The influence of public policy on legal order of Czech Republic during transition

Tomas Ricka Stránka 1 Title: The influence of public policy on legal order of Czech Republic during transition Abstract: The thesis deals with public policy, its key components and influences on the institutional environment. The major aim of the thesis was to analyze, what was the influence of public (economic) policy in transition on the creation of rules in the Czech Republic. Who created the policy? How was the policy conducted? What was the role of the rules? What was the international context in that era? What was the influence of these external factors on the development in the Czech Republic. Other goals of the thesis dealt with the following: availability of suitable tools to analyze transition; key assumptions of public policy; rule making; the role of rule makers. The thesis does not attempt to describe all relevant approaches from modern economic theory that would be useful to analyze the transition processes. The thesis uses a selection of tools that can help to analyze institutions and rules in society from another view, than does standard legal theory or political science. Use of tools of economic analysis (especially from the area of microeconomics and new approaches of economics) can be characterized as complementary for institutional analysis. The introduction of bilingual local names as a public policy process (case study)

This diploma thesis examines the public political process for the implementation of local bilingual names while focusing on the enforcement of this law for citizens with Polish nationality in the Těšin Region. The main objective is to explain why this policy was or was not changed, what the reasons were for the non-conformity of the policy objectives with the results and to discover the actual failures in the implementation process, where as a consequence, in some villages the right of the minority to use local bilingual names was not fulfilled or was beset with problems in some villages. The subject of the investigation of both the legal and the institutional aspect of the problem focuses on the participating subjects, where one of the main roles of the committee for national minorities on the board of the municipal representatives was the requirement to implement local bilingual names. The guidelines for understanding the tools, procedures and relations used were the initial theoretical points related to the institutions and their changes, the implementation process (top-down and bottom-up approaches), initial theoretical points explaining the responsibilities of the participating subjects and not the intended consequences of their actions and those of others. Czech political parties and their policy-related expertise in field of eGovernment

E-government belongs to one of the fastest evolving part of public administration in the whole world. Political parties should have enough quantity of information and materials to make E-government enough efective and friendly for end users - citizens. These kind of informations parties have from expert committees, which are representing policy-related expertise. This paper is focused on czech political parties and their policy-related expertise in field of eGovernment. The paper is based on case study, which explore five political parties: ČSSD, KDU-ČSL, KSČM, ODS and TOP 09. The paper describes creation of expert committees, who are the members of committees, what kind of information they work with and how are the outputs of their work used.

Migration policy and its role in implementation of population development strategy of the Republic of Kazakhstan Abstract This work addresses the issues of migration policy and its role in population development of Kazakhstan. Migration and demographic development of the Republic of Kazakhstan had become prominent subjects of strategic policy under the new geopolitical reality and socio-economic development since the early 1990s. The intensive outflow of population during this period resulted in change of different quantitative as well as qualitative population characteristics. At the same time, the ethno-demographic disproportions maintained in the previous decades speeded up the "nation-building" process which was represented namely by policy on ethnic return migration. Thus, under these circumstances migration and demographic policies were placed among the priority issues of national security of the RK. In this contexts, the analysis presented in the submitted disseartion displays the effect of migration flows on demographic, socio- economic and ethnic composition of population. Fulfilment of the public interest in monument preservation in the Czech republic

My thesis is concerned with current problems involving fulfilment of the public interest in monument preservation in the Czech Republic. Firstly, the term "public interest" and its conceptual relationship in terms of the monument preservation is explored in the theoretical part of the thesis. Secondly, the current systems of monument preservation in the Czech Republic including the genesis of decision-making processes of municipal authorities under the current law are briefly described. This is followed by an explanation of the connection between the generally proclaimed, yet critically unexplored postulate of "two-track monument preservation". Despite clearly defined policies and competencies, the existing monument preservation decision-making systems and processes seems to be characterized by considerable confusion, and thus seem to bring about some process-based ambiguities and conflicts. The thesis not only aims to identify and analyse these ambiguities and conflicts but also strives to provide a conclusion that proposes some meaningful solutions. Happening in public space and its influence on public policy. Case: Loaf bathing season in Smíchov.

This bachelor thesis is focused on one of the forms of creative activism in the public space - happening, its ability to change public policy and to highlight problems in society. The main line of this work was to determine the mechanisms and in which stage of the public policy cycle was political process influenced by Happening " Loafbathing season in Smichov". Another goal was to find out how Happening addressed the participants and which subjects were targeted. Theoretical support for the achievement of the objectives of the thesis was the phase model of the public policy cycle, which works with the idea of politics as a system of several partial processes. The objectives of the thesis were achieved by qualitative research under the auspices of a case study, ie intensive investigation of one case. The main source of data in this case was in-depth semi-structured interviews with the four types of actors, which showed in this particular case that the main mechanisms that influenced the public policy process at the stage of public policy implementation were media and The public, both mechanisms interact each other.
Classification of rural municipalities by developmental potential

The issue of rural areas in the Czech Republic concerns about 5,800 municipalities, what is 93 % of all municipalities in the CR. These municipalities cover more than three-quarters of the CR territory where live over 3 million inhabitants, more than one third of the total population of the CR. Although there is consensus that the countryside faces a lot of problems which affect the lives of many people on a large territory, the adequate attention to this topic is still not given by official authorities. This confirms the facts that the CR has not adopted a clear definition of rural areas yet and the rural policy is not a priority of programs of political parties. But the urgency of solving problems in recent years stepped up. Quantity of scientific teams that focus on countryside problems increased. They are defined different typologies of rural areas, are seeking methods for dissolve disparities among different areas, there are efforts to measure the development potential of municipalities. This thesis brings to you a salient theme: Private for-Profit News Media (Print and Broadcast; irrespective of the platform on which it is disseminated) based on an interesting topic: Migration in order to explore theoretically and empirically how to model the social impact of the existence of media in a given socio-political, economic, legal and cultural context namely the United States of America and the United Kingdom at a given period: Year 2015. The study of media in policy studies has been a relatively neglected area in the past and as a student of Public and Social Policy one finds this a most suitable opportunity to do otherwise. To answer research question this work chooses constructivist approach and qualitative methodology. The basic research unit is policy network, which consisted from creators of novelization. Those actors composed working group whose activities took almost half a year. Using theoretical approach of understanding policy-making through concept of "policy work", this work explains final form of novelization through working activities which concrete actors did in monitored period.
