Firearms and ammunitional legal regulation from the perspective of the law of the European Union

Thesis title: Firearms and ammunition legal regulation from the perspective of the law of the European Union The thesis deals with the legal regulation on firearms and ammunition in the Czech Republic with an emphasis on the new legislation as a result of adoption of the relevant European Union legal framework. The individual principles and legal concepts related to firearms and ammunition are analyzed, the relevant European directive approach is illustrated and novelties, modifications, restrictions as well as mitigations incorporated by the new European legislation are highlighted there. The thesis focuses on civilian acquisition, possession and carrying of firearms from the administrative law point of view. In the first chapter the basic definitions and concepts are defined. The second chapter is dedicated to the European legal regulation, its history and the legal basis on which it now stands. The third chapter deals with the current system of firearms in the Czech Republic. The fourth chapter deals with the effects of the European legal regulation on the legal framework in the Czech Republic and critically evaluates individual partial changes. The effects of total sleep deprivation and ammonia inhalants on the cognitive and physical abilities of military personnel

Given that this dissertation is built up upon three sequential studies, the objectives, methods and results of the thesis are accordingly divided into three distinct subsections (a, b, and c), each corresponding to an individual study. Illegal arming and misuse of firearms

This thesis is focusing on the issue of illegal arming and misuse of firearms. The exact number of illegal weapons and their incidence is virtually undetectable. Illegal armaments and with that closely related misuse of firearms are global problems, which are not necessarily connected with criminal activities. The objective of this thesis is to theoretically and empirically map the issues of illegal arming and misuse of firearms in the Czech Republic. In the introductory theoretical section are define fundamental concepts and summarize the Czech "weapon" legislation in force. The section also describes the preparation for the implementation of European norms and with that connected preparation of the Czech weapon legislation change. The section follows with a description of the types of weapons, methods of obtaining legal weapons and firearms license, incursion of weapons into the black market, illegal weapons, their legalization and use of legislation in the fight against illegal armaments. There are also specific cases connected to the misuse of firearms, which illustrates the topicality of the addressed topic. The data, of the practical part of the study, were obtained from the official statistics of the crime department and statistics from the Police Presidium of the Czech Republic. The objective of the study is to descriptively map and analyse development of emergencies with the use of firearms in the Czech Republic in the years 2010 - 2019. Three basic research questions are formulated, to which an answer will be sought. The questions will be answered using the mapping of the development of illegal arming and the misuse of firearms in the Czech Republic. Furthermore, the definition of the activities of individual components of the integrated rescue system in the intervention against an active shooter and legislative measures focusing on the issue of firearms in the civilian sector. In the period under review the results of the collected data show that the incidence of cases of illegal arming stagnates and the misuse of firearms has been declining for a long time. Legally held firearms are more often misused to commit crimes. It was also found that weapons are the most frequently misused for dangerous threats, intentional assault and robbery. The results of the research and the conclusions can be used for study purposes and as material for the protection of the population. It is important to address this issue, as the effects of illegal arming are significant. The long-standing unresolved issue of illegal weapons could cause many serious problems with an impact on human health, lives, the economy or possibly society as a whole.
Weapon (not only) as a work of art

The aim of this thesis is to introduce various types of weapons, not only as objects of everyday use, but also as objects which are of high artistic value. The aim is to introduce the phenomenon of arms not only as objects, which are designed for different types of practical applications, but also as a fine art and artifacts with the aesthetic and functional value. The main method for the production of this thesis was to study literature and other texts, or materials related to the given topic. The thesis is divided into several chapters by type of weapon (cold, firearms) and by continents, where the weapons occurred. Then I focused my research on the phenomenon of arms in the film industry, and the question of arms and related violence and also the issue of preventing violence, bullying and crime. The Influence of five kilometre accelerated movement on shooting precision

Title: The Influence of five kilometre accelerated movement on the Shooting Precision Objectives: The objective of my thesis is to explore the influence of the endurance load in the form of five kilometre accelerated movement on the shooting precision. Based on the results, each respondent will be evaluated individually and then the group as a whole. Methods: It is an empirical study. In order to identify the statistical significance, the precise singlechoice T − test was used. The comparison methods were used to evaluate the point total and shoot average. Sporttesters were used to diagnose the heart rate and all the results were processed in the Microsoft Office Excel programme. Results: The measured figures show that the heart rate has a statistical influence on the shooting accuracy. The results also show that the shooting precision of individuals with a high level of physical fitness is not influenced by the endurance load as much as that of individuals with a lower level of physical fitness. Criminalistic and legal aspects of ballistics

