Direct election of mayors in the European experience

This rigorous thesis has been dealing with the direct election of mayors in Europe. Three hypotheses were postulated in the introduction. The aim of the thesis was to find out, if the direct election of mayors causes an increase in the voter turnout, if it comes to cases of divided majorities and if those are causing issues with local system functioning. Lastly I tried to find out, if the direct election is a trend, which is going to be spreading further. The factors of voter turnout and divided majorities were analysed in seven case studies: England, Norway, Croatia, Poland, Italy, Austria and Germany. In every case study I have compared the voter turnout in the mayoral elections with the turnout in the council elections. In the countries, where the election term was synchronised, the difference in the voter turnout was rather low. In most countries voter turnout in the mayoral elections was identical or lower than in the election of the councils. Only in North Rhine- Westphalia in Germany was the turnout in the mayoral election higher and the difference in the two turnouts was greater. The problematic aspects of financing of cities and minucipalities in the Czech Republic

In 2000, respectively 2003 the Czech Republic finished the first and the second stage of public administration reform, which is closely linked with the issue of public financing, especially the financing of municipalities. This thesis analyzes the problematic aspects of the financing of municipalities in the Czech Republic in terms of the status of municipalities in the political system. Municipal budgets are the means by which local governments fulfil their objectives, policies and ensure the development of their municipalities. It is a highly topical issue. Political leaders of local authorities are not due to play the differing roles and provide different level of public services, united in the opinion of the form of financing of local budgets. Municipalities do not have such a strong unified voice in ensuring its priorities. These different interests are reflected in the programs of political parties. The question of financing municipalities would probably disintegrated ODS and TOP 09 together with STAN in the coalition in cas of the absence of other contradictions. The issue of local governement funding goes beyond the scope of political science. It is multidisciplinary, interdisciplinary topic. Discussion about Implementation of Direct Mayor Vote

The aim of the thesis is to analyse and assess discussions related to the implementation of the direct election of mayors, both in the Czech Republic and in selected European countries. The thesis compares the evolution and course of the discussions that precede the anchoring of direct election of mayors in five European countries, such as the United Kingdom of Great Britain and Northern Ireland, the Federal Republic of Germany, Italy, Croatia, and Belgium-Walloon. It is particularly focused on the central motives leading towards the launch of discussion, main arguments included in the discussion, key actors, and the levels of the discussion. The crucial part of the thesis is devoted to the analysis of the discussion of possible implementation of directly elected mayors in the Czech Republic. The emphasis is put on the identification of individual platforms of the Czech political scene that intervene into the discussion. The thesis also highlights the attitude of key political parties, interest groups, and mayors, towards the question of the direct election. The civil elites at the local level

The main objective of this thesis is the identification and understanding of the mechanisms of recruiting local political elites and their role in the process of democratization of local politics, and in the process of strengthening local civil society on concrete example selected municipality. The case study concerns with the municipality Semily, which was chosen to work as a community with exemplary transparent and open manner of governance. In 2006 there was a significant change in political representation when recruiting new political elites was a top down process led by a particular person according to predetermined priorities.
Local Policy and Its Specifics: Case Study of Prague 16

Although a local policy is a necessary issue for a functioning of a democratic political system, it usually does not stand in the center of common interests. This paper deals with its functioning in Prague 16 where the Civic Democratic Party has won the municipal elections since 1994. The aim of this paper is to find the main factors which led to its winning in the municipal elections in 2014. The main text is divided into three chapters. The first theoretical one concerns with a theory of democracy, civil society and elite theory. The second one describes a creation of a local policy in Prague 16 - namely results of municipal elections since 1994, a way in which local political institutions have been created as well as political parties run for the last municipal elections in 2014. The third chapter deals with an analysis of election results and interviews made with local representatives and councilors.
Transparency of Decision-Making Process at the Local Level: Case Study of the Municipal District Prague 10 during the Election Period 2010 - 2014

Master thesis deals with the transparency in decision-making process and with the openness to citizens in local politics. It focuses on the policy of municipal councils, with the emphasis on Municipal district Prague 10 during the election period 2010 -- 2014. Main objective is the analysis, description and evaluation of the transparency of decisions-making process in Prague 10. The theoretical part of the thesis is dealing with definitions of terms: municipalities, Prague, the capital, its districts and decision-making process. The stress is given to the question of the level of transparency and on the openness of town halls to their citizens. In the practical part, the thesis analyzes the concrete decision-making processes in Prague 10 related to an analysis of the Council's statement about the anti-corruption strategy. In the end, it analyzes the decisions-making process about the procurements in Municipal district Prague 10 namely to the analysis of procurements "Revitalization of Malešice Park".
The role of European Union funds in local politics and their utilization exemplified on Sušice

The thesis deals with the Structural Funds of European Union in relation to the local politics. Its goal is to analyze the role of these funds in the Municipal Elections and in the daily local politics. This is demonstrated on the example of the West Bohemian town Sušice. Special attention is paid especially to the election programs of the political parties in terms of the Structural Funds and to major projects, which were implemented with the support of the funds.
The local policy on municipality scale

The subject of the bachelor thesis is the analysis of the local policy in relation to funds of the European Union. The thesis consists of two parts. The first one provides an overview of contemporary European funds and operational programmes within the scope of which the subjects can require European grants. The second one applies theoretical knowledge to the three projects implemented in Uherský Brod. The goal of this thesis is the analysis of partial interests in the process of European financial resources allocation in terms of the local policy.
