It was to build on the Portuguese training mission to strengthen the FADM capabilities...
Parliamentary representation in the Czech Republic: deputies and senators in a time of crisis of representative democracy and party government
Jágr, David ; Perottino, Michel (advisor) ; Gjuričová, Adéla (referee) ; Kuta, Martin (referee)
The Czech party system underwent significant reconfiguration in the second decade of the 21st century. The presented research focuses on MPs (deputies) and senators navigating this dynamic environment, specifically examining their perception of the parliamentary mandate. The text describes the representatives' relationships with citizens, parties, and constituencies, and explores changes in these relationships from a long-term perspective. Special attention is given to legislators from new parliamentary groups, especially those who define themselves against the elites and the party government model. These representatives distinguish themselves by emphasising a direct connection with the people and the return of power from the elites to the people, suggesting a different understanding of their mandate. The core of the research covers the parliamentary election period from 2017 to 2021, when half of the Chamber of Deputies consisted of populist movements. Additionally, the research takes into account other political developments and previous studies on Czech parliamentary representatives and debates concerning the crisis of representative democracy. The upper chamber's environment is also examined in detail. The research also addresses the overlooked issue of politics as a profession. An added value...
The Evolution of Civilian Protection in UN Peace Missions
Šillerová, Anna ; Pulgret, Miroslav (advisor) ; Makariusová, Radana (referee)
Diploma thesis examines the evolution of the protection of civilians in UN peacekeeping operations. To approach the topic comprehensively, the theoretical part covers the history of the protection of civilians and its normative framework, as well as the conceptualization of UN peacekeeping operations. The main objective of the thesis is to analyze the changes in the approach to the protection of civilians across three generations of UN peacekeeping operations and to identify the key moments of this evolution. It also traces the role of failures in UN peacekeeping operations, the reasons for these failures, and their impact on the mandates of subsequent missions. Mapping the evolution of the protection of civilians relies on the analysis of resolutions and other UN documents, as well as three case studies of key peacekeeping operations: ONUC in Congo, UPROFOR in Bosnia- Herzegovina, and UNAMID in Darfur, Sudan. Missions with a mandate to protect civilians, as a new phenomenon of third-generation peace operations, are also analyzed. Prevailing trends and possible limitations of these mandates are also discussed.
Implementation of the mandate of the UNPROFOR mission in Bosnia and Herzegovina between 1992-1995
Lalić, Jan ; Tejchman, Miroslav (advisor) ; Pikal, Kamil (referee)
The unwillingness of the international community to become involved militarily in Bosnian civil war between 1992-1995, made the United Nations Protection Force (UNPROFOR) a substitute for a decisive action. The absence of any foreseeable prospect of truce, which would have been supported by the presence of peacekeepers, led to the establishment of strictly humanitarian mandate for UN troops in the first phase of the war. They were supposed, in cooperation with the United Nations High Commisioner for Refugees (UNHCR), to secure functioning of the Sarajevo airport for humanitarian relief purposes and subsequently provide security for the UNHCR and its convoys providing humanitarian relief. Thesis "Implementation of the mandate of the UNPROFOR mission in Bosnia and Herzegovina between 1992-1995" deals with issues concerning humanitarian mandate in particular. This thesis aims to explain, through descriptive analysis, motives leading international community to deploy lightely armed peacekeeprs with uncharacteristic mandate to the region, which is absolutely inadequate for peacekeeping operations as I will show. It will subsequently analyze course of the implementation and problems, which were encountered by UN troops. The aim of this thesis is to prove, that UNPROFOR was not absolute failure as it is perceived,...

