The VAT lottery as a charitable lottery
Horváthová, Veronika ; Gregor, Martin (advisor) ; Paulus, Michal (referee)
This thesis consists of two main parts. At first, VAT lotteries are modelled as charitable lotteries for a public good. For that purpose, an economy consisting of risk-neutral, utility maximizing consumers with quasi-linear preferences is assumed. It is shown that the Taiwanese and the Slovakian versions of the VAT lottery provide more of the public good than an economy with no such lottery. The second part analyzes the willingness of firms and consumers to cheat and keep part of the VAT revenue for themselves. This is done because the key difference between the VAT and the charitable lotteries is the existence of firms which have an incentive to cheat and collude with the customers at the expense of the tax office. So when a set of profit maximizing firms is added to the model and the presence of the VAT lottery is still assumed, it is shown that under certain circumstances it might be more profitable for firms and customers to cheat because higher levels of profit or utility, respectively, might be achieved. Moravcová, Hana ; Doležalová, Antonie (advisor) ; Miskell, Peter (referee) ; Fava, Valentina (referee) ; Kvizda, Martin (referee)
Economic History of Authors' Rights and Creative Industries in Czechoslovakia Hana Moravcová Dissertation thesis Abstract The thesis analyzes the impact of cultural policy on creative industries in Czechoslovakia. The first chapter is devoted to economics of authors' rights. It identifies inconsistencies in its three main assumptions, that undermine proper understanding of the effects of copyright and authors' rights. It provides a framework for optimization behavior of authors, that respects that market transactions between authors, users and consumers take place not on one, but on many markets where a work is spread. The second chapter reveals that the emergence of the Authors' Rights Act in interwar Czechoslovakia was the result of the influence of particular interest groups. The most important organizations are identified. Their mutual interconnection and linkage to the state facilitated their ability to directly influence the wording of the new law and its practical application. They used favorable conditions, like interventionist thinking of the society. Moreover, Czechoslovakia had to implement an international copyright treaty, part of the peace treaty signed by Czechoslovakia after the Great War. The third chapter consists of two case studies about creative industries in Czechoslovakia. The first...

Economical and institutional analysis of biodiversity conservation provided by private sector in the Czech Republic
Marek, Tomáš ; Louda, Jiří (advisor) ; Kalabisová, Jana (referee)
The diploma thesis identifies the motivation of the land trusts in the Czech Republic and analyses the institutional environment, in which they work. Furthermore, it defines the factors influencing the activity and efficiency of the private land conservation and explores its relationship with the biodiversity conservation provided by the public sector. The method used is an analytical narrative consisting of the combination of oral narration and socio-economic analytical methods. Interviews with selected land trusts managers were carried out and original case studies were created. As emerged from the analysis, land trusts are created in order to complete the state biodiversity conservation, upon which they are dependent mainly as far as money is concerned. The land trusts have most of the areas in a long-term tenancy. They do not have enough money to buy the areas. This is also proved by the shortage in business activities in comparison with foreign countries. The situation of private conservation abroad was examined as well and compared with the situation in this country. The main contribution of this diploma thesis is the fact that it creates the overview of private biodiversity conservation in the Czech Republic and abroad as one of the first thesis.
The Influence of the State Debt on defense spending in Selected NATO States
Hodžic, Faris ; Izák, Vratislav (advisor) ; Ochrana, František (referee) ; Holcner, Vladan (referee)
The defense spending plays a significant role in the decision-making process of setting up a defense policy. The economy of a state, its performance and development rank among the main factors that influence the size of this public expenditure. At a time of economic stagnation in the Western European countries, the ongoing public debt crisis affects to a ever growing extent all areas of public spending, including the defense. This work aims to contribute to the current knowledge in the field of defense economy and public finance by investigating the influence of the state debt on defense spending. The first part of the work is dedicated to defining the economy of defense and providing a brief summary of its historical development, followed by a discussion of defense as a pure public good. This chapter analyzes the issue of public debt and explains how the major schools of economic theory approach this problem. The second part outlines the previous research in the field of defense spending and debt, their development and the potential relationship with macroeconomic variables. The third chapter presents and discusses the results of empirical research that is based on the theoretical assumptions and models introduced in the first two chapters. The analysis was performed on time series from the period of 1978 to 2011 (34 years) for seven NATO member states: Belgium, Denmark, France, Italy, Netherlands, UK and USA. The empirical analysis was performed by the statistical methods of regression and panel regression. The primary hypothesis on the existence of a relationship between the public debt and defense spending was confirmed and the partial hypothesis that this relationship is negative was refuted.
Expenses for Public Green Space as a Function of Various Parameters of Municipalities in the Czech Republik for 2011
Mrkvičková, Ivana ; Vejchodská, Eliška (advisor) ; Ropický, Jan (referee)
Greenery in towns and cities are an important part of our lives and influences us in many positive ways. In the Czech Republic, the establishment, restoration and maintenance of public green areas within the competence of municipalities. As with every other public service there arises a problem with the quantity and quality of its provision. This paper deals with the relationships that developed in 2011 between spending on public greenery and various parameters of the municipalities. These relations are implemented by means of two hypotheses. The first is based on economies of scale, and assumes that the larger the municipality, the smaller expenses should be provided for public green areas per inhabitant. The second hypothesis is based on the work of Carruthers and Úlfarsson (2008) and says that a higher the population density reduces the per capita expenditures of city govenments. The validity assessment of the hypotheses is done by use of the statistical method of regression analysis. This, however, did not confirm the validity of any of them. Thus there is no indirect relationship between the size of the municipality or population density and public expenditures on green areas per capita. The reason why there is no relationship lies primarily in the great freedom of decision-making of individual municipalities, as far as public green is concerned.

Sustainable Development in EU: Water
Kupcová, Barbora ; Němcová, Ingeborg (advisor) ; Remtová, Květa (referee)
This thesis deals with the problem of water consumption in European Union and ways to overcome its excessive abstraction. The aim is to analyze whether the current abstraction in each area is sustainable in the future, and if there is any possible way how to ensure this sustainability. This work is based on the information about the development of abstraction in different sectors, changes in the amount of water that will be caused by global warming and the data on the current technical possibilities of obtaining water. The first section explains the concept of sustainable development and clarifies why the water consumption is excessive. The second chapter deals with the quantity of water and its resources, including alternative resources. The third chapter describes the water abstraction and the potential for savings. The last part focuses on policies and measures to ensure sustainable water abstraction.
Contribution of E. Ostrom focusing on management of public goods
Belinová, Gabriela ; Sirůček, Pavel (advisor) ; Džbánková, Zuzana (referee)
The thesis deals with the contribution of Elinor Ostrom, the Nobel laureate in economics in 2009. Ostrom confirmed that a group of individuals who jointly use a common-pool resource is able to agree on the rules securing the long term sustainability of the resource. This theory was based on her studies of local common property regimes. Common property regime is an alternative to conventional approaches that promote public resource management or transfer to private ownership. It is still not clear whether the possible conclusions which Ostrom reached in the study of systems of common property regimes can be applied to the problems of global scale. Ostrom's contribution lies in her analysis of systems of common property regimes. Partial findings related to human behaviour can be applied to the management of private organizations.
