Public service as a tool of activation of persons drawing social benefits in material use for long time

Long-term unemployment brings negative consequences for the state and individuals. Besides the financial impacts on the state (lower incomes, expenditures for social transfers), for the long-term unemployed people from the social and psychological perspective this is a reduction in living standards, loss of social status, skills and abilities decline, decrease of social contacts, etc. Unemployed persons have not got income from their own economic aktivity, and that is why they are provided with social benefits in material need in the frame of the system of social protection.Their long-term receiving, however, often leads to the trap of poverty and welfare dependency. Employment agencies strive for return of these people back to the labour market through thein instruments of active employment policy. This thesis is focused on public service, which was introduced to the system of poverty relief in 2009 as the motivation and penalty measures to increase the activity of long-term unemployed. The theoretical starting points of this study are findings on poverty, social exclusion, living wage. Income poverty in the Czech Republic and social transfer system effectiveness in its elimination in years 2005-2013

The dissertation deals with the issue of poverty in the Czech Republic, especially with its economic, political and historical context of development, theory and practice of its measurement and possible international comparability, both in scale and in terms of the effectiveness of social transfers system. The effectiveness is understood as reducing the extent of poverty represented by the at-risk-of-poverty rate used e.g. in Europe 2020 Strategy. The aim of the dissertation is to analyze the problem of income poverty and its development in the Czech Republic with a special focus on the effectiveness of the social transfers system in relation to reducing the extent of income poverty. The effectiveness is analyzed separately in case of social transfers as a whole, and in case of social transfers excluding old-age and survivors' pensions. The emphasis has been placed on international comparisons and on the poorest layers of the population represented by the study of the lower poverty lines than the standard one. Based on empirical analysis of survey data from the EU-SILC, it was disproved that the effectiveness of the Czech social transfers system was above average compared to the countries of the same welfare state model, the CEE region and the EU during the years 2005-2013. The Czech pension system plays a crucial role in the level of effectiveness of the social transfers system. The good position of the Czech Republic among the all three studied groups of countries in terms of effectiveness is maintained mainly thanks to its pension system.The current low level of poverty rate was achieved mainly thanks to the pre-crisis measures, respectively due to the specific timing of these measures package. The contribution of this dissertation consists in complex and systematized view of the income poverty in the Czech Republic, accompanied by the analysis of the effectiveness of the social transfer system. This analysis, owing to the time series (2005-2013), applied methods (methods of the European Commission vs. IZA method) and scope of the international comparison (welfare state model, CEE region and EU), has no similarity in the Czech scientific literature so far.
The impact of legislative changes to the system of social protection and unemployment in the Czech Republic since 2000

In 2006, there were changes in the social security system through the adoption of Act No. 110/2006 Coll., about subsistence level and living wage, Act No. 111/2006 Coll., On assistance in material need and Act No. 435/2004 Coll. on employment. The aim of the newly adopted laws was greater motivation of unemployed persons to find employment as soon as possible and thus to reduce the number of long-term unemployed individuals. At the same time the advantage of individuals who actively solve their situation compared to those who are passive recipients of benefits. With the adoption of these laws was to strengthen the incentive function of the social system, the transition from passive to active solidarity, impaired access to social benefits and avoiding the misuse of social benefits.
Minimum wage in the Czech Republic and European Union

The aim of my theses is to compare the way of application of the minimum wages and its amount in the Czech Republic and in the European member states, further to analyse the connection between the minimum wages and the living wage and in the end the influence of the minimum wages to the unemployment.
Changes in the social protection of unemployed

The thesis focuses on the evaluation of changes in the provision of social benefits for the unemployed, which occurred in the past few years. Specifically, it is mainly changes in the provision of unemployment which have occurred since 2009, and changes in the provision of benefits in material need, effective from 2007. Act No. 111/2006 Coll. providing for the payment of benefits in material joined together with Act No. 110/2006 Coll. the Subsistence Minimum in force from 1.1.2007. Their main task was to motivate the unemployed to actively search for work, and contrary to penalize those who are not interested in finding a job and prefer living on welfare benefits and reduce unemployment. The thesis aims to analyze the impact of these changes on the development of unemployment in the district of Kladno and development spending on social benefits.
Minumum wage and it´s influence on the economy of Czech Republic.