This thesis deals with criminalistic ballistics both from the legal point of view and the natural science point of view. It tries to explain the issue of firearms and ammunition including their stipulation in the Czech legal code. The attention is salso paid to the issue of expertise emphasizing the role of an expert in criminal proceedings and in ballistics expertise as a means of evidence. Last but not least this thesis deals with the most important tasks of criminalistic ballistics.
Influence of physical demands on shooting accuracy with hand-operated weapon

Title: Influence of physical demands on shooting accuracy with hand-operated weapon. Objectives: Aim of this thesis is compare how physical load, present by Burpee motor abilities test, aplicate on selected group of soldiers influence their shooting accuracy from pistol in stand up position with bouth hands grip at standing target. Aggregate of twenty test subjects is comosed of policemen from Department of protect and escort Military police Prague and students from VO at FTVS UK in Prague. Methods: For statistical data processing we used the method of comparison and comparison of averages. To determine statistical significance, we used two- tailed, paired t - test. For the evaluation targets, we used numerical method for detecting mean point of impact. Results: The measured data were processed statistically, it was found that physical activity has statistical effect on the shooting accuracy, while standing and with both hands grip, from pistole in the first group (MP). The second measurement work out similary, which mean physical exercise has statistical effect on the shooting accuracy, while standing and with both hands grip, from pistole. Using firearms in extraordinary situations

This Bachelor thesis is focused on incidents of firearms using. It points out at the necessity of preparedness of the Integrated Rescue System for active shooter attack with the using of firearms. Extremely insidious behavior of the offender is for the Integrated Rescue System very difficult and demanding. The main objective of this thesis is theoretically and empirically map the issue of incidents with using of firearms. Availability of literature on the issue was limited althought the subject is attractive to the media. The theoretical part is defined the theoretical background and basic concepts incidents with the using of firearms. I also follow up illegal arming, acquisition, ownership, possession and carrying of weapons or ammunition. I was defining the conditions for obtaining a gun license and permission to use guns. Next I attended to the legitimate using of firearms by the citizens and the Czech Police. I also point out specific incidents related to firearms in the Czech Republic and abroad. It illustrates the topicality of the theme. In the last part I describe the psychological characteristics of the active shooter. The practical part consists of empirical quantitative research. Its main objective was descriptively chart the trend of emergencies with the using of firearms in the Czech Republic. Police Presidium of the Czech Rep in the first phase of the negotiations agreed with the implementation of the research term within 10 years. Subsequently Police Presidium gave only detailed data for analysis in the timeframe of 3 years (i.e. 2012 2014). There are also formulated four research questions. For the method I opted - content analysis of the text twhich I realized in a quantitative way. By defining a core set of texts I have analyzed official documents official statistics of the Police Presidium of the Czech Rep, Department of Computer Science and Information Technology Operation, and documents internal regulations and guidelines of the Police of the Czech Rep. I worked with two files: the basic (ie. Total), and a sample. In my investigation I used a variaty of choice a deliberate choice. The basic set is the set of all 82 territorial departments of the Police of the Czech Republic. The selection included a total of two local unions: one from South Bohemia - Czech Budejovice and the other from Central Bohemia Pribram. Sample size influenced the number of variables interest. With regard to the size of the universe and the amount of collected data, I prefered the time of the expected 10 years to 3 years. Quantification sense units investigated their frequency, i.e. the absolute number (ni), the relative number (FI%) and diameter. Based on our investigation there were confirmed two research questions and two negative results. The survey confirmed the differences in the Framework, development trend, the nature and frequency of incidents with using a firearm in selected locations of Regional Department Pribram and Czech Budejovice. In Czech Budejovice, the number of attacks has increased, but in smaller numbers to the commission of using a firearm. In Pribram, on average, for more than half of the attacks is used a firearm. The survey confirmed the compliance framework dominating the category of the crime robbery, where there is more than half of all incidents at that reason. In the using of type of weapon by the perpetrator, it was found that the most commonly used short firearms are pistols and revolvers. Finally, I summarize my whole work, evaluate results and recommend some solutions and methods of preparation and I also explain why it is important to address this issue and to prepare citizens and members of the basic components of the IRS to prevent incidents and solutions. Good preparedness can help professionals to overcome these situations both in personal as well as professional life. Prevention and preparedness are fundamental to successful fighting such serious situations.
