Resumé Tato rigorózní práce se zabývala přímou volbou starostů v Evropě. V úvodu byly postulovány tři hypotézy. Cílem práce bylo zjistit, zda po zavedení přímé volby starostů dochází ke zvýšení volební účasti, zda vznikají rozdělené většiny a zda tyto způsobují problém s fungováním systému. Posledním cílem bylo zjistit, zda je přímá volba starostů trend, který má předpoklad se dále šířit. Faktory rozdělených většin a volební účasti byly analyzovány v rámci sedmi případových studií: Anglie, Norska, Chorvatska, Polska, Itálie, Rakouska a Německa. V jednotlivých případových studiích jsem porovnala volební účast ve volbě starostů a rady. Ukázalo se, že ve většině zemí, kde přímá volba probíhá současně s volbami rady, se volební účast liší spíše málo. Ve většině zemí byla volební účast ve volbách starostů nižší nebo stejná než volební účast ve volbách rad. Jen v Severním Porýní- Vestfálsku v Německu byla volební účast ve volbách starostů vyšší než ve volbách rad a rozdíl byl oproti ostatním zemím vyšší. Dále jsem analyzovala vývoj volební účasti před a po zavedení přímé volby starostů. Ke krátkodobému zvýšení volební účasti po zavedení přímé volby starostů došlo v Itálii a Chorvatsku. V dalších šesti zemích nedošlo ke zvýšení volební účasti. S využitím přístupu Bogumila a Holtkampa (2005) a Copuse (2004) jsem... This rigorous thesis has been dealing with the direct election of mayors in Europe. Three hypotheses were postulated in the introduction. The aim of the thesis was to find out, if the direct election of mayors causes an increase in the voter turnout, if it comes to cases of divided majorities and if those are causing issues with local system functioning. Lastly I tried to find out, if the direct election is a trend, which is going to be spreading further. The factors of voter turnout and divided majorities were analysed in seven case studies: England, Norway, Croatia, Poland, Italy, Austria and Germany. In every case study I have compared the voter turnout in the mayoral elections with the turnout in the council elections. In the countries, where the election term was synchronised, the difference in the voter turnout was rather low. In most countries voter turnout in the mayoral elections was identical or lower than in the election of the councils. Only in North Rhine- Westphalia in Germany was the turnout in the mayoral election higher and the difference in the two turnouts was greater.
