Název práce: Právní úprava střelných zbraní a střeliva ve světle práva Evropské unie Tato rigorózní práce se zabývá problematikou právní úpravy střelných zbraní a střeliva v České republice, s akcentem na novelizaci, k níž došlo v důsledku přijetí příslušné evropské legislativy. Rozebrány jsou jednotlivé zásady a právní pojmy, jež se váží k oblasti zbraní a střeliva, přiblížena je příslušná evropská směrnice a vyzdviženy jsou novinky, modifikace, restrikce či naopak rozvolnění, které nová evropská právní úprava přináší. Těžiště práce představuje civilní nabývání, držení a nošení střelných zbraní a střeliva z pohledu správního práva. V první kapitole jsou vymezeny základní definice a pojmy, které se váží k právní úpravě zbraní a střeliva v České republice. Druhá kapitola se věnuje evropské zbraňové směrnici, přiblížena je její historie a základy, na kterých nyní stojí, včetně jejích právních východisek. Třetí kapitola se věnuje současné podobě systematiky střelných zbraní v zákoně o zbraních. Čtvrtá kapitola se věnuje dopadům zbraňové směrnice na podobu právní úpravy zbraní a střeliva v České republice a jednotlivé dílčí změny kriticky hodnotí. Pátá kapitola se věnuje návrhu nového zákona o zbraních a střelivu, jenž ačkoli zachovává stěžejní koncepční prvky dosavadního předpisu, lze jej označit za... Thesis title: Firearms and ammunition legal regulation from the perspective of the law of the European Union The thesis deals with the legal regulation on firearms and ammunition in the Czech Republic with an emphasis on the new legislation as a result of adoption of the relevant European Union legal framework. The individual principles and legal concepts related to firearms and ammunition are analyzed, the relevant European directive approach is illustrated and novelties, modifications, restrictions as well as mitigations incorporated by the new European legislation are highlighted there. The thesis focuses on civilian acquisition, possession and carrying of firearms from the administrative law point of view. In the first chapter the basic definitions and concepts are defined. The second chapter is dedicated to the European legal regulation, its history and the legal basis on which it now stands. The third chapter deals with the current system of firearms in the Czech Republic. The fourth chapter deals with the effects of the European legal regulation on the legal framework in the Czech Republic and critically evaluates individual partial changes.