Immunity of deputies and senators
Popelková, Eva ; Kudrna, Jan (advisor) ; Syllová, Jindřiška (referee)
The presented diploma thesis focuses on the parliamentary immunity of Deputies and Senators in the Czech Republic and consists of two not explicitly titled parts. The first one deals with the genesis of the concept of immunity; the historical course describes the origin of the concept that goes back to the 13th century. Immunity might have been described as protection given by an English monarch towards Representatives; it gradually changed in privileged status recognition of a newly emerging institution, nowadays called Parliament. This excursion back into the 800 year history is supposed to help us understand the basic idea that the immunity of deputies or senators serves as an instrument of protection of a legislative body, or rather the Parliament of the Czech Republic. As for the immunity of deputies (senators) in the Czech Republic, relevant chapters deal with the first attempts to create functional constitutions at the end of the 19th century when Bohemia was part of the Austrian empire. Significant space is dedicated to the 1920 Constitutional Act, which may be considered as a crucial document for today's concept of the immunity of deputies and senators in the Czech Republic. Finally, the first part includes also chapters dealing with later constitutions from 1948 and 1960. The second part...

Hájek, Lukáš ; Švec, Kamil (advisor) ; Brunclík, Miloš (referee)
Bachelor thesis A Quantitative Analysis of the Parliamentary Activities of Members of the Parliament of the Czech Republic is divided into two parts - the theoretical and the practical. The first part describes the theoretical background of the thesis. The relevant legislation dealing with MPs mandate and content of its activity is delineated in the beginning of the study. Furthermore the text covers the conclusions made by several native Czech political scientists and constitutional lawyers on the topic. The significant part of the thesis is composed of a description of related research using a quantitative method. It provides an inspiration for methodology and further content of the study. The second part of the thesis represents the practical side of the research. A creation of a data set is described by the variable selection with their operationalization and the data collection. The methodical content of the research and development of the data set operational environment are depicted. After that the garnered data are evaluated, at first in terms of individual variables and then by relationships between variables. The evaluation outputs are represented using illustrative tables and charts. To conclude a method to measure the MPs activity rate is created by the formula of the parliamentary...
The role of UNPROFOR peacekeepers during the war in Bosnia and Herzegovina focusing on the safe area Gorazde
Poláková, Michaela ; Žíla, Ondřej (advisor) ; Šístek, František (referee)
The goal of this thesis is to analyse the role of UNPROFOR (United Nations Protection Force) during the war in Bosnia and Herzegovina in the years 1993-1995. The deployment of a peace-keeping mission was the only step taken by the Western countries towards resolving the conflict in the beginning, because none of the states were willing to intervene militarily. The humanitarian mission was supposed to be a temporary solution to the crisis, with the sole purpose of easing the suffering of the civilian population. At first, the main goal of UNPROFOR was to secure and maintain the Sarajevo airport, which was used for delivering supplies. With the conflict continuing, the UNPROFOR mandate was expanded, e.g. to protection of the humanitarian convoys. An important moment for the international community came with the introduction of the safe area concept. First one was established around Srebrenica, then other five were created - Tuzla, Bihać, Gorazde, Zepa and Sarajevo. With the help of UNPROFOR, these enclaves were supposed to safeguard the civilians and secure access to basic needs. The aim of this project is to find specific reasons behind the unsuccessful UNPROFOR mission and to determine, whether it was the fault of the soldiers themselves or of the international community. The hypothesis this thesis...
Truth commissions: Truth commissions' mandates and its significance in the truth seeking process
Trojanová, Jana ; Trávníčková, Zuzana (advisor) ; Žáková, Gabriela (referee)
Truth commissions are official nonjudicial bodies of investigation created to address grave violations of human rights committed under the previous repressive regime or during the past armed conflict. Commissions are created to establish an authoritative record of past violations, to discover its causes and to make reccommendations in order to prevent its reccurence in the future. The thesis focuses on commission's mandates, legal documents that determine its goals, functions, powers and scope of inquiry. The aim of the thesis is to assess the significance of the mandate in the truth-seeking process and to determine if a broad mandate is well suited to achieve goals of the commission or if a narrow mandate is more expedient. The thesis assesses and compares mandates of truth commissions established in Argentina (1983), South Africa (1995), Guatemala (1997) and Kenya (2009).
