CHALLENGE NAMED COUNTRYSIDE

The diploma thesis deals with the topic of contemporary countryside. The result of the thesis - illustrative Manual originated from searching for the basic principles in the area of land-use planning. It focuses especially on urban issues and tries to answer some of them in a comprehensible form. Manual consists mostly of schematics, sketches, visualizations, etc. The issue of new construction and the so-called satellites become one of the key issues. The Manual offers an alternative for this land-grabbing style and it motivates to create a better environment. The basic principles are applied to a specific municipality. Consultation with nine village mayors could be considered as the added value of the work. Mayors shared their experience in building and planning and gave feedback on some chapters. Interesting mayor's remarks are are incorporated in the Manual. The appendix to the manual – Good Practice Examples brings inspiration for creation of regional architecture. The intention is to offer this Manual to all of those who are involved in the management of smaller municipalities.
The indebtedness of small municipalities

At present, the indebtedness of territorial self-governments concerns mainly small municipalities. Thanks to the right of independence and sovereignty, they can manage independently their budgets and real property. This fact has led municipalities to develop their business activities. In the Czech Republic, 3 235 municipalities are in debt, which is more than half of the total. The debts consist mainly of bank credits, but also revenues from municipal bonds issued and repayable financial assistance and credits from the state budget and state funds. These income groups are called returnable income. This thesis explores the importance of using returnable income for financing the development of municipalities. The thesis aims to recommend how municipalities should treat the money. It also lists the risks of high indebtedness are and what the indebtedness rules and limits are in the Czech Republic. The aim of the thesis is evaluate the conditions, development and potential risks of the indebtedness of small municipalities.
Failed Municipalities in the Czech Republic

The presented dissertation thesis deals with endangered municipalities, where a specific threat to the municipality can potentially lead to the extinction of self-government. The phenomenon of endangered municipalities has not been comprehensively investigated within the framework of political science even though it is part of the issue of the functioning of the democratic process at the local level. Research on endangered municipalities has been fragmented across individual scientific disciplines, which view the problem through their own prism. The dissertation thesis seeks to contribute to the opening of a necessary discussion that should not remain aloof from political science. The thesis first examines the European context, which is crucial for the actual identification of different types of threats to municipalities. Five types of threats to the European municipalities have been identified. Individual types of threats have been described and possible threat scenarios created. Empirical examples have also been provided for each threat, based on which terminology has been proposed that can be used in political science to examine municipalities in trouble. Attitudes of small municipalities to requests for information under Act No. 106/1999 Coll., On Free Access to Information.

This diploma thesis is focused on finding out the attitudes of small municipalities to requests for information under Act No. 106/1999 Coll., On Free Access to Information. The main aim of this work is to examine these attitudes and try to find the causes of negative attitudes. At the same time, it is also secondary ambition to 1) analyze the applicability of the right to information in the context of small municipalities and 2) try to suggest possible measures that could reduce the negative attitudes of mayors of small municipalities to the right to information. In the diploma thesis, the mayors of small municipalities are viewed from the perspective of the theory of street-level bureaucracy, whose actions have a real impact on the implementation of public policies. At the same time, policy failure is a marginal concept, which looks at the law on free access to information as an example of a failure of public policies.

Residential arrangement of the Czech Republic is typical by a big number of small municipalities. Those municipalities has the same status as bigger municipalities. Analysis of indicators of the social environment in the municipalities on the basis of various criteria for use at the local level

This diploma thesis deals with analysis of indicators of the social environment in small municipalities with up to 2 000 inhabitants based on various criteria for local use. The aim of the thesis is to propose an indicator set, which will best meet the requirements of such set in terms of applied criteria. The research question is: What indicators should be included in an indicator set for assessing the social environment of municipalities with up to 2 000 inhabitants to suit the differences and needs of these communities? The research problem addressed in the thesis concerns the possibility of measuring social sustainability at the local level, focusing on small municipalities with up to 2 000 inhabitants in the Czech Republic. The thesis also focuses on the possibility of projecting SDGs into this set. It is a qualitative research that involves the use of methods of document analysis, comparison, description, non-participant observation and semi-structured interviews. Based on the first four methods and theoretical knowledge, a preliminary design of the indicator set was created. Classification of rural municipalities by developmental potential

The issue of rural areas in the Czech Republic concerns about 5,800 municipalities, what is 93 % of all municipalities in the CR. These municipalities cover more than three-quarters of the CR territory where live over 3 million inhabitants, more than one third of the total population of the CR. Although there is consensus that the countryside faces a lot of problems which affect the lives of many people on a large territory, the adequate attention to this topic is still not given by official authorities. This confirms the facts that the CR has not adopted a clear definition of rural areas yet and the rural policy is not a priority of programs of political parties. But the urgency of solving problems in recent years stepped up. Quantity of scientific teams that focus on countryside problems increased. They are defined different typologies of rural areas, are seeking methods for dissolve disparities among different areas, there are efforts to measure the development potential of municipalities. The Former Military District Libavá: the Establishment of the New Municipal Political System

This thesis focuses on optimization of military estates in the Czech Republic that is connected both to establishment of new municipalities and transition from military administration to local administration. The thesis tries to describe the process itself being finished by setting settlement units aside from military estates, reduction of their borders and dissolution of the Brdy military estate. A case study of the Libavá Town is also a part of the thesis. The study is trying to monitor the impact of the transition mentioned above on civil population and on the newly established local administration. Three methods were used to collect the data - namely half structured interviews with chief participants, a survey amongst Libavá inhabitants and media monitoring. A part of the theoretical part is also an analysis of military estates in Europe whose characteristics and differences are also presented.
