Cross-border public procurement

The ability to bid for public contracts over the national borders is an inherent part of European Single market. In recent years, there have been efforts to further increase the rates of cross-border tendering by mitigating the administrative obstacles in the process - primarily the implementation of electronic procurement. In this thesis we found out that the effect of this measure is rather limited - evidence suggests that it led to increase in total number of bids, but the rate of cross- border awards remained stable, as well as a cross-border bidding. Furthermore, the fixed effects of European Union member states are analyzed to examine any evidences of domestic protection. The results suggest that the countries who joined the European Union in the last accession waves show the lowest rates of cross-border awards. However, no examples of direct domestic protection have been discovered.
Aplikační řešení nákupu v prostředí cloudu a trendy v jejich vývoji

The goal of the presented thesis is to screen market and to assess the Procurement application solutions provided in cloud with focus on SMB companies. Understanding of Procurement process is base for identification of key functions and requirements on Procurement applications. Market research results in initial high level picture about the Procurement applications available with attention to cloud. Procurement applications assessment determines conclusions on market evolution and trends. The first part of the thesis introduces theoretical background of Procurement process and cloud computing. This part is completed by the list of key functions and requirements, of expected benefits, and of the steps that are important during assessment and selection of Procurement application in business. The second part investigates the Procurement application market and vendors. The screening is oriented on application features, client set, delivery models, and on other characteristics. Eight Procurement application solutions were selected for detailed assessment: Bellwether ePMX, Compleat Spend Control, Coupa, eBid eXchange, Ion Wave Technologies, PurchaseControl, Trade Interchange (ARCUS), and Xtenza. Assessment of the applications results in comparative data that are presented in predefined structure. The primary focus is on application features and Procurement functions supported. Other important evaluation categories are delivery models, security, underlying infrastructure, approval workflows, and commercials. Communication with application vendors contributed to the assessment. This part is finalized with evolution and trend conclusions focusing on cloud proliferation dynamics, and on forecast of new application functions and features that will result in new business benefits.
Development of MBI model in the implementation and management of electronic purchasing systems

This thesis covers an area of procurement of companies. It's specifically orientated on supporting the procurement processes by electronic purchasing system. In the first part there are by literature search, identified and analyzed key factors for successful realization of the implementation and management of electronic purchasing system. In the second part there is comparison of the case study in Unipetrol Services s.r.o. and the key factors of the first part, which is resulting in a deduction and generalization of best practices for implementation and management of electronic purchasing systems. The main benefit and also the outcome of this work is an extension of the reference model MBI, based on a facts and practical experience in procurement area.
International comparison of the use of e-business

In the Czech Republic, more than a third of all businesses with 10 or more employees buy their goods or services via computer networks. In contrast, more than a fifth of all businesses sale using at least one form of e-commerce. Common citizen can get this kind of information, for example, from media, newspaper or spoken word, but without wider context they have got only general information value. Electronic business, which e-commerce is part of, is a large area which depends on many factors, such as the legislation of the country, its economic maturity or level of computer literacy. The purpose of this work is to bring the closer look about the various forms of e-commerce and especially to analyze their current state, business sector development in the Czech Republic for the last few years and make a comparison with EU countries. The analytical part of this work is based on data obtained from the database of the Czech Statistical Office.
The introduction of innovative solution to electronic procurement in the Czech Republic

The document deals with the topic of electronic procurement with emphasis on process of its electronization using electronic tool Softender. The text is divided in two main parts -- First, theoretical part focuses on Public Produce Act analysis in relation to its forthcoming amendment. The practical part aims at functional description of electronic tool Softender. Inovations of such software solution and usage models are also discussed such as the marketing plan for the tool.
Efficiency analysis of E-procurement

This bacelor thesis is focused on e-procurement issue. Substantively, the work can be devided into two parts. The first one is related to the effective legislative, which is analyzed from the perspective of both, national and european force documents. In doing so, it describes main features and insufficiencies. It also refers to some other related documents, especially the National plan for Introduction of Electronic Public Procurement. The second part is then devoted to regression analysis of dependency of public contract's price and the method of procurement, meaning wheather there are used or not used electronic tools. The main reason for this analysis is mentioning of negative correlation between those two variables across the related documents.
Project Management in the E-business projects

The bachelor work propose complex procedure of managing e-business projects. It begins in project concept (rights establishment of goals, deadlines, budget and selection of resources), after that follow analyses (market analysis, database analysis, process analysis and analysis of application architecture). Than it continues with process plan (list of tasks to be done and their delegation) and project implementation, at which is closely connected testing (user, security and execution) it ends with closing of project. The second part contains list of selected software tools, which enabling efective managing of project and its description. The tools are divided to commerce and non-commerce.
E-Government in Selected European Countries

Diplomová práce se zabývá problematikou e-Governmentu, neboli elektronické veřejné správy v České republice, Evropské unii a ve vybraných státech. Nejprve se věnuje základní charakteristice uvedené problematiky a souvisejících termínů, jeho přínosům a rizikům. Následně dochází k přiblížení vývoje v Evropské unii. Jak v jejích politikách v daném odvětví, tak v jednotlivých programech a projektech, jenž služby e- Governmentu podporují. V závěrečné části práce dochází ke srovnání jednotlivých vybraných států Evropy v oblasti kvality služeb e-Governmentu.