The thesis will focus attention on the impact of the minimum wage on economic development in the Czech Republic. The theoretical description of the cause of the minimum wage and its legal definition. I pay attention to the specification of the labor market impact of minimum wages on unemployment, the impact of international migration on wages. The practical part will describe the development of minimum wages will be compared with other markers (average wage, living wage) and will examine the positive and negative effects of minimum wages from the perspectives of employees, employers and the economy. The aim is to look at minimum wage as a tool, which strongly influences developments in the labor market.
The execution of the "Assistance in Material Need Act" among debtors in the Kaplice region

This bachelor thesis is aimed at fulfilment of the Act on Assistance in Material Need and its impact on insolvency of people from Kaplicko region. The theoretical part is aimed at reasons and consequences of the clients" insolvency and at general characteristics of subjects from which people can borrow in case of the lack of financial means. The practical part is analyzing how long are clients receiving material need allowances and consequently is analyzing their current insolvency as well as the reason and from who these people are borrowing the financial means. The purpose of this work was to find out the general insolvency of clients receiving the material need allowances from Kaplicko region. A fractional purpose was then to analyze possibly reasons and reciprocal impact on arisen formidable life situation.

This bachelor thesis is concerned in the social assistance system in the Czech Republic, concretely in the system of benefits of assistance in material need and typified cheques as the possible alternative of payment of these benefits. The theoretical part of the thesis is devoted to basic characteristics of the social assistance system in the Czech Republic, then more detailed to the system of benefits of assistance in material need itself, including description of cheques to buy goods and services, which can be engaged to pay out benefits of assistance in material need, and last but not least it is devoted to questions of substistence and living wages. The practical part is devoted to usage of these benefits in practice itself, concretely to payment of benefits of assistance in material need by the Municipality of Klatovy, the department of social affairs and health. My research is focused on the problem of cheques as the method of payment of benefits in practice, extend of usage of this payment method, not only in terms of payment of benefits of assistance in material need by the Municipality of Klatovy, but by the other regions of the Czech Republic as well.
Comparison of living standards and social benefits of the population in the Czech Republic and France

The main objective of this thesis is to compare the standard of living in the Czech Republic and France in regards to state-provided assistance to achieve this level of living standard. The work is focused mainly on familial social policy of both countries, and therefore the examined group of citizens is mainly families with dependent children. The work is divided into two parts. The first part is establishing the legislative framework for state social benefits and definitions of important terms. The second part describes in detail the various Czech and French benefits, as well as examples of the economic situation of selected families and their entitlement to state benefits. The conclusion is devoted to the comparison of these findings.
"Activating aspects of the institute of breadline"

Law No 111/2006 Collection of Laws: About a help in a living emergency and Law No 110/2006: About living wage and breadline, are the rules of Laws, by means of them is solved problem of powerty. Benefits in living emergency are assignated for clients, who´s income does not reach living wage, or they have not any. Institute of breadline is a provision, that is aimed for the clients that are exploiting in the long term duration the social benefits and their working ability is on very low level. The aim of the Institute is, so that the long term clients of Authority of social help in a living emergency, get again their working ability. In theoretic part of my bachelor´s work I deal with powerty problem and solving possibility of this world-wide problem. And also in theoretic part I deal with the Law No 110/2006 Collection of Laws: About living wage and breadline, and with the Law No 111/2006 Collection of Laws: About help in a living emergency and with the method of dealing with clients of Authority of help in the situation living emergency. In my research, based on the method of making inquiry as well as making analyse of dokuments, I found out what are the activating aspects in the hands of Breadline Institute in the relation to the living emergency benefit´s recipients. Research inquiry file has been arranged from the recipients the benefits of living emergency in the Social welfare, those have been registered by Department of Municipal Authorities in České Budějovice. So that social welfare has not be reduced, there is the term of working in the sphere of public service. There has been found out, on the base of executed research, that 59 % of clients are willing to work in the public service. This fact proves the hypothesis H 1 - Breadline Institute has activating effect for the clients who are long term recipients of the living emergency welfares. Further I have found out, on the base of inquiry method, how are ready the Municipal Offices (Acredited Municipal Offices, as well as Municipal Offices with extended operation) to establish Public service, it means in the year 2010. In case of research´ file: Municipal Offices, that are Municipal Offices with extended operation and Acredited Municipal Offices at the territory of South Bohemia Region, there was found out that Municipal Offices with extended operation are more ready to establish Public service than Acredited Municipal Offices - nearly of 30 %. I suppose, on the base of executed research, that the hypothesis H 2 has been proved - Municipal Offices are ready to provide Public service for recipients of living emergency welfare.
